CONSOLLOG now exists in 3 versions:
1: CONSOLLOG.B.C. It is included in the boot
module. It prints on the console (TTY000) and it cannot
log event reports.
2: CONSOLLOG.C. It is started by TOS and prints
on current output. It can log.
(identical to CONSOLLOG version 0101)
3 CONSOLLOG.ALL.C. It subscribes for all event
reports not explicitly subscribed by someone else. It is
started by TOS and it works like (2).
This version can run together with (1) and once it is
started it will recieve the event reports rather than (1).
