1̲ ̲ ̲S̲C̲O̲P̲E̲
The scope of this procedure is all changes to baselined
configuration items within the CAMPS program.
Configuration items which are not yet baselined (SHAPE
approved Category 1) are not within the scope of this
procedure. Changes to such items are considered merely
corrections, which may be initiated by Discrepancy
Notes (DNs) or - if the corrections are without technical
implication (spelling errors, linguistic unclearness,
minor mistakes, etc.) - by a quite informal note.
2̲ ̲ ̲P̲U̲R̲P̲O̲S̲E̲
The purpose of this procedure is to ensure
a) firm and adequate registration of all engineering
changes to baselined items
b) conformance/conformity of the change proposals/orders
in order to accomplish adequate and equal consideration
of any engineering change.
c) to ensure that engineering changes are so clearly
and firmly described that a once achieved Category
1 Approval is not withdrawn.

3.1 A̲P̲P̲L̲I̲C̲A̲B̲L̲E̲ ̲D̲O̲C̲U̲M̲E̲N̲T̲S̲

3.2 T̲E̲R̲M̲S̲
CCB Change Control Board consist of representatives
from SHAPE and CAMPS. The members are appointed
by the two parties.

4.1 P̲R̲O̲P̲O̲S̲A̲L̲S̲ ̲F̲O̲R̲ ̲C̲H̲A̲N̲G̲E̲
4.1.1 O̲r̲i̲g̲i̲n̲a̲t̲o̲r̲
Any member of the CR CAMPS program team as well as
any SHAPE official with legal interest in the CAMPS
program is entitled to issue change proposals.
4.1.2 C̲h̲a̲n̲g̲e̲ ̲P̲r̲o̲p̲o̲s̲a̲l̲ ̲F̲o̲r̲m̲
a) Any engineering change proposal must be written
on the form ENGINEERING CHANGE PROPOSAL (ECP),
which is shown in fig. 5-1 and 5-2.
b) The ECP form consists of two sheets: a front page
and a "following" pages form. Text which is not
accommodated on the front page may be written on
following pages with adequate reference on the
front page.
c) Additional information may be added, if necessary
on sheets not authorized. In this case the additional
information must be listed on the authorized form.
The following table of contents shall be followed
in the appendix as close as possible.

4.1.3 C̲o̲n̲f̲i̲g̲u̲r̲a̲t̲i̲o̲n̲ ̲M̲a̲n̲a̲g̲e̲m̲e̲n̲t̲ ̲H̲a̲n̲d̲l̲i̲n̲g̲ ̲o̲f̲ ̲E̲C̲P̲s̲
a) ECPs are filled in in accordance with rules laid
down in 5.2.2 and sent to the CR CAMPS Configuration
Manager (CM).
b) CM checks the proposal to see if a similar change
is already pending. If this is the case CM will
reject the ECP with reference to the pending change.
c) CM registers the ECP in the ECP Record assigning
the next free number to it. CM arbitrarily decides
whether the ECP covers a Class I or Class II change.
d) Class I changes are forwarded to SHAPE and CAMPS
management for approval. They are decided upon
by the two parties at a CCB meeting or by forwarding
the decision to CM.
e) Class II changes are put into effect immediately
by CM, if appropriate after discussion with the
manager of the department responsible for the affected
CI. A list of all new Class II changes is included
in the agenda of the next CCB meeting or Progress
Meeting for post facto classification. ECP's of
class II will include update pages to all affected
documents.
4.1.4 C̲C̲B̲ ̲H̲a̲n̲d̲l̲i̲n̲g̲ ̲o̲f̲ ̲E̲C̲P̲s̲
a) All new Class II ECPs will be forwarded to SHAPE
and CAMPS management for approval.The CCB may order
CM to withdraw a Class II change, or reclassify
it as a Class I change. If a Class II change has
once been approved as such by CCB it can not be
reconsidered but a new ECP may be issued.
b) Class I ECPs shall be considered one at the time.
It is the responsibility of CM - as the secretary
of CCB - prior to the official issue of the ECP
that all relevant information on the effects and
side effects of the change, mutual dependency of
several changes, etc. to the highest possible extent
are included in the ECP.
c) CCB makes one of three decisions for each Class
I ECP:
1) Approval
2) Rejection
3) Further investigation required
d) In case of CCB approval one or more Engineering
Change Order(s) (ECO(s)) are issued. The ECP's
will contain update pages to all affected documents,
one ECO per document. The ECO's must be unconditionally
approved before the actual update of the affected
document.
e) In case of CCB rejection of an ECP the originator
shall be informed about the reason for rejection.
f) If CCB requires further investigation it must be
clearly stated which and how much additional information
is required.
4.1.5 C̲M̲ ̲H̲a̲n̲d̲l̲i̲n̲g̲ ̲o̲f̲ ̲E̲C̲O̲s̲
a) CM shall take action as soon as possible after
the CCB meeting or after receiving SHAPE's and
CAMPS managements decision to ensure that the decisions
of the board are put into effect.
b) CM will issue, register, number, and distribute
ECOs to the actionees and to the CCB chairman,
all in accordance with CCB decisions.
c) CM will also distribute CCB rejections and calls
for additional information.
d) CM will keep a record of ECOs, and new entries
in this record will be referred at each CCB meeting
or at each progress meeting.

