ICD by name and specific sections.
l.2 D̲O̲C̲U̲M̲E̲N̲T̲ ̲S̲T̲R̲U̲C̲T̲U̲R̲E̲
The description of each FORMAT is structured in the
following way:
a) Narrative description of the protocol associated
with the format (e.g. section 2)
b) A tabular presentation of the format structure;
specifying all the lines of the format together
with the fields of each line (e.g. Fig. 2a for
Format A)
c) An example of each format as it would be produced
at the terminal position (e.g. Fig. 2b for Format
A).
Format elements which are produced by the system are
printed with upper case letters. Format elements which
are entered by the operator are printed with lower
case letters.
2̲ ̲ ̲I̲N̲I̲T̲I̲A̲L̲ ̲M̲E̲S̲S̲A̲G̲E̲ ̲P̲R̲E̲P̲A̲R̲A̲T̲I̲O̲N̲ ̲(̲F̲O̲R̲M̲A̲T̲ ̲A̲)̲
The initial message preparation procedure assists the
operator in preparation of messages through an interactive
sequence. Reference should also be made to figures
2a and 2b.
2.1 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲A̲
prep(cr)(EOL)
This is entered by the operator. When the terminal
is in rest mode the system shall respond to the above
sequence by conditioning itself to follow the protocol
associated with message preparation embodied in this
format.
2.2 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲B̲
2.2.1 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲B̲1̲
(V1)(sp)(V2)(EOL)
After receipt of line A, the system shall transmit
"format line B1" to the terminal; the variable field
shall be composed as follows:
2.2.1.1 V̲l̲ ̲-̲ ̲A̲A̲A̲N̲N̲N̲
"AAA" is a three alpha-character group assigned to
the terminal equipment by the supervisor and "NNN"
is the serial number of the transaction. This shall
be augmented by one for each successive transaction
and shall recommence at 001 after 999.
2.2.1.2 V̲2̲ ̲ ̲-̲ ̲N̲N̲N̲N̲N̲N̲Z̲(̲s̲p̲)̲A̲A̲A̲(̲s̲p̲)̲B̲B̲
"NNNNNN" is a six digit date and time group (day of
the month (NN), hour (NN), minute (NN) giving the time
of initiation of the transaction. This is followed
by a zone suffix, a space and the first three characters
of the name of the month and the last two digits of
the year.
2.2.2 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲B̲2̲
MESSAGE(sp)TYPE(sp)(v3)(cr)(EOL)
The system shall output the appropriate part of format
line B2 and await entry of the variable v3 by the operator.
2.2.2.1 v̲3̲ ̲-̲ ̲N̲N̲N̲
The variable v3 shall consist of a 3 digit number running
from 001 to 200.
a) If the value of the variable v3 corresponds to
any of the values listed among those pre-defined
message types stored in the system, then format
lines G1, G2, 6B, and 6c are displayed. After
user response to these prompts the pre-defined
message type (format lines C to 6A) shall be displayed
without requiring man/machine interface. The system
shall continue the interactive sequence in accordance
with the related Format Mx (see section 20). When
the sequence specified in Format Mx is ended, the
system shall continue by displaying format line
9. If no text format is related to the selected
message type, then the system shall continue the
interactive sequence by displaying format line
7.
b) If the operator does not want to use one of the
pre-defined message types, he enters a (cr) and
the interactive sequence will continue with format
line C.
c) If neither a) nor b) is followed the default sequence
below shall be followed.
2.2.2.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The default sequence shall be as in section 2.3.2 except
that the sequence shall include format line 08 instead
of format line 01.
2.3 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲C̲
CLASSIFICATION(sp)(v4)(cr)(EOL)
Format line C follows format line B2.
2.3.l v̲4̲-̲X̲X̲
The two character variable v4 entered by the operator
shall be checked by the system, and if it is not one
of the following character sequences: UU, RR, CC,
SS, TT, the procedure shall continue with the default
sequence below.
2.3.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The system shall output format line 01 and condition
itself to check again for the input of one of the character
sequences specified above. Format line 01 shall be
repeated after each invalid entry. If a valid entry
is not obtained after five successive attempts, the
system shall output format lines P and M and return
to rest mode with respect to the terminal involved.
The preparation procedures so terminated shall give
rise to an entry in the system log, but the associated
transaction shall not be retained by the system.
2.4 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲D̲l̲
SPECIAL(sp)HANDLING(sp)(v5)(cr)(EOL)
When a valid entry is obtained for the variable v4
of format line C, the appropriate part of format line
Dl shall be transmitted and the system shall condition
itself for the entry of the variable v5 by the operator.
