Input
Our proposed ACCESS System will support the Physical
Resource Monitoring (PRM) Subsystem with input and
conversion facilities to get WWMCCS data loaded into
the data base from a 800 CPI, 9 track magnetic tape
written in Hollerith with 320 words block size from
the WWMCCS-Honeywell 6000 Computer.
It will be recognized by the subsystem that the tape
contains two files with the specified characteristics.
(1) (a)
File 1 - Directory File
The subsystem will provide that the necessary endices,
views and relations will be created on the Data Base
with respect to the contents of the directory file.
(1) (b)
File 2 - Display File
For the Display File which immediately follows the
Directory File the subsystem will provide that the
displays are inserted in the right order into the relations
created during input of the Directory File and this
implies that the display id and the display title will
be tried together.
The subsystem will also provide that the necessary
keys will be established on the Data Base to support
retrieval of displays by either display id or display
title.
Upon output of display pages, it will be provided by
the subsystem that the classification is inserted at
the bottom of each display page and that the page nn
of page mm is inserted on the bottom bottom of each
display page in default upcase white.

Information Paragraph
The information referenced and contained by this paragraph
will be used to implement the desired Physical Resource
Monitoring (PRM) Subsystem and to construct the Data
Base relations related to it.

Processing Features
The PRM relations on the Data Base will be provided
protected for read-only access by users and write and
modify access by ACCESS System Programmers.
Through the provided command language or through the
menu or prompt driven selection facility applicable
to all the subsystems the user will be able to perform
the following within the Physical Resource Monitoring
(PRM) Subsystem.
. View of table-of-contents.
. Select one or more displays to be output.
. Save copies of selected displays in private files
where modification is allowed.

Output
It will be provided that output of PRM displays is
consistent with the structure, format, color schema
and content of those FMIS displays contained on the
input tape.
Colored PRM displays will be provided output in color
at color capable devices.

Hard Copy Output
Color hardcopy output will be provided to be available
via the color graphic copier and the color camera.
Monocolor hardcopy out will be provided to be available
via letter quality printers and the high speed non-impact
printer.
(3) (b)
Output of Displays
For output of displays it will be provided that they
are automatically formatted by a system device handler
to fit the specifications of the selected output device.
The display pages will be provided to consist of multiple
screen loads but stored as a single text field which
the user will be able to page through for retrieval
purposes.
(3) (c)
Output Option
The users will be provided the option to direct PRM
output to monocolor devices where color characters
will be output in monocolor by suppressing the color
coding.

Executive Appointment Scheduling
The subsystem will provide for that 300 executive schedules
can be maintained on the Data Base and that each executive
will be provided with a 15 months calendar with 2 past
and 13 future months.
(1) (a)
Input
By using a new schedule preparation or continue schedule
presentation function, the user will be presented with
a scheduling information format where each field will
be with the specified characterics and prompt the user
for input of data.
There will be provided for that the month field, at
a later output, will be displayed as a 3 letter abbreviation
and internally stored as a number from a sequence of
numbers which supports sorting by date.
At the location field of the format there will be provided
for that the user will be prompted to select and input
a code among the displayed combinations of code and
location description. At later output the correct
character string will be displayed.

Single Capabilities
The System Administrator will be able to assign single
capabilities like read-only permission for all personnal
appointment calenders to specific individuals. He
will also be able to assign read-only permissions for
an entire schedule on the Data Base.

Allocation of Access Permission
The System Administrator will be provided with facilities
to establish single and group capabilities to users
through the provided table of user profiles where user
identification and password combinations can be chained
together with the executive symbol data element for
the schedules in this subsystem.

It will be provided by the subsystem that only specific
users with permissions established by the System Administrator
will be allowed to read-only the activity description
field when the location field contains one of the three
specified words

Schedule Report
For generation of a schedule report it will be provided
by the subsystem that a minimum of three executives
schedules can be merged together by the year, month,
day of month, and beginning time fields.

Meeting Arrangement Support
For the user of the subsystem who wants to determine
if an executive is available for a metting there will
be provided a facility so he can search in the executive
appointment calendar data base with the executive symbol,
year, month, day of month, beginning time and ending
time as a search key combination. The result of the
search will be either the executive is available or
not.

