negotiations of 26 and 27 June, 1983
Ref.: Your letter of 30 June, 1983
1 Christian Rovsing A/S hereby forward the replies to
the action items formed in the referenced letter.
The actions have been replied to in alphabetically
order from 1(a) to 1(g) and attached to this letter.
(Please note that we have changed you second action
1e to 1g.)
In addition the statements of Agreements are returned
signed by Christian Rovsing A/S.
2 Regarding the action item to be closed by you (ref
para 2) we have the following comments:
a We agree that clarification is needed. During our fact
2(e) finding meeting Christian Rovsing pointed out that
the two charges for purchased equipment could be deemed
to be excessive and further noted that damages computed
as "l/30th of the total monthly charge" were unclear
in that the total monthly charge for purchased, as
opposed to leased, equipment should be zero. The Air
Force agreed to review this clause with respect to
both of these concerns and to consider the possibility
of a revision.
(b) Also please clarify when we receive the replies to
your actions.
3 Regarding your letter paragraph 3 we agree to the status
of subparagraph a, b, and c.
4 Additional issues.
a CR asks for confirmation of our understanding from
the factfinding meeting that it is the Air Force's
intention to issue a single delivery order at the date
of contract award which will cover paragraph b.2 of
rfp.
b In the material forwarded together with you letter
June 30, 1983, clause H 17 has been deleted which we
appreciate. However, the reference to the H 17 in H
16 has been maintained. Please clarify.
A part of H 16 seems to be inadvertently omitted (?).
c AFCAC distributed during the meetings June 27-28 a
draft clause entitled H-X on Release of Information.
Christian Rovsing expressed initial reservations about
the clause in that it could possibly be read to allow
disclosure of certain proprietary or confidential portions
of Christian Rovsing's proposal. The Air Force agreed
to take the matter under advisement and to consider
redrafting the clause so as to eliminate the possibility
of the release of confidential or proprietary data.
5 All replies has been mailed to you via courier. In
addition this cover letter, the answers to our actions
items 1(a) - 1(g), and those statements of Agreements
which we have changed the wording on has been transmitted
to you via FAX.

Action item 1(a)
CR has reviewed the SAC desired schedule, and we have modified
our original schedule (ref proposal II H page 26) in order
to accomodate some of SAC's requests (see figure H-4).
The Program Management and the System Engineering are basically
left unchanged. The activities connected to providing a
TEMPEST certified Local Area Network and LQP are on the
critical path of the project not allowing a final LAN prior
to month 15, but in order to provide an early start up
phase, CR is proposing to install a non tempest subsystem
in month 7 after contract award. This subsystem will contain:
o Local Area Network, supporting 10 VDUs
o In addition the CR80 computer equipped with the
IDM 500 and a line printer will be installed.
This allows some users to get some handson experience.
o The system will be equipped with the basic System
Software, and will be ready for installation of
the total Data Base (none live).
o The general Query Language and the Report Writer
as demonstrated at the FLTD will also be installed.
o Finally the Interactive System Language, ISL will
be installed at this point. The ISL will be used
as a common shell to all the various applications,
and it will enable the set up of all HELP menus.
Regarding software development and modification, CR's basic
assumption is to initiate these activities by establishing
a System Requirement Specification (SRS) as early as possible
in the Project (see activity 2.1). The SRS will be submitted
to AFCAC for approval. Once approved the Systems Design
will be performed.
The Software Development phase will include a Detailed
Design Specification and a Coding phase. Coding and modification
of the applications has been subdivided in two subphases,
in order to give a smooth installation.
After installation the S/W is available for handson experience
(see the activities found in month 12). Site Acceptance
has been divided in a unformal Functional part (CR only)
and an formal Operational part (the Government only), where
CR and RCA respectively will conduct/support the activities.
The Functional Acceptance testing will be done after installation
of the various application packages, while the Operational
Acceptance testing will be done at the very end of the
increment 1 phase. At this point in time the total Equipment,
including the TEMPEST Local Area Network and all terminals
pertaining to increment 1 will have been installed.
Training of SAC personel is proposed as follows. Subsequent
to installation of the initial subsystem in month 7, CR
propose to train the Operator and the Analyst in order
to enable them to use the initial installed equipment.
This training will be performed at SAC on the delivered
equipment. After installation of the total increment equipment
in month 15 after Contract Award, all remaining training
courses can be initiated. The Operator can be given a course
in operating the full blown system, equipped with all terminals
and peripherals. The System Administrator, the Data Base
and the Initial User training can now also be performed.
Finally the Advanced User training can be initiated.
Regarding increment 2 and 3 CR is able to provide the phased
installation of additional terminals asked for by the Government.…86…1