2.4.1 v̲5̲ ̲-̲ ̲X̲X̲
If this entry is appropriate to the subject matter
of the message, it will consist of one of the following
character sequences: LL, BB, PP, YY, or others up
to a max. of 20.
If special handling is not required, only the sequence
terminator (cr) will be entered by the operator.
The entry shall be checked by the system and if it
is not in conformity with one of the sequences indicated
above the procedure shall continue with the default
sequence described below.
Validation will be performed for special handling designators
of the type special category warning as listed below.
ATOMAL
EXCLUSIVE
CRYPTO SECURITY
"national" EYES ONLY
Some combination of classification and special category
warning is invalid. These are the following:
NATO(sp)UNCLASSIFIED/special category warning (except
"national" EYES ONLY).
and
CLEAR/special category warning.
2.4.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The default sequence shall be as described in section
2.3.2, except that the sequence shall include format
line 02 instead of format line 01.
2.4.3 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲D̲2̲
MESSAGE(sp)HANDLING(sp)INST(sp)(v6)(cr)(EOL)
When a valid entry is obtained for the variable v5
of format line D1, the system shall display the list
of default message handling instructions (max.1O) stored
by the system. Each handling instruction (69 characters
as max. length) is identified by a number. After display
of this list the system shall transmit the appropriate
part of format line D2 and condition itself for the
entry of the variable v6 by the operator.
2.4.3.l v̲6̲
The variable v6 will either be:
a) a number specifying a message handling instruction
from the default list of instructions.
or
b) an entry of max. 69 characters defining a new message
handling instruction.
When applying a), the variable will be converted into
operating signals; when b), the message will be sent
for Message Service.
If the entry is a number, which is not contained in
the list of handling instructions, then the procedure
shall continue with the default sequence described
below. If message handling instructions are not required,
only the sequence terminator (cr) will be entered.
2.4.3.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The default sequence shall be as described in section
2.3.2, except that the sequence shall include format
line N instead of format line 01.
2.5 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲E̲
PREC(sp)ACT(sp)(p)(cr)(EOL)
When a valid entry is obtained for the variable v6
of format line D2, the system shall transmit the appropriate
part of format line E and condition itself for the
entry of the variable p by the operator.
2.5.1 p̲ ̲-̲ ̲x̲x̲
The two character variable shall be checked by the
system and if it is not one of the following character
sequences: ZZ, 00, PP, RR, the procedure shall continue
with the default sequence described below.
2.5.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The default sequence shall be as described in section
2.3.2, except that the sequence shall include format
line 03 instead of format line 01.
2.6 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲F̲
PREC(sp)INFO(sp)(p)(cr)(EOL)
When a correct entry is obtained for the variable p
of format line E, the system shall transmit the appropriate
part of format line F and condition itself for the
entry of the variable p by the operator. The procedure
for the operator and default sequences shall be as
described in section 2.5; however, if the precedence
specified for INFORMATION addressees is higher than
that for ACTION addressees, the procedure shall continue
with the default sequence specified in section 2.3.2,
except that the sequence shall include format lines
07 and N instead of format line 01.
2.7 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲G̲l̲
COORDINATION(sp)(c1)(EOL).....(cn)(cr)(EOL)(cr)(EOL)
When a valid entry is obtained for the variable p of
format line F, the system shall transmit the appropriate
part of format line G1 and condition itself
for the entry of variables c1 to cn by the operator.
If no coordinators are required, the operator will
reply by sequence termination (cr) and then the procedure
will continue with format line 2. Otherwise, the operator
will enter variable components c1 to cn (staff cell
designators).
2.7.1 c̲1̲ ̲t̲o̲ ̲c̲n̲ ̲-̲ ̲x̲x̲x̲
If this entry is required, each component c1 to cn
will be three letter groups.
The operator will indicate the end of each component
by operating the cr key. If the component is valid,
the system shall condition itself to receive the next
component or terminating sequence. If the component
is invalid, the procedure shall then continue with
the default sequence described below. Multiple entries
of the same component shall be treated as a single
entry. Maximum 10 entries.
2.7.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The default sequence shall be as described in section

(3sp)(cr)(EOL)
When a valid entry is obtained with respect to format
line G2, the system shall transmit the appropriate
part of format line 2. The operator will enter a (cr)
if the message has no action addressees or will continue
with one of the sequences described in section 2.8.1
through 2.8.3.
