SHAPE stated that the final delivery date (September
84) in the CAMPS contract cannot be waived.
SHAPE agreed that a contract amendment was necessary
to exclude site 12 and 14 from the system delivery
in September 84 as they had to be used for penetration
test as requested by SHAPE.
CRs statement:
CR repeated that a delay in shipment and installation
of site 12 and 14 requested by SHAPE to accomodate
the benefits highlighted below can only be supported
by CR if SHAPE accepts a contract adjustment, which
adjusts the date of the 16th site to the 15th of
November 1983.
a) Reduced probability for shut-down of the 240
hours system (site 12) during 240 hours test.
b) Support of the certification process performed
by TRW on the same configuration as the 240
hours test (i.e. site 12 and CR internal test
drive system) in CR's plant.
Furthermore, CR explained their spirit of good
will, cooperation and flexibility to adjust the
sequences of the remaining site installatons, if
this is to the benefit for the CAMPS program.
Provided that SHAPE does not accept this proposal
CR is going to ship site 14 as original scheduled.
Furthermore, site 12 will be shipped immediately
after completion of the 240 hours tests, which
means that TRW will not be able to perform the
penetration testing within CR's plant.
CR explained that they are willing to await SHAPE's
final position: to 10th January 1984.

CR stated that the 240 hours test would
not be started before certain criterias
are met:
- All integration test cases are successfully
completed
- A dry run of the 240 hours test cases
is completed successfully
- A mean-time-between-failure on a
confidence level that is acceptable
for the 240 hours criteria (no more
than 6 errors in 240 hours)
CR had investigated the situation. An
optimistic start date for the 240 hours
test is the 1st February. A pessimistic
schedule is the 1st March.
SHAPE stated that a slippage of the 240
hours test has to be preferred to an
unstable system. SHAPE questioned whether
CR intended to compromise the quality
of the system in view of the slippage
and CR said definitely not.
CR stated that in the area of man-machine
interface some problems had occurred.
Delta Data is working on the problems
and has promised a corrected set of SW
in the beginning of January.
In response to CR's announcement of schedule
delay to the 240 hours test and subsequent
contract milestones SHAPE stated the
following. SHAPE does not relieve or
excuse CR's requirement to meet the contractually
required Sept 84 completion date for
the Site Provisional Acceptance (SPA)
of the sixteenth site and
SHAPE notifies CR that the delay is unacceptable.
Further, SHAPE reserves its rights to
all remedies available under the contract
including liquidated damages for the
delay. In addition, in the event that
SHAPE should agree in the future to a
contract modification which extends the
date for completion of the sixteenth
site SPA and which revises the schedule
for completion of intermediate contract
milestones prior to SPA of the sixteenth
site, appropriate and equitable considerations
will be required to be provided by CR
to SHAPE.
2. C̲R̲ ̲P̲r̲o̲g̲r̲a̲m̲ ̲M̲a̲n̲a̲g̲e̲m̲e̲n̲t̲
SHAPE questioned whether any changes
are foreseen in program management. CR
responded that there are no such plans
and added that management will be intensified
on the project as a result of CR's slippage
in the start of the 240 hours test.
3. O̲C̲R̲ ̲I̲n̲t̲e̲r̲f̲a̲c̲e̲
The OCR interface is baselined through
the interface-documentation. The interface
is tested using a data communication
tester in the 240 hours test.
During the Progress Meeting SHAPE forwarded
to CR a part of the OCR SW Test procedures
that were performed on the CAMPS-OCR
prototype, which is now the baseline
for production of the other OCR systems.
A copy of the test outputs was also forwarded
to CR. On this print-out the test procedure
step has been referenced by pen.
The third document forwarded was the
message entered in the OCR. The documents
were explained by SHAPE.
In view of eliminating possible discrepancies
at both sides of the interface SHAPE
also mentioned the possibility to have
an OCR system at the CR factory.
CR However, CR will first forward comments
to the forwarded documents.
