The knapsack system stores its public keys in /usr/spool/pubkey.
For security, there is a user on the system named "xmail".
The directory /usr/spool/pubkey is owned by xmail.
The permission bits on /usr/spool/pubkey should be 0700.
The programs enroll, xencode and xdecode in /bin should be owned by,
and setuid to xmail.
