SHPE requested that the weekly status
report on software development should
be expanded to contain the number of test
cases executed and successfully completed
together with the planned number of test
cases for each software builds and associated
pacage releases.
CR CR agreed to extend the weekly status
report as requested and to include it
as part of the progress reports too.
2. M̲a̲n̲p̲o̲w̲e̲r̲ ̲o̲n̲ ̲C̲A̲M̲P̲S̲ ̲P̲r̲o̲g̲r̲a̲m̲
On SHAPE's enquiry CR stated that there
are no planned changes in the CAMPS progra
management.
3. I̲n̲s̲u̲r̲a̲n̲c̲e̲ ̲o̲f̲ ̲C̲A̲M̲P̲S̲ ̲E̲q̲u̲i̲p̲m̲e̲n̲t̲
On SHAPE's request CR made the following
statements:
CR confirmed that items for which SHAPE
has paid 100 per cent are free of all
liens and encumberances and that these
items together with othe items which are
partly paid by SHAPE are insured while
on CR's premises.
All SHAPE equipment has been clearly marked
as SHAPE property and CR's books have
been adjusted accordingly from "work in
progress" to "sales".
CR A letter from CR's insurance company will
be forwarded SHAPE explaining SHAPE's
insurable interest for all items.
A copy of the insurance policies covering
plant equipment hlding, transportation
and installation was handed over to the
SHAPE CAMPS contracting specialist during
the meeting.
4. S̲p̲a̲r̲e̲s̲ ̲f̲o̲r̲ ̲S̲y̲n̲c̲.̲ ̲L̲o̲w̲ ̲S̲p̲e̲e̲d̲ ̲P̲o̲r̲t̲s̲
The quotation is based on contract amendment
7, instruction no. 5.2.
The detailed quoation is given in annex
F.
CR agreed to consider a reduction of this
quotation up to a maximum of D.Kr. 300.000.
This consideration is in respons to Commodore
Elfrink's statement (Please refer annex
C). This quotation is valid until 15th
July 193.
5. C̲A̲M̲P̲S̲ ̲H̲a̲r̲d̲w̲a̲r̲e̲ ̲B̲a̲s̲e̲l̲i̲n̲e̲
The issue was discussed based on the proposal
made by SHAPE, see PMOM No. 17, item 12.
Two new issues were added.
1) A RMA analysis as part of each ECO.
2) A statement on impacted CAMPS System
Documentaton.
It was mutually agreed that the baseline
issue will be discussted during a meeting
tentatively scheduled to week 27.
6. M̲e̲m̲o̲r̲y̲ ̲U̲p̲g̲r̲a̲d̲e̲ ̲f̲o̲r̲ ̲P̲U̲
CR proposed to install more memory at
the big sites. 7 sites are proposed to
be equipped with times 3 512K RAM boards.
CR CR will forward a separate ECP covering
this memory upgrade.
7. M̲e̲m̲o̲r̲y̲ ̲U̲p̲g̲r̲a̲d̲e̲ ̲f̲o̲r̲ ̲L̲T̲U̲,̲ ̲T̲a̲r̲e̲ ̲I̲n̲t̲e̲r̲f̲a̲c̲e̲
The LTU is equipped with a 32 K RAM. The
firmware supporting the TARE interface
needs additional memory. CR propose to
equip the LTUs or the TARE interface with
64K RAM.
CR CR will forward an ECP on the subject.
SHAPE in the principle agreed in the change,
if the ECP was at no cost to SHAPE.
8. D̲e̲t̲a̲i̲l̲e̲d̲ ̲A̲s̲s̲e̲s̲m̲e̲n̲t̲ ̲o̲f̲ ̲S̲W̲-̲ ̲S̲t̲a̲t̲u̲s̲
CR is aiming for the 1st September for
start f 240 hours test. The SW would then
be completed but will not include the
following items:
OCR I/F
Nics-Tare I/F
Table and Statistics Print-outs
Preparation of Service Messages and
local retrieval
Final version of predefined message.