5.1 G̲E̲N̲E̲R̲A̲L̲
To ensure traceability of configuration changes a small
number of standardized forms shall be used. These are:
a) Engineering Change Proposal (ECP), front page.
(See fig. 5-1).
b) Engineering Change Proposal (ECP), following page.
(See fig. 5-2).
c) Engineering Change Order (ECO), front page. (see
fig. 5-3)
d) Engineering Change Order (ECO), following page.
(See fig. 5-4)
e) ECP Record. (See fig. 5-5)
f) ECO Record. (See fig. 5-6)
5.2 E̲C̲P̲ ̲F̲O̲R̲M̲
5.2.1 T̲h̲e̲ ̲E̲C̲P̲ ̲F̲o̲r̲m̲
a) The Engineering Change Proposal form is shown in
figs. 5-1 and 5-2. It consists of a front page
(page 1) and a "following page".
b) The front page must always be used when a proposal
is issued. Following pages are only used if it
is impossible or impractical to place all relevant
text on the front page. Adequate reference to "following
page" must be given on the front page.
c) Additional information may be given on other types
of sheets if this is the most practical way (e.g.
drawings, printed computer output, etc.). If a
more voluminous description is necessary, an appendix
must be prepared in accordance with the rules laid
down in paragraph 4.1.2.c
5.2.2 T̲o̲ ̲F̲i̲l̲l̲ ̲I̲n̲ ̲t̲h̲e̲ ̲E̲C̲P̲ ̲F̲o̲r̲m̲
a) The form is filled in by "the originator", i.e.
the person who proposes a change. He/she must fill
in the following boxes (numbers refer to circled
numbers on fig. 5-1):
1) Filled in by CM (See 4.1.3.c)
2) Number of pages of ECP (inc additional pages
of information)
3) Date of issue
4) Configuration Item to which the ECP refers
5) Name (or initials) of originator of the ECP
6) Description of the proposed change (may be
continued on following pages with adequate
reference)
7) Possible referenced documents (inc possible
attachments and/or appendices).
8) Brief description of the problem avoided or
improvement achieved by the change (may be
continued on following pages with adequate
reference)
9) Justification code. Only one must be ticked.
If more than one code is applicable only the
most significant is assigned.
10) Filled in after CCB decision if Class I change.
Otherwise left open (See 4.1.4.c)
11) Filled in by CM
b) Following pages may be filled in as stated above
under a.6 and a.8. Following pages are numbered
2, 3, etc.
c) Additional information must be page numbered a̲f̲t̲e̲r̲
the "following" pages, unless an appendix appears
as a self-contained document in which case ordinary
page numbering applies
5.3 E̲C̲O̲ ̲F̲O̲R̲M̲
5.3.1 T̲h̲e̲ ̲E̲C̲O̲ ̲F̲o̲r̲m̲
a) The Engineering Change Order form is shown in figs.
5-3 and 5-4. It consists of a front page (page
1) and a "following page".
b) The front page must always be used when a change
order is issued. Following pages are only used
if it is impossible or impractical to place all
relevant text on the front page. Adequate reference
to "following page" must be given on the front
page.
c) Additional information may be given on other types
of sheets if this is the most practical way (e.g.

5.3.2 T̲o̲ ̲F̲i̲l̲l̲ ̲I̲n̲ ̲t̲h̲e̲ ̲E̲C̲O̲ ̲F̲o̲r̲m̲
a) The ECO form is filled in by CM under CCB supervision.
The following boxes are filled in (numbers refer
to circled numbers on fig. 5-3):
1) ECO number (see 4.1.5.b)
2) Number of pages of ECO (inc additional pages
of information)
3) Date of issue
4) Configuration Item to which ECO refers
5) Number of ECP on which ECO is based
6) Description of ordered change (may be continued
on following pages with adequate reference)

5.4 T̲H̲E̲ ̲E̲C̲P̲ ̲R̲E̲C̲O̲R̲D̲ ̲A̲N̲D̲ ̲E̲C̲O̲ ̲R̲E̲C̲O̲R̲D̲
5.4.1 T̲h̲e̲ ̲E̲C̲P̲ ̲R̲e̲c̲o̲r̲d̲
a) The ECP Record shown on fig 5-5 is used for registration
and tracing of the ECPs. The ECPs are registered
in the order in which they are recognized by CM
and - accordingly - assigned consecutive numbers.
b) The next free ECP number from the ECP record is
assigned to the ECP, and from the ECP the following
items are registered on the ECP record:
1) Date of issue
2) Originator
3) Configuration Item
4) Justification code
c) The CM assigns a Class to the ECP. If he classifies
the ECP as a Class II change the originator may
bring the change into effect immediately. In case
of Class I the CCB decision must be awaited.
d) At the next CCB or Progress meeting all newly registered
ECPs will be considered. The date of the meeting
is noted on the ECP record, and the decision of
CCB is marked as follows:
1) Approved - code A
2) Rejected - code R
3) Further investigation req'd - code F
4) Class II OK - code II
5) Class II reclassified to Class I - the appropriate
of codes A, R, or F
e) As soon as ECOs are issued their numbers are written
in the ECP record.
5.4.2 T̲h̲e̲ ̲E̲C̲O̲ ̲R̲e̲c̲o̲r̲d̲
a) The ECO Record shown on fig. 5-6 is used for registration
and tracing of the ECOs. The ECOs are registered
in the order in which they are ordered by CCB/issued
by CM and - accordingly - assigned consecutive
numbers.
b) Contemporarily with the issue of an ECO the following
columns of the ECO record is filled in:
1) ECO number
2) Date of issue
3) ECP number(s)
4) Configuration Item
5) Priority (Emergency, Urgent, or Routine)
6) Responsible (person or organization)
7) Due date
c) When the change ordered by this ECO is completed
the date of completion is filled in, and the date
of QA approval of the change is filled in as soon
as it is known.