2.8.1 a̲1̲ ̲t̲o̲ ̲a̲n̲ ̲-̲ ̲a̲i̲g̲n̲n̲n̲n̲
When the originator uses Address Indicating Groups
to specify some or all of the message addressees they
shall be entered as the first variable components of
this format line. The composition is four characters
nnnn either representing a numerical or an alpha identification.
Each AIG entry will be terminated by a (cr), the system
shall transmit an EOL and check that the AIG number
is one for which an addressee list has been stored.
If it is a valid number, the system shall output three
spaces and await the input of further AIGs or plain
language addressee as described in section 2.8.2 or
reference numbers as described in section 2.8.3 below,
or the terminating sequence (cr). If it is invalid
(i.e. number does not correspond to any of those stored
by the system), the procedure shall continue with the
"default sequence 1" described in section 2.8.4.
2.8.2 a̲1̲ ̲t̲o̲ ̲a̲n̲ ̲-̲ ̲(̲P̲l̲a̲i̲n̲ ̲L̲a̲n̲g̲u̲a̲g̲e̲ ̲A̲D̲D̲R̲E̲S̲S̲)̲
The operator may wish to specify the addressees of
the message by name. If the character sequence entered
by the operator is one of the addressees stored; or
if it is preceded by the character X, and does not
exceed 40 characters in length, the system shall transmit
an EOL sequence and three spaces and await the entry
of further addressees or numbers or the terminating
sequence (cr). If the character sequence entered is
not accepted, the procedure shall continue with default
sequence described in section 2.8.5.
2.8.3 a̲1̲ ̲t̲o̲ ̲a̲n̲ ̲-̲ ̲(̲R̲e̲f̲e̲r̲e̲n̲c̲e̲ ̲N̲u̲m̲b̲e̲r̲)̲
The system shall store an addressee list which can
be referenced by number. If the operator wishes to
use this facility, he will enter a four digit reference
number for which the central processor shall replace
it in all subsequent transactions, concerning this
message, by the corresponding entry in the addressee
list. On entry of a valid four digit number, an EOL
sequence shall be transmitted and the system will expect
the entry of further reference numbers of addressees
or the terminating sequence (cr). If the reference
number is not valid, the system shall transmit an EOL
sequence and continue with the default sequence described
in section 2.8.6.
2.8.4 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲ ̲1̲
This default sequence shall be as described in section

line 3 and await operator response. If the message
has no information addressees, the operator will enter
a (cr). Otherwise, the procedures with this format
line shall be as described in section 2.8.1, 2.8.2,
and 2.8.3.
2.9.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
If the operator terminates this format line without
specifying any addressees and has done the same in
format line 2, the system shall transmit format line
Q, and then return to format line 2. If the same situation
has occurred five times in succession, format line
P shall be transmitted, followed by format line M and
then the transaction in course shall be terminated
and the system will return to rest mode with respect
to that terminal. A suitable entry shall be made in
the system log.

with the correction procedures described in Section
31. At the exit from the correction procedures,
the procedure shall recommence the sequence at
format line I.
2.18 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲K̲
COORDINATION?(sp)(cr)(EOL)
The procedure with this format line is the same as
with line I. When a valid response is obtained, the
system shall transmit format line M and return to rest
mode with respect to that terminal. When any required
terminals are busy, the system shall follow the procedures
described in section 3.2.3.4, 3.2.4 and 3.2.4.1.1.4
of CPS/210/SYS/0001. The system shall take actions
as follows:
a) When the operator response is yes, the system shall
transmit the message in format B (see Section 3)
to those terminals specified in the entry under
format line G1.
b) When the response is no, no further action shall
be taken with respect to the message until instructed
to do so by the operator using format C1 (see Section
4). However, the system shall periodically transmit
to the terminal a list of messages with respect
to which preparation procedures are outstanding
(see Section 21).
The default sequence for invalid response is described
in section 2.16.2.
2.19 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲L̲
RELEASE?(sp)(r)(cr)(EOL)
The procedure with this format line is the same as
with line I. When a valid response is obtained, the
system shall transmit format line M and return to rest
mode
with respect to that terminal. The system shall take
actions as follows:
a) When the operator response is yes, the system shall
transmit the message in format D (see Section 6)
to the release position associated with the password
of the user.
b) When the response is no, the action taken shall
be as described in Section 2.18.b.
c) The default sequence for invalid response is described
in section 2.16.2.

