         The concept of operating signal as currently specified
         does not seem to provide capabilities which are of
         great help to the user.

         Furthermore, it is not possible to establish rules
         when operating signals shall be inserted in FL4 and
         FL5 respectively.

         CR propose the following concept:

         a)  FORMAT A, E1 and E2 are expanded to include operating
             signals.

         b)  Any operating signal can be entered using FORMAT
             A.

         c)  A table containing up to 20 operating signals instructions
             and which FL applies (i.e. FL4 or FL5) is allocated.
             This table can be displayed as a help function
             (Separate format).

         d)  Operating signals entered using FORMAT A, shall
             when contained in the table described in c), be
             inserted in the FL4 or FL5, as defined by the table.
             All other operating signal are inserted in FL4.

         e)  Messages (both incoming and outgoing) containing
             operating signals shall not be processed different
             from other messages except for those associated
             with service messages (Refer ICD/004) and ZGC (i.e
             no flash receipt).

         f)  Operating signal consists always of 3 letters,
             where the first letter is Z or Q. Validation will
             be performed to this syntax specification.