A user with access to this subsystem can go into all
executives schedules as recorded by the system. By
entering the executive symbol, and the full beginning
and ending time he can get a response, whether the
executive is available or not. Only the executive
or his designee can interactively delete an appointment.

All schedule modifications are restricted to the executive
or his designee.

Daily schedules including 24 hours from 0000 to 2400
will be listed on dedicated formats.

When a user has search for a meeting for one or more
executives, the system can be asked to automatically
send an electronic message to all effected executives
informing them to change their own schedule. When
the receiver has entered his schedule changes the originator
will receive an acknowledgement. All electronic mail
capabilities are available in this subsystem.

Various reports will be established by the Report Writer
subsystem. They will be stored for the benefit of
the end users. These Report Writer programs will require
some parameter input in the actual case. The Interactive
System Language is well suited for prompting the user
and subsequent initiate a program execution.

The Communication Suspense Reminder subsystem will
provide reminders of suspense pending action on a daily
basis.
(2) (a)
Input data will be entered interactively by establishing
an input format prompt. The Interactive System Language
will provide the man machine interface.
(2) (b)
A preprocessor will ensure that the permission rates
for access to private files are fulfilled.

User Facilities
On and within a communication suspense record the user
will be provided the following facilities.
. Add, delete and modify any data element within
the record.
. Delete the entire record.
. Add a new suspense record.

Retrieval of a Suspensed Item
The user will be provided facilities to retrieve suspense
items by:
a) Suspense date, early reminder date as a keyword
within the subject data element.
b) Requesting the entire communication file for that
user.

At one minute past midnight of each day, a reminder
will be printerd out to each user. Reminders will
remain in the output file until they are deleted by
the owner of the file.
(3)
Conference Rooms and other Facilities Scheduling.
This subsystem performs facility scheduling.
(3) (a)
Input to this system will be entered on line through
use of prompt formats established using the Interactive
System Language.

A preprocessor will enforce all permission rules.