4̲ ̲ ̲M̲E̲S̲S̲A̲G̲E̲ ̲E̲D̲I̲T̲I̲N̲G̲ ̲(̲F̲O̲R̲M̲A̲T̲ ̲C̲1̲)̲
This is a format requiring system/operator interaction.
The protocol is described below. Reference should
also be made to the Fig. 4a and Fig. 4b.
4.1 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲A̲
cm(cr)(EOL)
This is entered by the operator. When the terminal
is in the rest mode, the system shall respond to the
above sequence by conditioning itself to follow the
protocol for message editing embodied in this format.
4.2 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲B̲
(V1)(sp)(V2)(EOL)
The system shall transmit this format line with variable
fields V1 and V2 as described respectively in Section
2.2.1.1 and 2.2.1.2 and referring to the transaction
in course.
4.3 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲C̲
YOUR(sp)REF(sp)(v3)(cr)(EOL)
The system shall output the first part of this format
line and await the entry of v3 by the operator. The
composition of v3 is described in Section 2.2.1.1 and
is the terminal designator and transaction serial number
of the message which the operator wishes to "edit".
The response of the system shall be one of the following,
appropriate to the circumstances.
4.3.1 V̲a̲l̲i̲d̲ ̲E̲n̲t̲r̲y̲
If the serial number refers to a message stored in
the central equipment the preparation of which has
been completed and is available for editing at that
preparation position, the procedure shall continue
with format line I (see Section 4.4). For incomplete
"prepared" messages see Section 4.3.7
4.3.2 I̲n̲v̲a̲l̲i̲d̲ ̲E̲n̲t̲r̲y̲
If the entry is not of a valid form, the procedure
shall continue with a default sequence transmitted
in format line D and awaiting a new entry for v3.
If three successive invalid entries occur, the system
shall transmit format line E and T and return to rest
mode. No further action shall be taken with respect
to the editing procedure except that an entry shall
be made in the system log.
4.3.3 N̲o̲n̲-̲e̲x̲i̲s̲t̲e̲n̲t̲ ̲M̲e̲s̲s̲a̲g̲e̲
If the entry is valid in form, but does not correspond
to a message stored in the central equipment, the procedure
shall continue with the default sequence described
in Section 4.3.2, but with format line F1 instead of
format line D. The default log entry shall be required.
4.3.4 N̲o̲t̲ ̲A̲v̲a̲i̲l̲a̲b̲l̲e̲ ̲A̲t̲ ̲T̲h̲i̲s̲ ̲T̲e̲r̲m̲i̲n̲a̲l̲
If the entry is valid, but refers to a message which
has not originated from that terminal position, the
procedure shall continue with format line F2 and format
line T. The system shall return to rest mode with
respect to that terminal and an entry shall be made
in the system log.
4.3.5 N̲o̲t̲ ̲A̲v̲a̲i̲l̲a̲b̲l̲e̲ ̲F̲o̲r̲ ̲E̲d̲i̲t̲i̲n̲g̲ ̲-̲ ̲A̲w̲a̲i̲t̲i̲n̲g̲ ̲R̲e̲l̲e̲a̲s̲e̲
The system shall not permit a message to be edited
further after the originator has indicated that he
wishes the message to be submitted for release, unless
and until the message has been rejected by the releasing
officer. If the message requested to be edited has
been marked for release, the procedure shall continue
with the sequence "format line H1" and format line
T. The system shall return to rest mode with respect
to the terminal and an entry shall be made in the system
log.
4.3.6 M̲e̲s̲s̲a̲g̲e̲ ̲H̲a̲s̲ ̲B̲e̲e̲n̲ ̲R̲e̲l̲e̲a̲s̲e̲d̲
Once a message has been released by the releasing officer,
no further changes shall be possible to be made on
the stored version. In these circumstances, the procedure
shall continue with the sequence "Format Line H2" and
"Format line T". The variable V4 in format line H
shall be composed as described in Section 2.2.1.2 and
shall be the time of release of the message. The system
shall return to rest mode with respect to that terminal
and an entry shall be made in the system log.
4.3.7 M̲e̲s̲s̲a̲g̲e̲ ̲P̲r̲e̲p̲a̲r̲a̲t̲i̲o̲n̲ ̲N̲o̲t̲ ̲C̲o̲m̲p̲l̲e̲t̲e̲
If the message referred to has not been completely
prepared (e.g. if the procedures under Format A have
been suspended by a higher precedence transaction),
the system shall transmit format line U and recommence
Format A at the point at which interruption took place,
i.e. the preparation procedure will continue with the
format line following the last complete format line.
