you might be likely to establish for the project.
R̲e̲s̲p̲o̲n̲s̲e̲: CR A/S is not planning to have any sub-contractors
on the DISCON project. CR A/S will be a subcontractor
to Collins International Service Company.

Describe management arrangements which you might use for project
design, supply and installation of equipment, commissioning
and post commissioning support; including reference to technical
milestone monitoring and financial control.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ C̲h̲r̲i̲s̲t̲i̲a̲n̲ ̲R̲o̲v̲s̲i̲n̲g̲ ̲A̲/̲S̲ ̲O̲r̲g̲a̲n̲i̲z̲a̲t̲i̲o̲n̲
The organization of the DISCON project within Christian
Rovsing A/S, CR A/S is shown in fig. 1.
Systems Division of CR A/S will be responsible for
the DISCON project. This division has specialized in
management, development, installation education and
support of large scale systems including relationship
with other CR A/S divisions. Production of hardware
and system software will be performed in other CR A/S
divisions. The quality Assurance department within
CR A/S will enforce QA requirement on the DISCON project.
Financial control within a project is established by
allocating payments to all major milestones, i.e. documentation,
production and acceptance test.
D̲I̲S̲C̲O̲N̲ ̲p̲r̲o̲j̲e̲c̲t̲ ̲o̲r̲g̲a̲n̲i̲z̲a̲t̲i̲o̲n̲
The major activities to be performed in the DISCON
project are envisaged as follows:
- Project Management
- Systems Engineering
- Hardware Development
- Software Development
- Fabrication Integration and Test
- Site Installation and Test
- Site Acceptance
- Logistic Support
- Documentation.
The project organization to perform the above activites
could be:
P̲r̲o̲j̲e̲c̲t̲ ̲M̲a̲n̲a̲g̲e̲m̲e̲n̲t̲ will be assigned the authority to
manage and direct the resources necessary to deliver
the DISCON systems. The major responsibilities include:
o P̲r̲o̲g̲r̲a̲m̲ ̲P̲l̲a̲n̲n̲i̲n̲g̲ to determine the program "Success
Parameters" and ensure that they are coordinated
within the program. Additionally all tasks, inputs
and deliverables shall be defined. These shall
be used to create schedules and budgets.
o P̲r̲o̲g̲r̲a̲m̲ ̲O̲r̲g̲a̲n̲i̲z̲i̲n̲g̲, that is to develop a work breakdown
structure so that the proper interfaces are developed
to ensure inputs being ready when needed.
o P̲r̲o̲g̲r̲a̲m̲ ̲S̲t̲a̲f̲f̲i̲n̲g̲. Work with the line managers to
determine what people can best support the program
and then phase them in and out of the program so
that the job is accomplished within cost and schedule,
and contractual commitments are met.
o P̲r̲o̲g̲r̲a̲m̲ ̲D̲i̲r̲e̲c̲t̲i̲n̲g̲ to provide day-to-day management
and technical direction to the program staff by
making interpretations of the plan, and by working
out modifications and changes with the customer
and the line organization. Directing the program
to produce the required items on the right schedule
for the agreed-upon cost.
o P̲r̲o̲g̲r̲a̲m̲ ̲C̲o̲n̲t̲r̲o̲l̲, that is to conduct regular reviews
of the program items or individuals so that line
management and the customer will be regularly and
routinely informed on program progress, accomplishment,
and/or problems.
o C̲u̲s̲t̲o̲m̲e̲r̲ ̲R̲e̲l̲a̲t̲i̲o̲n̲s̲.̲ The program management has
the ultimate authority for approving all contract
changes, additions, or deletions. Additionally,
program management is the focal point for all customer
inquiries and shall approve all program related
customer reports.
H̲a̲r̲d̲w̲a̲r̲e̲ ̲D̲e̲v̲e̲l̲o̲p̲m̲e̲n̲t̲
The Hardware development team will be assigned the
responsibility for the development/coordination of
the hardware for the DISCON system. The major areas
of responsibility are as follows:
- production of the configuration drawings
- h/w development specifications on:
a system level and on
a detailed level
- creation of the development plan on the detailed
level including the corresponding work break down
descriptions
- creation of the work descriptions of the tasks
to be performed by other divisions/departments
- design and development of all CR80 Modules needed
for DISCON
- design and development of all special hardware,
cabelling, racks and all other items needed for
the DISCON Systems
- Development Software Maintenance Test (DSMT). Responsibility
for Production Divisions preventive and corrective
maintenance on the DSMT System.
