1. D̲A̲T̲A̲ ̲M̲E̲S̲S̲A̲G̲E̲S̲
Data messages are detected by a special handling designator
in FL4 (ACP127 format).
Data messages shall be distributed according to PLA
and SICs as for plaindress messages.
When data messages are presented to the MDCO only the
header part shall be displayed.
2. E̲N̲C̲R̲Y̲P̲T̲E̲D̲ ̲M̲E̲S̲S̲A̲G̲E̲S̲
a) I̲n̲c̲o̲m̲i̲n̲g̲ ̲C̲o̲d̲r̲e̲s̲s̲ ̲a̲n̲d̲ ̲P̲l̲a̲i̲n̲d̲r̲e̲s̲s̲ ̲E̲n̲c̲r̲y̲p̲t̲e̲d̲
Presence of group count (GR) in FL10 (ACP127 format)
indicates the codress/plaindress encrypted messages.
The above messages shall be routed to a dedicated
PTP for off-line decryption.
The encrypted message shall be deleted from storage
after punch.
Decrypted messages will be entered via a dedicated
PTR. The decrypted message will contain FL1 (ACP127
format) which indicates local distribution is required.
FL1 is the indicator which differentiates it from
encrypted outgoing messages. The decrypted message
will contain the same ACP127 format lines as before
decryption.
b) O̲u̲t̲g̲o̲i̲n̲g̲ ̲C̲o̲d̲r̲e̲s̲s̲ ̲+̲ ̲P̲l̲a̲i̲n̲d̲r̲e̲s̲s̲ ̲E̲n̲c̲r̲y̲p̲t̲e̲d̲
Outgoing codress + plaindress encrypted will be
entered via the dedicated PTR. The message will
contain a group count on entry to the system.
The encrypted message shall be deleted from storage
after transmission.
The above messages will not contain ACP127 format
line 1, which differentiates them from the decrypted
messages for local distribution (please refer above).
3. S̲E̲L̲E̲C̲T̲I̲O̲N̲ ̲O̲F̲ ̲R̲O̲U̲T̲I̲N̲G̲ ̲I̲N̲D̲I̲C̲A̲T̲O̲R̲S̲ ̲C̲I̲R̲C̲U̲I̲T̲S̲ ̲A̲N̲D̲ ̲C̲H̲A̲N̲N̲E̲L̲S̲
For each PLA in a CAMPS prepared message one of four
circuit related routing indicators shall be selected
based upon routing indicator priority and classification.
The RI priority is determined according to their placement
in the PLA/RI conversion table.
The first entry in the PLA/RI conversion table has
the highest priority and should be selected if classification
allows.
The SRS requires a maximum of 32 circuits or channels
for one CAMPS site. NICS TARE can have a maximum of
6 channels. Parameterization of the circuit and channel
number shall make it easy to expand the maximum number.
TRCs and point - to - point circuits can have max.
one channel per circuit.
Traffic via NICS TARE shall have to be equally distributed
over the channels
Each RI has an associated circuit and a max. classification.
4. R̲E̲R̲U̲N̲,̲ ̲R̲E̲T̲R̲A̲N̲S̲M̲I̲S̲S̲I̲O̲N̲
Rerun is initiated by the supervisor. He retrieves
the message using an outgoing channel id. (channel
designator + TSN) and the system will automatically
retransmit the message preceded by a pilot
5. E̲X̲E̲R̲C̲I̲S̲E̲S̲ ̲I̲N̲D̲I̲C̲A̲T̲O̲R̲S̲
There will be a separate set of pointers to exercise
SDLs independent of peace or crises. The SICs will
be the same as for normal distribution. I.e. the max.
400 SDL's can be pointed to by peace and/or crises
and/or exercise SIC's. The criteria for detection exercise
is FL12c. The SIC denoting the exercise nature shall
be ignored.
6. P̲O̲I̲N̲T̲-̲T̲O̲-̲P̲O̲I̲N̲T̲ ̲(̲P̲-̲T̲-̲P̲)̲ ̲C̲O̲N̲N̲E̲C̲T̲I̲O̲N̲
Messages coming to/from P-T-P shall according to the
SRS be processed like messages coming to/from TRC.
7. A̲C̲P̲1̲2̲7̲ ̲P̲R̲O̲C̲E̲D̲U̲R̲E̲S̲
7.1 S̲P̲E̲C̲I̲A̲L̲ ̲H̲A̲N̲D̲L̲I̲N̲G̲ ̲D̲E̲S̲I̲G̲N̲A̲T̲O̲R̲S̲
CTS is a security classification only.
All special handling designators of FL4 shall be matched
to the information in FL12a for consistency.
C̲O̲D̲R̲E̲S̲S̲ and P̲L̲A̲I̲N̲D̲R̲E̲S̲S̲ ̲E̲N̲C̲R̲.̲ ̲M̲S̲G̲.̲ are detected in FL10
start = "GR".
7.2 I̲N̲C̲O̲M̲I̲N̲G̲ ̲M̲E̲S̲S̲A̲G̲E̲S̲ ̲D̲I̲S̲T̲R̲I̲B̲U̲T̲I̲O̲N̲
Destination is P̲T̲P̲ for E̲N̲C̲R̲Y̲P̲T̲E̲D̲ ̲M̲S̲G̲ i.e. MSG with
FL10 start "GR".
A̲T̲O̲M̲A̲L̲, n̲o̲n̲ ̲e̲n̲c̲r̲y̲p̲t̲e̲d̲: Normal distribution except for
print, which shall always be at supervisor designated
printer.
Data Messages will be distributed in accordance with
section 1 of this note.
All messages with other special handling designators
and for special category warnings, incl. messages with
m̲o̲r̲e̲ ̲t̲h̲a̲n̲ ̲o̲n̲e̲, the distribution is to MDCO.
7.3 O̲U̲T̲G̲O̲I̲N̲G̲ ̲M̲E̲S̲S̲A̲G̲E̲S̲ ̲D̲I̲S̲T̲R̲I̲B̲U̲T̲I̲O̲N̲
Usage of special handling designators of type CRYPTO
SEC., EXCL., NAT. EYES shall n̲o̲t̲ result in local distribution
(validation at entry).
Message of type ATOMAL shall have normal local distribution
except for print which is to supervisor designated
printer.
E̲N̲C̲R̲Y̲P̲T̲E̲D̲ ̲M̲E̲S̲S̲A̲G̲E̲S̲ do not have local distribution.
All other Special Handling Designators and/or special
category warnings, more than one: Distribution to MDCO.
Data messages shall not be distributed locally.
Message of type CLEAR shall only be entered from Message
Service Position. This will only be done after rejection
due to non availability of approved circuit (and after
consultation with the originator).
7.4 E̲N̲T̲R̲Y̲ ̲O̲F̲ ̲O̲U̲T̲G̲O̲I̲N̲G̲ ̲M̲E̲S̲S̲A̲G̲E̲S̲
Whatever validation checks performed on messages entered
from user prep terminal (VDU) shall also apply to message
entered from OCR.
Messages entered from PTR are in full ACP127 format
(except for FL1, if not an incoming decrypted message).
Outgoing message type = codress or encrypted plaindress
Incoming message type = plaindress.
7.5 S̲T̲O̲R̲A̲G̲E̲ ̲O̲F̲ ̲C̲T̲S̲ ̲&̲ ̲A̲T̲O̲M̲A̲L̲ ̲M̲E̲S̲S̲A̲G̲E̲S̲
After all required preparation and distribution they
shall be deleted from storage; catalogue entries and
log records shall be retained.