If the interruption was in a format line associated
with the input to text, then the last text block entered
during the previous preparation or editing procedure
shall be displayed and the terminal device shall be
conditioned so that if a display character is entered
from the keyboard it shall be displayed in the position
immediately following the last character of the previous
entry.
4.4 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲I̲
COORDINATED(sp)WITH(sp)(c1)(cr)(EOL)....(cn)(cr)(EOL)
(cr)(EOL)
The system shall output the appropriate part of this
format line and await the entry of the variables c1
to cn by the operator. If the operator terminates
the format line without an entry, the procedure shall
continue with format line J. If variables are entered,
each shall be checked on entry by the system to determine
whether it belongs to the set specified in format line
G1 of Format A. If so, the system shall await the
entry of the next variable: multiple entries of the
same value shall be considered as a single entry.
If the entry is not valid, the system shall continue
with a default sequence by transmitting format line
D and awaiting a further entry. If five successive
invalid entries are made by the operator, the editing
procedure shall be terminated by format lines E and
T being printed. The system then shall return to rest
mode with respect to that terminal and entry shall
be made in the system log. No further action shall
be taken with respect to the editing procedures so
terminated.
4.5 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲J̲
OUTSTANDING(sp)(c1)(cr)(EOL).....(cn)(cr)(EOL)(cr)(EOL)
The system shall transmit the appropriate part of format
line J and await the entry of the variables
cl to cn. The variables c1 to cn and the default procedures
associated with their entry are as described in section
4.4, except that the entries shall not be checked by
the system whether it belongs to the set specified
in format line G1 of Format A. When the operator terminates
the line without any entry or after a valid entry,
the procedure shall continue with format line K.
4.6 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲K̲
CLEAN(sp)COPY?(sp)(r)(cr)(EOL)
The system shall transmit the appropriate part of the
format line and await the response of the operator.
4.6.1 r̲ ̲-̲ ̲y̲e̲s̲ ̲o̲r̲ ̲n̲o̲
If the response is yes, the procedure shall continue
according to one of the following cases:
a) If the message is classified to a level specified
by the supervisor for that position or higher or
if it belongs to the special handling categories
(as specified by the supervisor for that position),
then the system shall continue with the security
interrogation procedure (format I).
b) If a security interrogation previous has been performed
during this editing procedure, then the system
shall continue by retrieving the message to be
transmitted in format c2 and then continuing with
format line Q.
c) If the message is "low classified" (not a or b)
then the system shall continue by retrieving the
message to be transmitted in format c2 and then
continuing with format line Q.
If the response is no, the procedure shall continue
with format line Q.
4.6.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
If a valid response is not obtained, the system shall
output format line L and wait for further entry by
the operator. If a valid entry is not received after
five successive attempts, the system shall transmit
format lines E and T and terminate the procedure and
return to rest mode with respect to the terminal.
No further action shall be taken with respect to the
procedure so terminated, except an entry shall be made
in the system log.
4.7 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲S̲ ̲M̲,̲ ̲N̲,̲ ̲O̲,̲ ̲D̲,̲ ̲A̲N̲D̲ ̲P̲
These format lines constitute the security interrogation
sequence which is used when a copy of a classified
message is requested. The sequence and composition
of each format line shall be as for format lines B,
C, D, F, and G of Format I (see Section 14). The procedure
shall be as described for that format except that when
a valid entry is made, the procedure shall continue
after format line O (D of Format I) by transmitting
the message in Format C2 followed by format line Q.
The editing procedure in course may be terminated
under the provisions of Section 14 if the security
interrogation aborts. A log entry is then required.
4.8 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲Q̲
CORRECTIONS?(sp)(r)(cr)(EOL)
The system shall transmit the appropriate part of this
format and await operator response.
4.8.1 r̲ ̲-̲ ̲y̲e̲s̲ ̲o̲r̲ ̲n̲o̲
If the operator enters yes, the procedure shall continue
with the correction sequence described in Section 31
and then return to the format line K of this procedure.
If the operator enters no, the procedure shall continue
with either:
a) Format line R: if staff cells for coordination
were specified in the entry of format line J
or
b) Format line S: if no further coordination is required
(no entry of format line J).
4.8.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
This shall be as described in Section 4.6.2.
4.9 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲R̲
COORDINATE?(sp)(r)(cr)(EOL)
The system shall transmit the appropriate part of this
format line and await operator response. After receiving
a valid response, the system shall transmit format
line T and return to rest mode with respect to that
terminal.