If SHAPE provides an OCR, CR agreed to
make an informal test of an OCR provided
at CR's plant separated from the 240
hours test to increase confidence to
the Systems-interface, before tested
at the SHAPE site during the functional
test.
CR will not share any costs related to
the above mentioned OCR.
4. M̲S̲P̲-̲R̲e̲t̲r̲o̲f̲i̲t̲
CR provided the following status report
on the MSPs.
3 problems were recognized:
a) Power Lamp brightness
b) Keylock status
c) Character lightness
Tracor had submitted ECOs on item a and
b. They are still investigating item
c. When all items are solved, Tracor
will retrofit all printers at CR plant
and on site. A tentative schedule is
January 84 - March 84.
5. D̲E̲P̲M̲E̲T̲ ̲S̲t̲a̲t̲u̲s̲ ̲R̲e̲p̲o̲r̲t̲
SHAPE SHAPE will investigate how the DEPMET
status report should be provided
as a separated volume, but declared
it satisfactory as of now.
6. T̲r̲a̲i̲n̲i̲n̲g̲
CR agreed to provide the necessary retraining
on site for the participants on the first
RST-course as already agreed.
7. M̲a̲n̲u̲a̲l̲s̲ ̲a̲n̲d̲ ̲H̲a̲n̲d̲b̲o̲o̲k̲s̲
On the subject of manuals and handbooks
CR raised the following issues:
a) Comments from SHAPE on the MSP maintenance
manual is due.
b) The PTR/P and the V11-manuals shall
be incorporated in the same folder
c) The numbering of the SMD/MMD manual.
d) Print quality of the drawings.
e) Site maintenace manual approval.
SHAPE will reappraise the issues and
return with an answer.
8. O̲p̲t̲i̲o̲n̲s̲
CR requested SHAPE to explain what has
happend to the option of D.Kr. 7.8 Mill.
contained in memorandum of understanding
February 1. 1983.
SHAPE SHAPE agreed to examine the quotation
of the two open options stated in
the Memorandum of Understanding (Appendix
C).
9. 2̲4̲0̲ ̲H̲o̲u̲r̲s̲ ̲T̲e̲s̲t̲ ̲P̲r̲o̲c̲e̲d̲u̲r̲e̲s̲
Some disagreements on the 240 hours test
procedures still exist between CR and
SHAPE. It was agreed that the 240 hours
test procedures should be agreed in a
splinter meeting during this progress
meeting.
SHAPE CR provided and explained their answer
to SHAPE tlx. no. 1532. SHAPE will
review and comment CRs answer - attached
as Appendix A.
10. C̲h̲a̲n̲g̲e̲ ̲o̲f̲ ̲P̲r̲o̲j̲e̲c̲t̲ ̲M̲i̲l̲e̲s̲t̲o̲n̲e̲s̲
CR assessed a worse case schedule as
follows:
1 March: Start 240 hours test
1 April: Start functional test
1 May: Start
operational
test
1 July: Completion
of
the
operational
test
However, CR will try to improve the situation
by up to 2 months.
To increase confidence in the schedule
2 months were added to the schedule.
It means that the SPA for site 1 should
be 15. July 1984 - and for the last site
should be 15th November 1984. CR promised
to provide a
CR proposed detailed milestone and installation
schedule within two weeks.
CR and SHAPE recognized that the new
SPA-schedule may conflict with the installation-schedule
for the TARE system.
CR will forward a SPA schedule. SHAPE
will investigate whether this is in conflict
with the TARE schedule.
CR and SHAPE recognized that CR will
continue with the installation of site
10 and 13 as presently agreed. In the
event that NATO does not approve the
proposal of CR in subsequent paragraph
Installation Schedule, CR will revert
to the current valid schedule (per Master
Schedule 830725) and will provide revised
installation dates for sites 14, 02,
and 16) within the currently valid schedule.