Action item 1(b) F̲o̲r̲e̲i̲g̲n̲ ̲P̲a̲r̲t̲i̲c̲i̲p̲a̲t̲i̲o̲n̲
CR has reviewed clause H-X and accepts its inclusion in
the contract.
Action item 1(c)
We have reviewed the description found on page C-71A and
have the following comments.
Para e1 We want to clarify that for the Long Haul Interface
a change or problem could be introduced/exist
in the interface outside the CR equipment causing
the link not to work. Please clarify if you consider
problem solving and possible updates to CR S/W
to correct such problems for maintenance.
Para e2 Please clarify "immediate error correction".
Para e3 Please clarify the requirement:
"despite any changes made to systems and communication
software"
This requirement we consider open ended.
Action item 1(d) P̲r̲o̲g̲r̲e̲s̲s̲ ̲P̲a̲y̲m̲e̲n̲t̲s̲
CR has reviewed DAR Clause 7-104. 35(a) and the handed
out document. CR accepts both and confirms that the auditing
agency under the contract will be the Danish Department
of Defence acting on behalf of the relevant US Department
of Defence Agency.
Action item 1(e)
B̲A̲S̲E̲ ̲S̲U̲P̲P̲O̲R̲T̲
In accordance with General Provision I8, Christian Rovsing
and its subcontractor, RCA, agree that no direct or indirect
cost will be incurred for the duplication of work or support
capacity which the Government determines is available.
It is therefore requested that the following Government-controlled
working space, equipment, supplies, materials, services
and other support requirements at Offutt AFB be set forth
as an appendix to the contract.
GENERAL SUPPORT:
A. Adequate access to all ACCESS equipments and locations
for preventive and corrective maintenance during normal
duty hours, and outside normal duty hours when required.
Access must include that of the system terminals at
the computers for software maintenance.
B. On-base and local area telephone service will allow
the installation of or access to a Class A telephone
service suitable for both voice and Telefax service.
This includes access to FTS and General Purpose AUTOVON
service.
C. Access to the ACCESS system for diagnostic and developmental
software testing.
D. Individual vehicle registration and personnel badging
to allow free access to all ACCESS work areas except
for those areas which require restricted or limited
access. In the latter case, the Government must provide
suitable escorted access.
E. Access to and use of suitable copy machine service
in support of the conduct of normal daily business.
HARDWARE AND SOFTWARE MAINTENANCE SUPPORT:
The initial assignment of RCA personnel to ACCESS will
consist of three hardware technicians and two software
programmers.
A. Programmers will require approximately 100 ft.…0e…2…0f… each
in a reasonably noise-free environment in close proximity
to the computing facility. Furnishings for their area
should include as a minimum:
1. File cabinets, 4 drawer - 2 each
2. Bookcases, 3w x 3b x 1d - 2 each
3. Chalkboard, 3' x 4' - 1 each
4. Desks - 2 each
5. Swivel desk chair on casters - 2 each
6. Chair straight-backed - 2 each
7. Desk lamps - 2 each
B. The required hardware technical and spares storage
area should not be less than 1000 ft.…0e…2…0f…
1. Technician office, general repair, and work area
would consist of 700 ft.…0e…2…0f… with furnishings as
follows:
a. Desks - 3 each
b. Swivel chair with casters - 3 each
c. Straight-backed chairs - 2 each

* Tech Orders
* Publications
* Administration
e. Work benches, 6' x 2-1/2' - 3 each

schematic, documentation and administration)

TECHNICAL SUPPORT:
The option for three software analysts will require
an additional 300 ft.…0e…2…0f… of floor space in a reasonably
noise-free environment. Furnishings would include:
A. File cabinets, 4-drawer - 3 each
B. Bookcase, 3w x 2h x 1d = 3 each
C. Desks - 3 each
D. Swivel desk chairs on casters - 3 each
E. Straight-backed chairs - 2 each
F. Desk lamps - 3 each
As stated during negotiations on 28 June, Christian
Rovsing is proposing that the subcontracted maintenance
and technical support will be provided on a full-time
basis at Offutt AFB to assure system performance and
responsiveness to the Government's requirements. Christian
Rovsing did not contemplate establishing an off-site
remotely-accessed diagnostic facility for maintenance,
repair, systems analysis, training or storage of spares,
tools, test equipment and documentation. If this approach
is unacceptable due to the lack of available Government-provided
base support capacity, please advise as soon as possible
to enable us to make the necessary arrangements and
revise our best and final offer if necessary.
Action item 1(f)
CR has included training in the revised schedule (ref
action 1(a)), and it will be performed at OFFUTT AFB
on the equipment delivered by CR to the Government,
or in another place within continental USA.
Action item 1(g) I̲n̲s̲p̲e̲c̲t̲i̲o̲n̲ ̲a̲n̲d̲ ̲A̲c̲c̲e̲p̲t̲a̲n̲c̲e̲
It is CR's understanding that once accepted through
acceptance test, equipment and system components will
not be subsequently subjected to acceptance testing
of capabilities, characteristics, and/or functions the
quality and/or existence of which were documented through
the initial acceptance test.
Warranty periods for a given piece of equipment or system
component shall commence upon passing the first acceptance
test to which it is subjected.

The training will be performed at SAC, Offut AFB in
2 phases following installation of the priliminary
and the final increment 1 equipment. The detailed scheduling
of training courses will be made by SAC, RCA and CR
in collaboration. CR will attempt to accomodate SACs
preference.

Optical Character Reader Software (OCR)
Is the software for OCR off-the-shelf software?
Answer: No The software was developed by CR, however
the Software
does exist today.

Report Writer
(1) Is your Report Writer a standard off-the-shelf
software package?
Answer: The Report Writer is n̲o̲t̲ off-the-shelf software.
The query language software has been enhanced to the
point where it provides extensive support to CR's developed
Report Writer. The existing Report Writer was demonstrated
during the FLTD.

Report Writer and the IDM.
Has the Report Writer been specially developed to support
the IDM (Database Machine)?
Answer: Yes. The Report Writer and the Query can obtain
data
through the IDM system. The Report Writer resides
in the
CR80 host.

For new text creation, check pointing will be done
line by line.
For text updates, the user will be provided with an
option to aquire checkpointing either on a line by
line basis or on a larger segment basis. This will
be controlled by a special key similar to a "SEND"
key. The purpose of providing this flexibility is to
allow the user to make the trade off between the checkpointing
and the associated response time increase.
The above features will be added to a current Christian
Rovsing A/S text editor.