SHAPE accepts that the completion date
of the 240 hours test is 16 December 1983
under the assumption that the schedule
delay has no impact on the final date
of completion of the CAMPS program (September
84).
It should be noted that CR is aming to
complete the 240 hours test as early as
possible, most likely in October or November
1983. If this is the case CR will immediately
start functional testing at SHAPE to be
completed in 1983.
Upon completion of the functional test
CR plansto immediately start the operational
test.
CR and SHAPE did discuss the details of
the update of the CAMPS master plan.
During this discussion CR stated that
it is of utmost importance that no tests
are delayed, but should be started as
earlyas possible to accomodate the CAMPS
schedule independent of holidays, etc.
SHAPE agreed that the 240 hours test could
start with the SW only partly completed.
CR assumed that the SHAPE approval of
each test case would occur within 2 days.
SHAPE agrees to approval of each test
result related to the 240 hours test,
but insists on a totalregression test
on the complete integrated CAMPS SW package.
It means that the last test to be approved
would be approved no later than two days
after completion of the last test case.
9. C̲o̲n̲s̲i̲d̲e̲r̲a̲t̲i̲o̲n̲s̲ ̲f̲o̲r̲ ̲t̲h̲e̲ ̲S̲W̲-̲T̲e̲s̲t̲ ̲R̲e̲s̲c̲h̲e̲d̲u̲l̲i̲n̲g̲
AppendixA and B gives a personnal statement
from Commodore Elfrink on the subjects.
Appendix A and B represents SHAPE's position
and CR does not concur with all statements
given there.
Concerning considerations for the rescheduling
of the completion f the 240 hours test,
CR referred to the contract for handling
delays in the clause: liquidated damages.
CR recognizes that SHAPE was caused problems
in the training area, and CR is willing
to compensate for the problem in the following
manner:
CR agreed to give additional training
to the MTs and RSTs already trained. It
will be given by the installation team
during the installation. Furthermore,
CR will support training of personnel
who have not participated in the MT training.
This ca be done by using vacant positions
on future MT courses and/or by adding
an additional MT course at no costs to
SHAPE.
SHAPE believed that the costs imposed
on SHAPE due to the rescheduling had to
be paid by CR. CR disagreed completely
with thisstatement.
CR cannot agree to accept any responsibility
for costs incurred by SHAPE.
SHAPE stated that there is a desperate
need for CAMPS to be installed in the
ACE environment.
10. A̲d̲d̲i̲t̲i̲o̲n̲a̲l̲ ̲U̲s̲e̲ ̲o̲f̲ ̲C̲A̲M̲P̲S̲ ̲E̲q̲u̲i̲p̲m̲e̲n̲t̲ ̲a̲t̲ ̲S̲H̲A̲P̲E̲
SHAPE expressed their concern about the
additional use of CAMPS equipment due
to the SW-delay. CR will avoid extensive
use of pars of the equipment by rotating
the equipment on the SW development systems.
11. S̲e̲a̲l̲e̲d̲ ̲V̲D̲U̲s̲
CR prefers not to seal the VDUs, but will
return to the issue after experience from
the first 3 sites installed.
12. T̲r̲a̲i̲n̲i̲n̲g̲
SHAPE raised the folowing problems:
a) Sufficient software shall be available
on the training system before training
is continued.
b) Some RST and MT students may have
left the program, when the sites are
ready for take over by the site personnel,
due to a delayin SPA.
c) The knowledge of the previous trained
MT/RST technicians logically decreases
due to the delay in SPA.
CR has proposed a new schedule for the
courses, see annex. Answers for the above
mentioned problems are:
a) When the training tarts according
to the proposed schedule, the software
for the training will be available
on the system assigned the training.
b) CR agrees to allowing new RST students
on the next two RST courses, provided
the number of students never is largerthan
10, including possible attendance
by Depot Level Technicians according
to separate contract.