1.I̲n̲t̲r̲o̲d̲u̲c̲t̲i̲o̲n̲
Christian Rovsing A/S 's support organization Integrated
Logistics Support Department (ILS) has the total responsibility
for maintenance and technical support.
The ACCESS Program is unique in that respect that it
is the intention that Government Service Division of
RCA Service Company will carry out equipment and software
maintenance during and after warranty.
Preventive and emergency maintenance will be specified
in a maintenance contract between Christian Rovsing
A/S and RCA based on the requirements stated by the
Government. However, it would be possible for the Government
to take over this maintenance contract or undertake
this task after having received training.
The Maintenance and Technical Support Section in PART
II Subpart G describes the Maintenance's Planning taking
place at Christian Rovsing A/S. An overview of the
maintenance documentation is presented and the maintenance
activities at the system is described.
2. R̲e̲q̲u̲i̲r̲e̲m̲e̲n̲t̲ ̲A̲n̲a̲l̲y̲s̲i̲s̲
Based on the requirements stated in the RFP, Christian
Rovsing A/S's previous experience with similar systems
as well as RCA's proposed role as a maintenance sub-contractor,
the following requirements can be stated:
Christian Rovsing A/S shall provide maintenance to
support the system performnce requirements of RFP Section
C.
a. There will be no use of off-site remotely accessed
diagnostic devices connected to the system
b. Christian Rovsing A/S shall provide a primary and
alternate point of contract for notification 24
hours per day, seven days per week.
c. When H/W failure notifications occur within the
PPM, display terminal, terminal printers and video
copiers shall be replaced within two hours following
notification. Line printers, high speed printer,
optical character recorders, graphic digitizers,
color cameras and color graphic copiers shall be
repaired within eight hours following notification.
All other components shall be repaired within
four hours following notification.
d. When H/W failure notifications occur outside the
PPM, the equipment shall be repaired within 12
hours or by the beginning of the next PPM whichever
is earliest. Calls made within 2 hours of the
beginning of the next PPM will default to the time
requirements in c) above.
e. Each component shall be maintained to assure a
minimum effectiveness level of 95%.
C̲1̲0̲.̲ ̲L̲i̲n̲e̲ ̲I̲t̲e̲m̲ ̲0̲0̲0̲6̲,̲ ̲T̲r̲a̲i̲n̲i̲n̲g̲
Christian Rovsing A/S will provide technical services
and materials to train Government personnel. The Training
will be accomplished by fully qualified training personnel
who are knowledgeable of the ADPE and software. Training
will be geared to the Christian Rovsing A/S's hardware
and software, as outlined below. Christian Rovsing
A/S will include a detailed outline, planned course
length, and a list of training material for all the
courses.
Christian Rovsing A/S will provide training at the
site and on the date specified on the delivery order.
This date shall be no earlier that 30 days after issue
of the delivery order.
Courses will be combined in accordance with the Christian
Rovsing A/S's standard and special training courses
where applicable, in order to cover the aspects of
training mentioned below:
a. Sub-Line Item 0006AA, Equipment Operator Training
The purpose of the course is to train personnel,
with basic operator course training, but no field
experiance, to operate the ACCESS equipment. This
course will include hardware and operating system
features, characteristics of the computer system,
and in depth discussion of console operation, interpretation
of error messages, and error recovery procedures.
Hands-on operator training will be conducted on
the proposed equipment. Student to equipment ratio
will be three to one.
The course will mainly cover the following:
(1) Classroom instruction on all hardware and
software.
(2) Hands-on training on the operation of all
hardware and terminal equipment.
(3) Performance of preventive maintenance required
for continuous day-to-day operation of
hardware and terminal equipment identified
as, but not limited to, the following:
(a) Optical Character Recognition Device:
Ready for operation and make minor adjustments.
(b) Tape Drive: Ready for operation, clean
read-write heads, mount and dismount tapes.
(c) Disc Drive: Ready for operation, clean
air filter and dust disc units as required.
(d) Line Printer: Ready for operation,
load and unload paper, change printer ribbon
as required, clean printer unit as required.
(4) Job initiation, if required by the proposed
system.
(5) System crash recovery techniques and printing
dumps of problem diagnostics to include
back up of system disc and data disc, if
required by the proposed system.
The training level will be such that, upon completion
of training, the student can perform, with no assistance,
required operations and can explain why and when
the tasks must be done and why each step is needed.
Two classes with up to 5 students each will be
held. The duration of each of the two planned
courses will be 1 week of 30 lessons of 45 minutes.
b. Sub-Line Item 0006AB, Analyst/Programmer Training
The purpose of this training is to educate experienced
analysts and programmers in the features and capabilities
of the ACCESS System. Students will be fully qualified
as analysts/programmers and have a knowledge of
one or more Higher Order Language (HOL). The training
will mainly include hands-on training in the following
areas:
(1) Unique HOL contractor-provided application
software. Instruction must be provided on
the use of the instruction set(s), file handling,
procedure language, and debugging techniques.
(2) Christian Rovsing A/S implemented software
such as file query, DBMS query, file update,
DBMS update, statistical package, graphics,
report writing, menu useage, electronic mail,
and text editing.
(3) Program complilation and testing, local and
remote, including test data preparation, interactive
program development, and use of complied output.
(4) Terminal operation and system communications
for interactive time sharing.
(5) Terminal operation and system communications
for remote batch processing.
Upon completion of the course, students will be
thoroughly conversant with the features and capabilites
of the ACCESS System and will be able to develop,
debug, and maintain new applicatons. Two classes,
with 5 students each, will be held. The two courses
are planned 4 weeks of 30 lessons of 45 minutes.
c. Sub-Line Item 0006AC, System Administrator Training
The purpose of this training is to enable the Government
Personnel to manage the system. Personnel to be
trained shall be fully qualified systems analysts.
Training will include, at a minimum, system control,
system and software monitoring, system accounting
data reporting, file sharing features, disc and
file monitoring, workload monitoring, system security,
and all other aspects of overall system management.
Upon completion of this course graduates will
be able to perform the functions outlined above
with no assistance. Two classes with 5 students
each will be held.
Each course is planned to last one week of 30 lessons
of 45 minutes.
d. Sub-Line Item 0006AD, Data Base Administrator Training
This course will provide experience data base administration
personnel with the unique features of the Christian
Rovsing A/S system necessary for effective data
base analysis and design. The course will mainly
include the following areas:
(1) Data Base design and file structures, including
data element considerations, fields, records,
and key.
(2) Access methods
(3) Data protection and error control
(4) File security
(5) DBMS Internals
Upon completion of this course, graduates shall
be able to, with no assistanc, utilize the unique
features of the Christian Rovsing A/S DBMS, such
as structure analysis, design, maintenance, security,
update, and query. Two classes with 5 students
each, will be held. Each course is 2 weeks of
30 lessons of 45 minutes.
e. Sub-Line Item 0006AE, Initial User Training
The purpose of this course is to provide management
and administrative personnel, having little or
no prior experience, with an introduction to the
system's capabilities and subsystem interactions.
Hands-on training to include, but not necessarily
be limited to, performance of electronic mail,
stored query useage, and menu selection. This
training will be conducted in a Government Designated
Training Room. Student to VDU ratio will be 1
to 1. Course contents will mainly include the
following:
(1) ACCESS Functional Overview
(a) Application Subsystems
(b) Electronic Mail
(c) Menu Usage
(2) Terminal Familiarization
(a) VDU
(b) CGDU
(c) Letter Quality Printer
(d) Use of Control Characters
(e) Use of Function Keys
(3) Use of ACCESS Facilities
(a) Menu Selection
(b) Electronic Mail Functions
1 Survey and Print Routines
2 Writing and Transmission of Messages
3 Message Management (File and Move Commands)
(c) Stored Query Useage
(d) Hard Copy Output on Letter Quality Printer
(e) Text Editing and Formatting
(f) File Query
Course length will not exceed 2 x 3 lessons of
45 minutes. Upon completion of this course, graduates
will be able to perform these functions with little
or no assistance. Fifteen classes with 10 students
each, will be held.
f. Sub-Line Item 0006AF, Advanced user Training
The purpose of this course is to train users who
have completed the initial user training course
(Ref. C10e) in additional capabilities of the system.
Hands-on training in all areas will be included.
The training will be conducted in an AFCC designated
training room. Student to VDU ratio will not exceed
1 to 1. Course content will include, but necessarily
be limited to, the following:
(a) Graphics Development through a Subsystem
(b) Statistical Analysis through a Subsystem
(c) Query Development
(d) Report Writer
(e) Data Entry
1 File and Data Base Update
2 Data Entry through a Subsystem
Upon completion of this course the student will
be able to perform the functions with little or
no assistance. Course length will be 3 lessons
of 45 minutes. Fifteen classes with a maximum
of 10 students each will be held.

