6.1 E̲Q̲U̲I̲P̲M̲E̲N̲T̲ ̲I̲N̲S̲T̲A̲L̲L̲A̲T̲I̲O̲N̲
6.2 R̲E̲Q̲U̲I̲R̲E̲M̲E̲N̲T̲ ̲A̲N̲A̲L̲Y̲S̲I̲S̲
a) Contractor shall make the following major deliveries
to ELBIT (customer):
- Transportation Plan
- Installation Plan
- Site Preparation Requirements (Site Facility
Plan)
- Equipment Installation Drawings
- Delivery and Installation of Equipment
b) The Transportation Plan shall describe contractors
procedures for packaging and transportation. Packaging
of central equipment and peripherals will correspond
to the requirements for air and truck transport
to the site.
c) The Installation Plan shall contain contractors
planning of site cabling and equipment installation.
Furthermore the Plan specifies the division of
responsibilities between ELBIT and contractor concerning
site preparation and installation.
d) Site Preparation Requirements (SPR) shall specify
the extent of site preparation regarding structural
and Ambient requirements customer must undertake
before equipment can be installed. In order to
generate the SPR Contractor will, jointly with
ELBIT, carry out a Site Survey at each of the four
node sites.
e) The equipment installation drawings (EID) shall
show how the proposed equipment is installed and
interconnected.
f) Delivery and installation of equipment will be
performed in accordance with the master schedule
after Contractor, in conjunction with ELBIT, has
verified that each of the four node sites has been
prepared in accordance with the Site Preparation
Requirements. The equipment is delivered C.I.F.
Site.
6.3 I̲N̲S̲T̲A̲L̲L̲A̲T̲I̲O̲N̲ ̲P̲L̲A̲N̲N̲I̲N̲G̲
a) The planning of the installation will start immediately
after contract award. The time span from contract
award to completion of installation can be divided
in two major phases:
1) Site Preparation
2) Site Installation
b) The main activities in phase 1 are proposed as
follows:
1) Site survey within five months after contract
award.
2) Preparation and delivery of an Installation
Plan and a Transportation Plan.
3) Preparation and delivery of site preparation
requirements 3 months prior to on-site installation.
4) Preparation and delivery of equipment installation
drawings one month prior to on-site installation.
5) Site readiness verification prior to start
of equipment installation.
The main activities in phase 2 are:
6) Transportation to site.
7) On-site installation.
c) A more detailed description of the phase 1 and
2 activities is presented in the following sections.
6.3.1 S̲i̲t̲e̲ ̲S̲u̲r̲v̲e̲y̲
a) Contractor will, together with ELBIT, perform a
site survey with customer participation at each
of the four node sites. The purpose of the surveys
will be to gather information for the preparation
of site preparation requirements and plans for
on-site integration and installation.
b) An important task to be performed in conjunction
with customer during the survey meetings is to
determine the layout of the equipment rooms, and
the location of the terminal devices.
c) Building schematics and civil engineering drawings
are to be used for the survey and should be handed
over to contractor at start of the survey.
6.3.2 I̲n̲s̲t̲a̲l̲l̲a̲t̲i̲o̲n̲ ̲P̲l̲a̲n̲
An Installation Plan which outlines the various tasks
to be accomplished concerning site preparation and
installation will be issued.
The plan will address the requirements to installation
and outline the responsibilities of ELBIT and Contractor
concerning site preparation and installation.
The plan will be prepared to address the following
installation issues:
- Site preparation and installation responsibilities
and requirements.
- Accomplishment of site surveys and site verifications.
- Installation documentation (SPR, EID) requirements,
preparation and delivery.
- Installation phase activities.
6.3.3 T̲r̲a̲n̲s̲p̲o̲r̲t̲a̲t̲i̲o̲n̲ ̲P̲l̲a̲n̲
A Transportation Plan which outlines the planning and
coordination to be performed will be issued.
The Plan will address the requirements to packing and
transportation and be prepared to cover the following:
- Requirements for packing, packaging and transportation.
- CR preservation, packing, and packaging of equipment
and spare parts.
- Marking and coding.
- Shipping documentation including, customs forms,
and packing lists.
- Notice of shipment.
6.3.4 S̲i̲t̲e̲ ̲P̲r̲e̲p̲a̲r̲a̲t̲i̲o̲n̲ ̲R̲e̲q̲u̲i̲r̲e̲m̲e̲n̲t̲s̲
a) Contractor will generate Site Preparation Requirements
(SPR) concerning the preparation of each of the
four node sites for installation of the proposed
equipment. The SPR will be submitted to Customer
for approval 3 months prior to start of installation.
b) The SPR will be based on the site data collected
during the site survey, the equipment rooms layouts
and the physical characteristics of the proposed
equipment.
c) The SPR will contain requirements to access, space,
power, power distribution, quantity and location
of power outlets, heat dissipation cable ducting,
etc.
