3.1.1 I̲n̲c̲o̲m̲i̲n̲g̲ ̲M̲e̲s̲s̲a̲g̲e̲s̲
Outside normal working hours messages can be distributed
to duty personnel in addition to normal distribution.
Criterias for such as distribution shall be specified
and will be built into the Message Distribution Package.
The duty position(s) can be specified as system parameter.
The duty personnel will have capabilties for continueously
monitoring status of the message queries according
to priority levels status of messages as well as well
as display and print-out of messages. The duty personnel
can also use the comment facility on messages, but
incoming messages cannot be changed. The functions
can be executed through a VDU dialogue using a split
screen for a quick overview of queue status and a user
area for displaying message information.
The duty personnel shall identify themselves to the
system using a logon procedure, where user identification
and password is required. In addition a physical key
is necessary to obtain access to system.
The Supervisor can by means of commands on the supervisor
VDU change duty hours dynamically. User profiles and
terminals for duty personnel can also be changed by
the Supervisor.
All messages handled by the duty personnel are logged
containing amongst other data the time-stamp. Messages
handled by the duty personnel will be marked accordingly.
3.1.2 O̲u̲t̲g̲o̲i̲n̲g̲ ̲M̲e̲s̲s̲a̲g̲e̲s̲
The duty personnel can be assigned capabilities to
prepare, correct and release messages for automatic
processing by the ZVA.
Assigning of capabilities can be done dynamically by
the Supervisor using the VDU dialogue for User Profile
update.
3.1.3 R̲e̲t̲r̲i̲e̲v̲a̲l̲ ̲o̲f̲ ̲M̲e̲s̲s̲a̲g̲e̲s̲
The duty personnel can retrieve messages using the
normal VDU dialogue for message retrievel. Restrictions
on this retrieval capability shall be specified to
allow for the correct profiles in the security mecanism.
3.2 S̲I̲T̲U̲A̲T̲I̲O̲N̲ ̲C̲E̲N̲T̲R̲E̲
In the Situation Centre a large screen monitor can
be connected in parallel to a workstation (RFP, section
4.2) by means of a video switch to allow parallel display
of messages handled on the workstation. The workstation
can be assigned capabilities for preparation and reception
of messages.
3.3 M̲E̲S̲S̲A̲G̲E̲ ̲R̲E̲G̲I̲S̲T̲R̲A̲T̲I̲O̲N̲ ̲A̲N̲D̲ ̲S̲U̲P̲E̲R̲V̲I̲S̲I̲O̲N̲
Capabilities for the following function can be assigned:
a) M̲e̲s̲s̲a̲g̲e̲ ̲R̲e̲t̲r̲i̲e̲v̲a̲l̲ by means of a VDU dialogue containing
a selection menu and different formats for retrieval.
The user will be prompted for input data.
Incoming messages, outgoing messages, comments,
release notifications and first draft of messages
can be retrieved from on-line database as well
as off-line database.
A wide range of retrieval keys are available. Retrieval
and examples on formats are described in section
1.9.
b) L̲o̲g̲ ̲R̲e̲c̲o̲r̲d̲s̲ can be printed containing the folowing
information:

Log records will be edited, sorted and printed
on endless A4- pages with headings, time-stamp
and page numbers.
A yearly statistics on page numbers per originating
AA- representation will be printed automatically
and marked as final log page.
c) P̲r̲e̲p̲a̲r̲a̲t̲i̲o̲n̲ ̲o̲f̲ ̲S̲e̲r̲v̲i̲c̲e̲ ̲M̲e̲s̲s̲a̲g̲e̲s̲ by means of a VDU
dialogue
d) L̲o̲g̲ ̲c̲h̲a̲n̲g̲e̲s̲
e) M̲e̲s̲s̲a̲g̲e̲ ̲S̲t̲a̲t̲u̲s̲ can be displayed on the VDU for
incoming as well as outgoing messages
f) T̲a̲b̲l̲e̲ ̲D̲i̲s̲p̲l̲a̲y̲ for routing an AA- network can be
displayed on the VDU. Other tables may also be
displayed optionally.
g) C̲h̲a̲n̲n̲e̲l̲ opening, closing, connection and disconnection
can be executed by a command. Status of lines can
be displayed on VDU.
3.4 R̲A̲D̲I̲O̲ ̲L̲I̲N̲K̲
3.4.1 E̲s̲t̲a̲b̲l̲i̲s̲h̲i̲n̲g̲ ̲C̲o̲n̲n̲e̲c̲t̲i̲o̲n̲
A connection will normally be established manually
on the Radio Link position and will be maintained for
as long as necessary to transmit all waiting messages
from both sides
Means for automatic establishment and disconnection
of a connection can be part of the radio equipment
but the ZVA will not have facilities to automatically
initiate a build up of a connection.
3.4.2 P̲r̲o̲c̲e̲s̲s̲i̲n̲g̲ ̲t̲h̲r̲o̲u̲g̲h̲ ̲t̲h̲e̲ ̲Z̲V̲A̲
After reception of request for transmission the Supervisor
can by means of a set of commands for the Supervisor
VDU connect and open channels. When in this status
the ZVA Traffic Handling Package will automatically
be ready for servicing the channels i.e. to receive
and transmit service messages and normal mesages. As
long as a connection is active the channel will be
handled as a point-to-point channel. When the Supervisor
(Operator) issues a close channel command, the Traffic
Handling Package wil automaticaly send a Service Message
containing information for stop of transmission. A
Close and disconnect command can be executed at any
time. The ZVA system has commands for rerun of messages.