C̲1̲2̲ ̲L̲i̲n̲e̲ ̲I̲t̲e̲m̲ ̲0̲0̲0̲8̲,̲ ̲T̲e̲c̲h̲n̲i̲c̲a̲l̲ ̲S̲u̲p̲p̲o̲r̲t̲
Within the PPS, (0800-1700 local time) RCA will place
three (3) fully qualified programmers/analysts, experienced
in the ACCESS Application Software and Operating System,
on site.
C̲1̲3̲.̲ ̲L̲i̲n̲e̲ ̲I̲t̲e̲m̲ ̲0̲0̲0̲9̲,̲ ̲T̲e̲r̲m̲i̲n̲a̲l̲ ̲R̲e̲l̲o̲c̲a̲t̲i̲o̲n̲.
Christian Rovsing A/S subcontractor RCA will provide
terminal relocation services and materials which will
allow an installed terminal(s) to be relocated to another
room. RCA will ensure its operability and maintain
TEMPEST requirements (NACSIM 5100A) after terminal
relocation by the following:
RCA will make a checkout test of the terminal relocation,
and make the terminal relocation installation according
to the installation criterias for the first increment
terminals specified in this proposal.
RCA will begin a relocation at least 30 dayS after
RCA has received a delivery order.
The relocation effort will comprise relocation of a
terminal and a wall outlet and installation of the
associated signal cables, connection of the terminal
device to power and signal and checkout of the terminal.
It is assumed that the Government will provide and
install the conduits between a junction box and planned
location of the wall outlet, and will provide power
and provide outlets for the wall outlet and the terminal
device.