6.3.5 E̲q̲u̲i̲p̲m̲e̲n̲t̲ ̲I̲n̲s̲t̲a̲l̲l̲a̲t̲i̲o̲n̲ ̲D̲r̲a̲w̲i̲n̲g̲s̲
a) Contractor will deliver equipment installation
drawings for each of the four nodes to Customer
for approval 1 month prior to start of installation.
b) The approved installation drawings will be used
for the installation of the proposed equipment
on each site.
c) The equipment installation drawings will be based
on the approved site preparation requirements,
the hardware configuration and the equipment characteristics.
d) The drawings will show how the proposed equipment
is to be installed and integrated.
6.4 T̲R̲A̲N̲S̲P̲O̲R̲T̲A̲T̲I̲O̲N̲ ̲O̲F̲ ̲T̲H̲E̲ ̲E̲Q̲U̲I̲P̲M̲E̲N̲T̲
a) The delivery of equipment will follow the master
schedule. Actual shipping dates are selected to
be in accordance with the readiness of site and
time for transportation.
b) The equipment will be shipped by air and truck
and packed accordingly. Contractor will arrange
the transportation so that his installation team
will be present at site for receipt and unpacking
of the equipment for the first node installation.
c) The packing and marking are proposed to be in accordance
with Contractors standard procedures for CR80 equipment.
The following is a brief discussion of the method:
d) The computer equipment is constructed in a modular
fashion. i.e. 19" racks containing crate assemblies
with plug-in modules. This is reflected in the
packaging as follows:
1) Modules are packed in styrofoam containers
designed to fit each module size. A number
of modules are put into a cardboard box or
similar of Europe pallet standard size.
2) Crates are packed with styrofoam corners so
that they fit into a cardboard box of Europe
pallet standard size.
3) Each rack or cabinet bay is separately packed
on a wooden pallet, protected with styrofoam
corners, and wrapped in plastic sheets. A skeleton
of timber protects the five free surfaces.
4) Spare parts are packed individually in accordance
with the methods outlined in 1-3 above. In
addition spare parts are wrapped and sealed
in a plastic bag with silicagel for long term
storage. Each spare package is provided with
a label specifying contents.
e) Packing lists are forwarded with every shipping
container. One copy of the packing list is enclosed
in the container; on copy will be attached to the
exterior of the container in an envelope clearly
marked "packing list".
Two copies of the packing lists shall be provided
to the customer. Each packing list will show:
- Shipping address
- Package number
- Contract number
- Contract item number
- Item description
- Part number
- Serial Number (if available)
- Quantity shipped
- Date shipped
f) Each container is to be clearly marked on the exterior
surface with at least:
- Project Title
- Purchaser Contract Number
- Contract Item Number
- Manufacturer's name and address
- Ship to address
In addition, each container is clearly labelled
with the identification and number of pieces in
the shipment and with precautionary labelling applicable
to handling.
6.5 S̲I̲T̲E̲ ̲I̲N̲S̲T̲A̲L̲L̲A̲T̲I̲O̲N̲
a) The contractor will set up an installation team
to perform the installation of the first node,
in conjunction with ELBIT. The purpose of the joint
installation will be to enable ELBIT to perform
the installation of the remaining hardware. The
team will install the equipment in accordance with
the Customer approved site installation drawings.
Any changes during installation will be marked
on the drawings. Corrected drawings will be submitted
to Customer after completion of site installation.
b) Installation check-out encompassing hardware verification
will be performed in accordance with an installation
check-out procedure.
6.6 C̲H̲A̲R̲G̲E̲S̲
6.6.1 I̲n̲s̲t̲a̲l̲l̲a̲t̲i̲o̲n̲ ̲c̲h̲a̲r̲g̲e̲s̲
The installation charges are based on the following
assumptions:
a) All site preparations i.e. power, grounding, external
signal cabling and termination, ducting, aircordition
atc., are made by customer.
b) Site surveys can be made in one roundtrip.
c) Site verifications can be made in max. two roundtrips.
The installation charges somprises the following:
1) Management and planing incl.:
Installation plan
Transportation plan
Site survey
Site verification
Site preparation requirements
Equipment installation drawings
2) Hardware installation of one node site.
6.6.2 T̲r̲a̲n̲s̲p̲o̲r̲t̲a̲t̲i̲o̲n̲ ̲c̲h̲a̲r̲g̲e̲s̲
The transportation charges comprises packing, packing
labor, transportation and transportation insurance
costs. The delivery is quoted CIF site.
It is assumed that the equipment is delivered as 5
shipments:
- One shipment for each of the four node systems
- One shipment for the spare system.
It is also assumed that all equipment associated with
one node site can be delivered at one location.
