Incoming Messages are deferred to the MDCO position
for Incoming Message distribution assistance because
of the following reasons:
- Missing o garbled SICs
- Detection of Internal Handling Instructions
- Detection of Special Handling Instructions of category
exclusive or crypto security and no evidence of
a GR in FL10.
- Detection of more than one Special Handling Instruction.
- upervisor specified distribution to MDCO:
1) All incoming messages
2) All incoming messages of specified classification
3) All incoming messages except those of specified
classification
When performing Incoming Message Assistance, the format
hown in fig. 7.4.1-2 will be presented.
An annotation line will contain the reason why the
message was sent for assistance.
The system inserts Time Stamp (DTG) and Originating
Headquarters, so the SCD assignment can be referenced
to the message

8.6.1 G̲a̲r̲b̲l̲e̲ ̲C̲o̲r̲r̲e̲c̲t̲i̲o̲n̲
The message presented for garble correction is in ACP127
format. (CCIS/SCARS in format E1).
All fields within that format are unprotected to allow
modiication and correction as required. The errors
detected during the analysis of the message header
will be indicated by an error code in the Margin Area
of the VDU screen.
If main errors are detected (e.g. non detectable format
lines), the ACP127analysis will be stopped and the
message will be queued for Message Service. Errors
contained in format lines after detection of main errors
will not be indicated. However, if a garbled message
is returned to the system, this will be detected by
he system during the new analysis and the message will
be presented again for further garble correction.
The MSO has the capability to direct an incoming garbled
message for outgoing message processing. If the message
contains external RIs in fomat line 2, when it is returned
from the MSO, then the system will transmit the message
in accordance with those RIs. It is the responsibility
of the MSO to ensure the validity of the RIs (external
RIs if transmission, only local RIs if no transmision)
in the corrected message else the message will be returned
for further MSO assistance.
