R̲E̲P̲O̲R̲T̲I̲N̲G̲ ̲A̲N̲D̲ ̲C̲O̲N̲T̲R̲O̲L̲
The management team wants much stronger reporting and
control systems and believes that the future operator
will be able to help the company substantially in the
implementation of such systems.
One of the major factors that caused the bankruptcy
of the Christian Rovsing company was the lack of a
reporting and control system that in time could show
to the management the financial development of the
company.
Reporting procedures shall be implemented in the new
organization to provide the necessary visibility for
management control and decision making.
Management believe that the company must have a new
accounting system which must be able without major
delay to produce profit and loss statements, balance
sheets, lists about project status, debtors and creditors.
The management team reports directly to the board of
directors.
The planning and budget procedures should be more formalized,
homogenous and coordinated. Common EDP-tools should
be used in budget calculations, consolidation and budget
review.
Provided that a business plan has been established
for the new company the management team shall provide
budgets on a quarterly basis. Budget control shall
take place on a monthly basis and a management report
shall be issued on a quarterly basis.
Budgets and actual results should be commented on by
the responsible managers and be an integrated part
of the management information system and decision process.
Reporting is based on financial results as well as
progress statements for the various projects and activities.
The management believe that Christian Rovsing Systems
to a high degree can use the know-how, experience and
system in the operators company. Procedures and control
systems can of course not be transferred directly and
uncritically. The procedures and system must of course
be adapted to the size, structure and culture in the
new company. By doing this, management believe that
the reporting system will increase effenciency without
decreasing entrepreneurship.

Tasks related to project systems implementation can
be divided into three groups:
- Program Management
o Planning
o Control
o Organizing
- Doing Disciplines
o Analysis
o Design
o Programming
o Production
o Testing
o Installation
o Documentation
o Training
- Technical Management
o Verification and validation
o Test and evaluation
o Configuration Management
o Quality Assurance
Especially through implementation of large projects
Christian Rovsing A/S has proved that capabilities
exist within the organization leading a successful
project implementation.
However, in most of the above system implementation
areas manual procedures and methods are used. Specific
examples are provided in annex to the section. It is,
therefore, our belief that implementation of automated
procedures can improve our productivity and thereby
the overall cost-effectiveness.
Another aspect of cost-effectiveness is related to
re-use of software. One reason for a low degree of
re-use of software is that we have been in the customizing
market. The other is that too little effort has been
spent on establishing company-wide software libraries.
We believe that through a better coordination with
CR marketing and sales a higher degree resale and thereby
of software re-use can be accomplished. Furthermore,
we believe that a strong emphasis on company wide software
libraries as well as common software development can
increase our cost effectiveness.

In relation to financial project budgetting a number
of underlying procedures should be automated and integrated
into the financial budgetting computer program and
these are:
- External/Internal Equipment Purchase
o Order schedule
o Order status
o Payments schedule
o Invoice Control
- Project Manpower
o Effect/schedule per activity
- Other Project Costs
o S&D
o G&A
- Project Invoice Schedule
Futhermore a inventory and configuration management
system is needed.
The inventory system should be integrated with order/purchase
system.
The configuration management system shall also be integrated
with the inventory system.