11. T̲a̲r̲e̲ ̲R̲a̲c̲k̲s̲ ̲D̲e̲l̲i̲v̲e̲r̲y̲
SHAPE requested that all TARE racks should
be delivered to NAMSA.
12. Q̲u̲o̲t̲a̲t̲i̲o̲n̲ ̲f̲o̲r̲ ̲I̲n̲-̲C̲i̲r̲c̲u̲i̲t̲ ̲T̲e̲s̲t̲ ̲P̲r̲o̲g̲r̲a̲m̲s̲
CR basic quotation is contained in CPS/101/TLX/1064.
CR is willing to set-up one day demo
to show an example of what the test programs
are.
If SHAPE requests updates of Zehntel
program this is considered an extra copy.
CR has earlier in CPS/101/TLX/1027 given
a price of a copy of one program is D.kr.
17,462.
For delivery of Zehntel test programs
and copies later than 1st March 1984,
CR will use an escalation of 0,8 per
cent per month.
Quotation valid until 31st December l984.
SHAPE CR need an answer from SHAPE on this
proposal.
13. 2̲4̲0̲ ̲H̲o̲u̲r̲s̲ ̲T̲e̲s̲t̲ ̲C̲l̲o̲c̲k̲ ̲a̲n̲d̲ ̲L̲o̲g̲s̲
It was agreed between SHAPE and CR that
the final period of 48 hours mentioned
in telex log 1517 is revised to 32 hours.
The scheme of the 240 hours test clock
and logs as proposed with above mentioned
telex (CAMPS log 1517) was agreed by
CR and SHAPE. CR and
CR/SHAPE SHAPE will in detail together
elaborate on the agreed scheme
with respect to particular examples.
14. S̲t̲a̲t̲e̲m̲e̲n̲t̲s̲ ̲o̲n̲ ̲S̲e̲c̲u̲r̲i̲t̲y̲
SHAPE SHAPE will attempt to obtain a non
disclosure statement signed by TRW
in which they agree to consider all
proprietary information and data
submitted from Christian Rovsing
A/S as CRAS "proprietary" and handle
it accordingly for a period of 3
years.
15. C̲A̲M̲P̲S̲ ̲C̲o̲m̲c̲e̲n̲t̲e̲r̲ ̲B̲a̲c̲k̲-̲U̲p̲
SHAPE will investigate what the state
is of the option mentioned in the MOU
from February 83.
The option is closed 31st December 1983.
16. C̲A̲M̲P̲S̲ ̲S̲e̲c̲u̲r̲i̲t̲y̲ ̲C̲e̲r̲t̲i̲f̲i̲c̲a̲t̲i̲o̲n̲
CR explained that they are supporting
TRW directly due to the fact that TRW
cannot get the data necessary from SHAPE
to proceed the CAMPS certification process.
SHAPE advised CR that TRW shall obtain
the documentation from SHAPE and not
directly from CR.
CR will based on this statement stop
direct transmission of any further documentation
to TRW but will continue to provide all
contractual documentation to SHAPE for
transmission to TRW.
It is CR's point of view that such an
approach will impose prolongation to
TRW's certification effort, but be in
line with the non-interference statement,
which SHAPE has emphasized very strongly
in the past.
17. O̲v̲e̲r̲d̲u̲e̲ ̲P̲a̲y̲m̲e̲n̲t̲s̲
SHAPE SHAPE agreed to forward a detailed
status of each invoice in telex CPS/101/TLX/1083,
dated 83-12-14.
CR need to know for each invoice when
and how much has been paid.
SHAPE SHAPE agreed to forward a l-o-i for
test equipment to be able to authorise
advance payment of the item.
It was recognized that SHAPE, due to
problems with the acceptance of the deliveries,
would not accept payment of
- SW packs
- Test procedures
- Manuals
SHAPE agreed that for all other invoices
there should not be any reason for withhelding
payment and that some of the invoices
in CPS/101/TLX/1083 have been paid already.
CR stated that there was no reason for
withhelding payment for the SW packs.
