Subject: summary of camps program and status

Christian Rovsing A/S is currently developing a Computer
Aided Message Processing System (CAMPS). The purpose
of CAMPS is to improve the message communication between
headquarters within NATO countries during peace and
war time.
CAMPS provides capabilities within headquarters for
preparation of messages, routing of messages between
headquarters via communication networks, and automatic
distribution of messages to staff cells within the receiving
headquarters.
The procuring agency for NATO is SHAPE Host Nation Management
Office (SHNMO). The SHNMO division is managed by Air
Commodore Elfrink.
The CAMPS contract was initiated in April 1980 and has
currently a value of 254 mill Dkr. Within the next two
months Christian Rovsing A/S will start acceptance testing
of the CAMPS in the factory at Ballerup.
The existing CAMPS contract does not include the equipment
necessary for maintaining the CAMPS system after development
during its operational life cycle.
Therefore, SHAPE has submitted a request for quotation
to Christian Rovsing A/S for such equipment, which is
made up of three systems: a development system, a test
reference system, and a test simulator system.
Christian Rovsing A/S has estimated the price of all
three systems to approximately 55 mill Dkr. NATO is
currently ready to purchase one of the three systems,
which is the test reference system. Christian Rovsing
A/S has provided a detailed proposal for this system
to a price of 29 mill Dkr.
The current plan is that the subject system shall be
authorized by the NATO Payment and Progress Committee
by end of September 1983.
It is of utmost importance to the CAMPS program and
Christian Rovsing A/S that NATO authorises the necessary
funding for the described system, such that a contract
between SHAPE and Christian Rovsing A/S can be signed
within the next two months.