- ensure that all documentation, internal and external
(deliverable), is produced on schedule and in accordance
with standards applicable for the DISCON program.
- providing support to the production dept. during
final test and integration as well as to the field
during the installation and warranty period. This
support must be provided when required.
- reporting on the progress of Production Division
h/w branch's effort.
- implementation of the DISCON Reliability Test Program
carried out by Production Division and supervised
by the DISCON reliability engineer.
- design and implementation of the firmware to be
produced by the DISCON organization.
The Hardware Manager is the single point interface
between the Production Division's hardware development
team and the DISCON organization.
Within the DISCON organization the Hardware Manager
reports to the Program Manager on the technical level.
S̲o̲f̲t̲w̲a̲r̲e̲ ̲D̲e̲v̲e̲l̲o̲p̲m̲e̲n̲t̲
The Software Development team will be assigned the
responsibility for the development of the software
used in the DISCON system.
The development is divided into three major areas:
o the application software
o the CR80 standard systems support software
o the test software
The major areas of responsibility are as follows:
- creation of a development plan and schedule, control
of software development, and the day-to-day direction
of the software team.
- creation of the work descriptions of the tasks
to be performed by the Production Division's operating
system team.
- control of the software development tasks being
performed by the Production Division.
- assist on a full scale basis in establishment of
the Systems Design.
- perform the detailed design of all modules in the
application software.
- perform the integration and test of the software
plus assist in the acceptance test phase.
- provide support during the installation and warranty
period.
- development of the Software Test Bed for verification
testing.
- ensure that the development standards are being
enforced.
- ensure that all documentation, internal and external
(deliverable), is produced on schedule and in accordance
with standards.
- ensure that the security requirements are met and
that the security integrity is assessed.
The Software Manager is the interface between the Production
Division's software development and the DISCON team.
Within the DISCON organization the Software Manager
reports to the Program Manager on the technical level.
S̲y̲s̲t̲e̲m̲s̲ ̲E̲n̲g̲i̲n̲e̲e̲r̲i̲n̲g̲
Systems engineering and design analysis tasks will
be performed by the CAMPS Systems Engineering group
to ensure that the CAMPS software/hardware requirements
will result in a production of sw/hw that will be consistent.
The major areas of responsibilities are as follows:
- creation of a development plan and schedule, control
of the system engineering tasks and the day-to-day
direction of the systems engineering team.
- creation of the Systems Requirements Specification
- establishment and control of software interfaces
between the subsystem components, and hardware/software
interfaces.
- monitor and analysis of external interfaces
- establishment of the systems design
- evaluation of the software and hardware design
- perform the sizing analysis to monitor memory budgets
- perform the systems performance analysis
- review subsystems design
- control the software data description document
- control the interface description document
- ensure that the system satisfies the environmental
and electromagnetic radiation requirements
- specify the function to be performed by the firmware
in general
- perform the System Maintainability/Availability
analysis
- perform the task of Integration and Test, that
is:
establish the acceptance requirements
write the acceptance test plan
write the Integration and Test Plan
specify the system verification procedures
specify the acceptance test procedures
conduct the tests in house
produce the test reports
perform the Site Provisional Tests
The Systems Engineering Manager reports to the Program
Manager on technical aspects.
I̲n̲t̲e̲g̲r̲a̲t̲e̲d̲ ̲L̲o̲g̲i̲s̲t̲i̲c̲s̲ ̲S̲u̲p̲p̲o̲r̲t̲
The Integrated Logistic Support team has been assigned
the responsibility of the following support activities:
- produce the plans for documentation, production,
transportation, installation, and training
- perform the site surveys and prepare for installation
- verify that all sites are ready for verification
- transportation of all final deliverable items to
the sites
- perform the installation of the DISCON systems
and verify that the system is ready to undergo
the Site Provisional Acceptance Test.