Concerning the test procedures, CR referred
to a meeting on 17th June 1983, where
SHAPE agreed to pay the test procedures.
Concerning the manuals CR still stated
that a preliminary version of all manuals
have been delivered,
SHAPE which the line item calls for. SHAPE
will return with an answer.
Considering the last delivery of software
source listings in December 1983 and
CR authorization for SHAPE to copy the
existing software on magnetic media during
January 84. SHAPE is now in the position
to effect all payment of related SW packages
line item.
CR CR agreed to provide an updated magnetic
disk of the start at the 240 hours test.
18. I̲n̲s̲t̲a̲l̲l̲a̲t̲i̲o̲n̲ ̲S̲c̲h̲e̲d̲u̲l̲e̲
SHAPE stated that due to the utilization
of site 12 and 14 equipment for in-plant
testing by TRW and SECAN it might be
possible to exempt the SPA dates of these
two sites, from the existing installation
completion schedule without change to
the SPA of the sixtenth site. In that
event SPA for sites 12 and 14 would be
required not later than 1. October 1984.
Such change will be considered by SHAPE
and is subject to NATO approval.
CR proposed that it would make available
in-plant during the penetration testing
by TRW and SECAN at CR's cost the system
is configured for the 240 hours test
(site 12 system plus Test Drive System)
and would maintain and repair the system
during the penetration
testing and would permit TRW personnel
access to operate the system for the
test and would support TRW with CR engineers
if required, provided SHAPE will agree
to revise the contract completion for
SPA of the sixteenth site from Sept.
84 to 15. Nov. 84. SHAPE will consider
the proposal and SHAPE's response is
subject to NATO approval.
SHAPE stated its belief that part of
the consideration for the CR delay should
include the costs of the delay to the
TRW contractor as a result of the CR
delay. CR did not agree to SHAPE proposed
consideration.
CR's proposal will be in affect for thirty
days following its proposal and SHAPE's
receipt of CR's proposed schedule described
in "change of project milestones", above
paragraph no. 10.
19. S̲e̲c̲u̲r̲i̲t̲y̲ ̲M̲O̲U̲
CR and SHAPE agreed to the rephasing
of para 3 of the 6. September 1983 security
agreement. The original of the agreement
is in CRAS fields and a copy is attached
as Appendix B.
20. A̲c̲t̲i̲o̲n̲ ̲I̲t̲e̲m̲ ̲L̲i̲s̲t̲
SHAPE The action item list was updated
in a draft version. For the SHAPE
action item list SHAPE will forward
a telex where the references to the
closing telex for each item is provided.
CR CR will forward a similar telex for the
CR action item list.
21. H̲a̲r̲d̲w̲a̲r̲e̲ ̲P̲r̲o̲b̲l̲e̲m̲s̲ ̲i̲n̲ ̲D̲e̲l̲i̲v̲e̲r̲e̲d̲ ̲H̲a̲r̲d̲w̲a̲r̲e̲
SHAPE forwarded to CR the following HW
problems.
V̲D̲U̲/̲O̲M̲-̲1̲ ̲B̲o̲a̲r̲d̲:̲
Problem:
When power is removed and immediately
re-applied, the fuse blows. During the
Progress Meeting CR noted that the problem
was identified early 1983 and that they
sent a telex to Versitron to investigate
the problem and if needed to issue an
engineering change order.
Versitron replied immediately and indicated
that the problem probably was due to
inductive load generating a spike which
in turn caused the fuse of 1/4 amp to
blow. Delta Data was informed by Versitron
accordingly. CR received and installed
1/2 Amp on all VDU's of all sites since
then, except on the VDU's of the SHAPE
site (and some of site 7), which were
already shipped to SHAPE. CR will take
action prior to start of the functional
test.
Since replacement of the fuses in the
VDUs, CR has no more encountered the
mentioned problems.
M̲S̲P̲
Problem:
At SHAPE 3 MSPs out of 11, the audible
alarm starts when test button is activated.