4.9.1 r̲ ̲-̲ ̲y̲e̲s̲ ̲o̲r̲ ̲n̲o̲
If the operator enters yes, the system shall initiate
the transmission of the message in Format B to the
coordination staff cells specified in format line J
When any required terminals are busy, the system shall
follow the procedures described in section 3.2.3.4,
3.2.4, and 3.2.4.1.1.4 of CPS/210/SYS/0001.
However, the system shall periodically transmit to
the terminal a list of messages in Format N1 for which
preparation procedures are in abeyance.
If the operator enters no, no further action shall
be taken with respect to the message until instructed
to do so by the operator using again this format (Format
C1).
4.9.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
This shall be as described in Section 4.6.2.
4.10 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲S̲
RELEASE?(sp)(r)(cr)(EOL)
The system shall transmit the appropriate part of this
format line and await operator response. After receiving
a valid response, the system shall transmit format
line T and return to rest mode with respect to that
terminal.
4.10.1 r̲ ̲-̲ ̲y̲e̲s̲ ̲o̲r̲ ̲n̲o̲
If the operator enters yes, the system shall initiate
the transmission of the message in format D to the
designated release terminal.

This format shall be used by the system to present
messages in course of preparation to the designated
releasing officer. It includes interactive procedures
associated with the authorisation (or otherwise) of
message release. Reference should also be made to
Figures 6a and 6b.
The system shall transmit the format lines A to G,
1 to 9 and H in that order and as applicable and continue
with format line I as described in Section 6.2. With
the exception of line G described below, these lines
are either of fixed format as shown in Figure 6a or
shall be identical in composition and applicability
to those described previously in the reference sections
(only lines with variable fields are listed):
Line B1: see line B1 of Format B. The value for
V2 shall be the time of transaction in
course.
Line B2: see line B2 of Format B.
Line C1: see line C1 of Format B.
Line C2: see line C2 of Format B
Line E: see line E of Format B
Line F1: see line D1 of Format B
Line F2: see line D2 of Format B

6.1 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲G̲
PREVIOUSLY(sp)SUBMITTED(sp)(T1)(EOL)
The variable field T1 is the date and time group corresponding
to the time the message was last submitted for release
viz. the value of V2 in format line B of the previous
submission. This line shall not appear if the message
has not been previously submitted. The composition
of T1 shall be as described in Section 2.2.1.2.
6.2 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲I̲
(x)(cr)(EOL)
After transmitting format line H, the system shall
condition itself to receive the variable x. The general
time-out procedure shall not apply to this entry.
However, if no entry is made within 3 minutes of the
transmission of the EOL of format line H, the system
shall transmit format line O followed by format line
H and again condition itself to receive the variable
of this format line.
6.2.1 x̲
This may have one of four values:
- a̲ ̲l̲e̲t̲t̲e̲r̲ ̲s̲e̲q̲u̲e̲n̲c̲e̲: The password of the releasing
officer. This is entered when release is authorised,
and the interactive protocol shall continue with
format line L.
- n̲o̲: When the releasing officer does not wish to
release the message, this sequence shall be entered.
In this case the message shall be held by the
system. The procedure shall continue with line
M.
- d̲e̲f̲: When the releasing officer wishes the message
to be resubmitted at a later time without changes,
this sequence shall be entered. Resubmission of
deferred messages will be the responsibility of
the message drafter (using Format C1). The procedure
shall continue with line M.
- w̲a̲i̲t̲: If the operator enters the sequence wait(cr),
the system shall respond with format line O followed
by format line H and condition itself to receive
one of the aforementioned values for the variable
x.
6.2.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
If the value of x is not valid, the system shall output
format line J and await a further attempt. If the
release officer does not enter a valid letter sequence
after 3 attempts, the system shall transmit format
line K and N and not accept further entries until instructed
to do so by the supervisor, who shall be notified of
the occurrance.

The system shall output the appropriate part of this
line and await input, from the releasing officer, for
the variable v10 which will be narrative text. The
releasing officer will reply with a carriage return
only when he does not wish to send a comment.
The variable v10 may consist of several printing lines.
On receipt of the end-of-text character or sequence,
the system shall transmit and EOL sequence followed
by format line N, and shall then return to rest mode
with respect to the terminal.
For all messages the system shall initiate the transmission
of the appropriate notification message (Format F),
to the message drafter and shall associate with that
message the "comment" v10 in the manner described in
Section 9.
