subject: traffic handling problems
-----------------------------------------------------------------
During an analysis of the message flow through camps, we have
found the following problems which we would ask you to solve
in order to clear our future baseline.
1. channel discontinuity
---------------------
what action shall be taken on receipt of a message
with a transmission identifier lower than expected?
2. acp127 - analysis
-----------------
a) is it possible that fl4 and fl5 can be followed
by additional lines containing operating signals
that are not relay-instructions or text part of
an abbreviated service message?
b) confirm that fl10 with accounting information can
be detected by the accounting symbol "acex".
is accounting information limited to one line?
c) under which circumstances is it possible that the
"bt" (fl11) can be followed by a sequence of up
to 5 characters?
(ref. cps/icd/0003 3.11.3)
what about the sequence "btxxx" in the text of
an encrypted message?
d) is a garbled sic (fl12b) a sic not of the sequence
3 letters or a sic not contained in the sic-table
for that camps-site?
e) if a readdressed message can be detected during
the acp127 analysis, what shall be done with such
message? shall it follow the rules as for detect
of a pilot, that is be directed to a message service
position?
f) shall an abbreviated plaindress message be directed
to the supervisor position as for an abbreviated
service message, or shall it be distributed as
a normal plaindress message? if it shall be distributed,
please confirm that a ri found in fl2 can be converted
to an unique camps relevant hq.
Can more than one ri be associated with a camps
hq?
g) is it possible by detect of a relay-instruction
(fl4) that fl2 contains more camps relevant ri's
but the one included in the relay-instruction?
also could it happen, that a message contains more
than one relay-line?
3. acp127 - conversion
-------------------
a) is it possible that fl2 of a message in complete
acp127 - format contains ri's for different networks?
if yes, does this include insert of "zen" in front
of pla's fl7-8 in case the limit for maximum ri's
in fl2 is reached?
b) will it be considered as a fault, if a ri is inserted
in front of the pla (fl7) in a single address message?
c) please clarify the rules for insertion of operating
signals in fl4 and fl5. shall the table containing
up to 10 operating signals plus related text also
contain this information?
shall message service format for operating signals
assignment also have the choice between fl4 and
fl5?
the use of text associated to an operating signal
is only used in accordance with a user prepared
message (format a and e2). we recommend that the
operating signal itself is used as "text".
d) an aig is a set of action and info pla's (ref.
srs 3.1.1.2.d.3). please clarify whether this
means, that if converting an aig in fl8, only the
set of info pla's shall be used.
e) by paging a message, the first page shall consist
of format lines 1,2,3, and 4 and the succeeding
20 lines (srs 3.2.1.5.1.d.1). when following that
guideline strictly, it may result in start of second
page somewhere around fl7-8, if a message with
many pla's is converted.
following the rule for maximum pages in a transmission
(srs 3.2.1.5.1.d.5), the total number of pages
could exceed 6 in this situation. is this understood
correct or shall the first page at least include
all format lines up to "bt"?
f) messages containing supervisor specified "zen pla's"
shall be printed out at a position specified by
the supervisor (srs 3.2.1.5.1.b.2)
we shall recommend that this requirement is removed,
since it does not fulfil the meaning of "zen".
g) shall station serial number from fl3 be used to
generate a fl15 containing this number or is this
optional?
4. service messages
----------------
a) please confirm that supervisor shall have the capabilities
to create both abbreviated service messages and
normal service messages.
also confirm that only supervisor and supervisor
assistants shall have these capabilities.
b) shall it be possible to create normal service messages
containing plain language addressees?
c) please confirm that a received asm flash acknowledge
shall not be directed automatically to supervisor
(ref. srs 3.2.2.3.3).
d) under which rules shall station serial number be
assigned an abbreviated service message prepared
by supervisor.
- without ssn?
- with ssn?
- with a "dummy" ssn (0000)
e) what are the rules for construct of answer to a
quality test. perfect quality = zbz5. does zbz4
indicate 1 garbled word or one garbled character?
5. encrypted messages
------------------
a) verify whether your off-line crypto equipment has
the capability to prepare a format line 10 for
group count when encrypting a message, respectively
remove a fl10 with group count under decryption.
if this is the situation for the dedicated ptp/ptr,
it must be emphasized that this also will apply
to the low speed teleprinters operating as ptp/ptr.
there are two alternatives for these devices:
- same as for the dedicated ptp/ptr.
- opposite to the dedicated ptp/ptr.
it must be a choice between these alternatives
because the acp127 analysis for that purpose has
to act "reverse".
b) the group count verification procedure cannot be
provided after conversion (ref. srs 3.2.1.5.3.d)

but rather before conversion. please accept this

c) please list the letters used for the special handling
designators "for national eyes only".
6. message service
---------------
a) presentation of a message for ri-assignment in
acp127-format cannot always be provided, because
the ri to be assigned might be the missing element
fo fulfil the conversion from internal to complete
acp127-format.
we will introduce a new lay-out for that procedure.
b) message service operator shall have the capability
to "clear" a message (ref. mom 810212 7.3). this
capability does not itself alter the classification
of the "cleared" message and will therefore not
make any difference in order to handle a classification
mismatch. (ri/circuit/channel and message). to
handle this situation, it will be necessary to
give the message a lower classification, which
may be disasterous in relation to security. we
shall recommend this requirement to be removed
as it is a violation on our security policy.
c) please clarify whether the requirement srs 3.2.4.1.1.3.a.12
shall be understood like this:
- all outgoing messages where no channel of proper
classification can be found shall be distributed
to the PTP and not to message service position
for ri-assignment.
d) message service has the capabilities to specify
scd's to where a message shall be locally distributed
under "garble correction". under normal distribution
of an incoming message, retrieval-keys as dtg and
originating hq are delivered at presentation-time;
this cannot be done for a "garbled message".
the best solution as we see it, is that message
service only has the capabilities to print a copy
of this "garbled message" out on his own printer
and then possibly distribute it manually. A message
which is too garbled meaningless to distribute.