- ensure that hardware and software support is provided
during a warranty period
- perform the training of the customer personnel
- produce a Spare Part List and deliver the parts
to the sites
- manage the documentation related to the DISCON
program.
Q̲u̲a̲l̲i̲t̲y̲ ̲A̲s̲s̲u̲r̲a̲n̲c̲e̲ ̲a̲n̲d̲ ̲C̲o̲n̲f̲i̲g̲u̲r̲a̲t̲i̲o̲n̲ ̲M̲a̲n̲a̲g̲e̲m̲e̲n̲t̲
The QA and CM team will be assigned the responsibility
for the overall quality assurance of the hardware and
software in accordance with the contractual requirements.
The major areas of responsibility are as follows:
- generation of the QA plan
- generation of the CM plan
- establishing and documenting the standards to be
followed during the development
- establish the QA procedures to be used during the
DISCON program
- establish change control procedures for documentation
and software changes
- establish procedures for Problem Report processing
for hardware and software. These shall pertain
to CR produced modules and OEM equipment.
- establish procedures to manage hardware storage,
software libraries and documentation.
The QA/CM Manager reports directly to the Systems Division
Manager.
S̲e̲c̲t̲i̲o̲n̲ ̲1̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲3̲
Provide details of possible arrangements for the handling of
classified information for the project.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S is cleared by the Danish
Defence Intelligence Service for handling of information
up to and including NATO SECRET. Christian Rovsing
A/S' facilities include approved "red areas", storage
facilities, and access control in accordance with
Danish Defence Intelligence Service instructions.
A large number of Christian Rovsing A/S employees
are cleared by NATO authorities to either NATO
COSMIC TOP SECRET or NATO SECRET.
Christian Rovsing A/S has vast experience in the handling
of classified information not only within its own plant
but also through Government to Government channels
between different NATO countries. The Danish Defence
Intelligence Service has procedures for the international
handling of classified documents and information. Such
procedures are in accordance with NATO document CM
55/15 (enclosure D), and applied within Christian Rovsing
A/S.
S̲e̲c̲t̲i̲o̲n̲ ̲1̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲5̲
State where overall project management would be carried
out.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ The overall management of the DISCON project
or part hereoff to be performed in Denmark
can best be performed at the same place,
i.e. Denmark.
S̲e̲c̲t̲i̲o̲n̲ ̲1̲,̲ ̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲6̲
State where critical areas of design would be carried
out.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S believes that critical
areas of design should be carried out at
the location which has access to the greatest
expertise on the subject in question. All
critical areas assigned solely to Christian
Rovsing should hence be performed on CR A/S'
premises in Denmark.
S̲e̲c̲t̲i̲o̲n̲ ̲3̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲3̲
If you anticipate offering a system based in a switch/switches
currently in service or under development, state whether
the system would be developed by your firm or a sub-contractor.
Where possible, identify candidate systems and sub-systems,
including country of origin.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S plans to offer a system
for the DISCON project based on another system,
currently under development, i.e. test. The
system in question is a communication network
for the Danish Defence called FIKS, see attached
description.
Christian Rovsing A/S has gained experience in
other military communication systems like, NICS-TARE,
where CRAS has delivered front-end processors.
Christian Rovsing A/S is currently developing
the Computer Aided Message Processing Systems,
CAMPS for NATO to be used in European NATO countries.
Presently Christian Rovsing A/S plans to utilize
systems and sub-systems from the FIKS and CAMPS
system, hence Denmark will be the country of
origin of those systems and sub-systems.
S̲e̲c̲t̲i̲o̲n̲ ̲3̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲4̲
If you anticipate using a system based on a switch/switches
currently under development, describe the state of development
of that system.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ The FIKS system is currenty undergoing network
acceptance test, which is expected to be
finalized in the second quarter of 1982.
S̲e̲c̲t̲i̲o̲n̲ ̲3̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲5̲
If you anticipate the involvement of one or more sub-contractors
in the supply and/or development of any major component
of the DISCON switching systems, provide details of the
expertise and experience of the proposed sub-contractor
in the supply and/or development of SPC digital switching
systems; especially voice (circuit) and/or message (store
and forward) switching systems.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S has no plans of involving
any sub-contractors in the DISCON project.