The only way to stop is to turn the printer
off for about an hour.
SHAPE The error was unknown to CR and,
therefore, CR requested to issue
an error report for MSP in question
as described in the Site Level Maintenance
Manual.
Problem:
Metallic flat cable is twisted over 90…0e…o…0f…
and outer wire is object to heavy strain.
During the Progress Meeting the problem
was demonstrated by SHAPE. CR believes
it is not possible to re-design the equipment
and suqqests to fold the flatcable over
2 x 45 degrees to solve the problem.
SHAPE SHAPE to investigate this alternative.
Problem:
Capacitor on CPU-board makes contact
with phd-board.
It seems that Tracor knows the problem
because on later shipments the design
has been changed. The back of the boards
are now also covered by an insulation
sheet cover that prevents the contact
between capacitor on one board and the
other board. Tracor
CR will be requested to bring all MSPs to
same design level, SHAPE printers included.
Problem:
The motor driver board is difficult to
remove. The metal plate is to be bent
to take the board out.
SHAPE tried to investigate the problem
but the problem does not exist on the
last delivered printers available at
CR. However, CR indicated that a redesign
of the physical layout of the printers
is not possible.
4̲ ̲c̲h̲a̲n̲n̲e̲l̲ ̲L̲/̲L̲ ̲A̲d̲a̲p̲t̲o̲r̲:̲
P̲r̲o̲b̲l̲e̲m̲:̲
3 failed during COMSEC testing at SHAPE.
(Reliability problem). CR checked and
confirmed that the boards are at the
CR plant now, and there they will investigate
the failure and report to SHAPE by telex.
SHAPE
CR explained that the problem was certainly
not due to the removal of the board while
the power was still on.
From a principle point of view and to
ease maintenance CR asked to follow from
now on the maintenance philosophy from
the site level Maintenance Manual.
22. L̲o̲a̲d̲ ̲T̲e̲s̲t̲ ̲D̲e̲m̲o̲n̲s̲t̲r̲a̲t̲i̲o̲n̲ ̲o̲f̲ ̲S̲R̲S̲ ̲R̲e̲q̲u̲i̲r̲e̲m̲e̲n̲t̲s̲
SHAPE has requested an explanation of
how all requirements of the SRS para
3.4.1 are verified. CR's explanation
is as follows:
1) Para 3.4.1.2 Message Traffic Throughput
These requirements will be verified
by succesful execution of test group
2 in CPS/TPR/007
2) Para 3.4.1.3-5 Storage Characteristics
These requirements can be verified
by review of the data-declarations
specified in CAMPS SW Documentation
(Source Listings)
3) Para 3.4.1.6 Timing Requirements
The requirement of para 3.4.1.6.2-3
will require a special test set-up
for verification. CR will
CR issue a Technical Note defining this
test setup and test results.
The requirements of para 3.4.1.6.4-5
can be verified simply by means of
a stop-watch. This verification can
be performed during execution of
test group 1.

By means of examples on the VDU, MSP,
L/L Adaptor, TDX (LTU, LTU-X) SHAPE stated
that site documentation should be updated
for missing information and existing
deficiencies, according to the HW status.
Concerning missing information CR stated
that all information to connect CR supplied
equipment is contained in the site level
maintenance manual and documentation
for SHAPE supplied equipment like OCR
and LS equipment is not yet included.,
but it was indicated that the application
programs will also contain LTU-X set-up
initialisations.
SHAPE noted that for instance for the
OCR, the ICD 008 should allow CR to establish
interface description. CR agreed and
will include in section 4.5 of Site Level
Maintenance Manual the interface description
between TDX and external equipment (i.e.
ITA 2/5, half/full duplex, baudrate,
stop bits, XMT & REC data normal/invert
parity).
The other reported SHAPE comments on
site HW information will be forwarded
by SHAPE telex as comments to issue 2
of Site Level Maintenance Manual.
CR stated that once documents are approved
additional corrections or additions will
be included by means of DCNs.
