         P̲R̲E̲E̲M̲P̲T̲I̲O̲N̲

         Preemption is superflous for VDUs.

         The user is notified through the VDU header area and
         a bell each time a FLASH message is queued for the
         VDU. As the user has the capability to cancel/suspend
         the transaction in progress himself and to request
         the presentation of the FLASH message CR suggest to
         remove the preemption requirement for VDUs.

         The user is anyway always capable of avoiding a preemption
         by initially specifying a message under preparation
         to have the precedence FLASH and as the last thing
         during preparation insert the right precedence.