S̲e̲c̲t̲i̲o̲n̲ ̲3̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲1̲3̲
State what high level language or languages you might
propose to use in the implementation of DISCON switching,
network control and management information systems
and to what extent will it/they be used.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S will use the high level
language SWELL to implement switching and
network control. SWELL is a high level lenguage
designed to implement well structured programs,
e.g. it contains features known from PASCAL,
like be in-end blocks, procedure call etc.
On the other hand SWELL also provides generation
of efficient code, because individual computer
registers can be manipulated by the SWELL
programmer.
SWELL will be the prime language used, but for
some off-line programs like statistics printout,
PASCAL might be used.
S̲e̲c̲t̲i̲o̲n̲ ̲3̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲1̲4̲
State your firm's experience in the implementation of
digital trunk and loop signalling scheme for both commercial
and military systems. For loop signalling, the response
should relate to each of voice, telegraph and data.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S has gained experience
in implementation of digital trunk signalling
schemes for both commercial and military
systems. The projects are, FIKS (see attached
description), CAMPS, LME-net, CRISP and ICL
front-end computers. The CAMPS system interfaces
to NICS-TARE, SCARS II, and ACCIS.
Christian Rovsing A/S has also experience in
protocol converters. In the above mentioned CAMPS
system some sites are connected to old ACCIS
system, i.e. Honeywell equipment equipped with
different communication protocols.
Christian Rovsing A/S has gained experience in
voice, telegraph and data transmission in several
projects, e.g. in a project for Telefonaktiebolaget
L.M. Ericsson Christian Rovsing A/S has designed
a voice to digital converters. The converters
are now implemented in Sweden in a combined voice
and data network, i.e. Gota Kanal System.
S̲e̲c̲t̲i̲o̲n̲ ̲3̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲1̲5̲
State what effort you envisage being required to implement
each of the following trunk signalling schemes in DISCON
given your possible switching philosophies:
a. CCIT No. 7;
b. TRI-TAC;

R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S has great experience
in implementing different protocols. Hence
Christian Rovsing A/S does not envisaged
any difficulties in implementing any of the
three signalling schemes, i.e. CCITT signalling
system No. 7, TRI-TAC and EUROCOM.

R̲e̲s̲p̲o̲n̲s̲e̲:̲ At present Christian Rovsing A/S has no preferred
signalling schemes for the DISCON project.
A detailed analysis of the DISCON system
will be performed before deciding which schemes
should be implemented.
S̲e̲c̲t̲i̲o̲n̲ ̲5̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲1̲
State what experience you have in secure military communication
projects; especialy those involving secure computer-controlled
digital switching systems.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S has great experience
in secure military communication projects.
The FIKS project (see attached description)
handles security classification of messages
up to the level of TOP SECURITY. CRYPTO-graphic
security equipment protects all transmissions.
The system is divided in RED areas, where
plain text unencrypted information is allowed,
and BLACK areas where classified information
appears only in encrypted form.
Christian Rovsing A/S has also experience in
utilizing fiber optics and other Tempest features
for secure communication systems. This experience
has been gained from the CAMPS system.
S̲e̲c̲t̲i̲o̲n̲ ̲5̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲2̲
State what recent experience you have in overall COMSEC
management for secure military communication systems.
R̲e̲s̲p̲o̲n̲s̲e̲:̲ Christian Rovsing A/S has great experience
in overall COMSEC management. This experience
has been gained in the CAMPS project, where
all equipment including peripherals must
be installed in accordance with criteria
laid down in AMSG719B. Terminals like VDUs,
printers, paper tape readers/punch in the
CAMPS system are delivered with a TEMPEST
clearance certificate according to AMSG720A.
S̲e̲c̲t̲i̲o̲n̲ ̲5̲,̲ ̲q̲u̲e̲s̲t̲i̲o̲n̲ ̲3̲
State whether you are familiar with the TEMPEST requirements
which the Commonwelth is generally applying to individual
secure systems.

TEMPEST requirements used by the NATO Alliance,
i.e. as described in AMSG719B and AMSG720A.
The CAMPS system will be installed in all
European NATO countries, including Great
Britain.

and decryption equipment to allow secure
communication.