To accomodate additional MT students,
an additional MT course has been planned
(please refer to the schedule).
c) CR proposes, that 1 week pracical
OJT training is repeated at the involved
sites by CR personnel present during
installation or integration. The personnel
doing the training shall have some
knowledge of how to conduct training.
Additionally, the proposed schedule has
the following advantage that all students
are trained in time for SPAs.
13. M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲ ̲M̲a̲n̲u̲a̲l̲
CR proposed SHAPE to send a RST and anMT
up to CR to evaluate and validate the
site documentation and in particular the
trouble shooting procedures.
SHAPE will respond to this proposal.
CR/SHAPE agreed to discus telex 1238 during
the meeting.
SHAPE/CR reviewed SHAPE telex CAMP log
No. 1238 with CR comments.
SHAPE SHAPE takes CR comments back for review.
The conclusion of the meeting was that
some items may have to be discussed at
a special meeting between SHAPE/SSG, SHNMO,
and CR-ILS.
CR CR will come up with a dae in week 30
for this meeting.
14. C̲A̲M̲P̲S̲ ̲V̲i̲d̲e̲o̲ ̲I̲n̲t̲r̲o̲d̲u̲c̲t̲i̲o̲n̲
CR presented an outline of the script
for part 3 of the Video Introduction and
a list of action items for SHAPE and CR.
This has been included in the minutes
of meeting as annex D.
SHAPE commented on some of the points, which
may have to be changed or deleted for security
reasons. SHAPE also pointed out a need for
help producing the actual script for the part
3 of the introduction, which all concerns
the CAMPS system.
SHAP and CR agreed on the following course
of actions:
a) SHAPE is presently working out the
script for part 1 and 2, and preparing
materials for recording
b) SHAPE will make recordings of part
1 and 2 during week 29 and 30, 1983.
c) Based on the outline presented during
this progress meeting and contact
between SHAPE and CR per letter, telex
or by telephone, SHAPE will work out
the first draft of the scrit for part
3. This will take place in the period,
week 31 through 33, 1983.
In week 34, SHAPE will send a representative
to CR for discussing and refining
the script for part 3 together with
CR.
d) During week 34, CR will enable the
SHAPE reresentative to get familiar
with the operation of the CAMPS equipment
(mainly user functions), using the
training equipment. CR will introduce
the system and the applicable functions
to be used for the video-presentation.
During the same week, the HAPE representative
can make the necessary preparations
for the coming RST course, starting
week 34, 1983.
e) During week 35 through 48, SHAPE will
finalize and finally approve the script,
and record the scenes not dependent
on the operation of he CAMPS.
f) In week 49, CR will send a representative
to SHAPE to discuss the results of
the already produced parts, and to
help making the scenes for the software
dependent parts of the introduction.
It should be noted, that this schedule
is lnked to the dry-runs on the CAMPS
system at SHAPE, before the functional
test warning that the previous discussed
adjustment of the Master Schedule
will be approved by SHAPE + CR.
CR will pay the cost estimated in CAMPS
log no: 1247, and providethe services
mentioned above at no cost to SHAPE, provided
the total Video Introduction is made unclassifed
and may be used by CR for commercial purposes.
16. P̲e̲n̲e̲t̲r̲a̲t̲i̲o̲n̲ ̲T̲e̲s̲t̲i̲n̲g̲
CR and SHAPE agreed that if proper equipment
is available penetrtion testing should
take place at CR in Ballerup.
SHAPE SHAPE will investigate the requirement
for HW configuration and load generators.
CR pointed out that they are not responsible
for the availability of equipment
on which to perform the penetrtion
testing. The CAMPS schedule may not
allow this.
17. I̲n̲v̲o̲i̲c̲e̲ ̲R̲e̲l̲a̲t̲e̲d̲ ̲S̲u̲b̲j̲e̲c̲t̲s̲
a) On SHAPE's request CR agreed to keep
the number of invoices to a minimum.
Each months there shall only be one
invoice on each contract in each crrency.
Continuation pages will be used instead.
b) Every time SHAPE does not pay the
full amount on an invoice, SHAPE will
forward an telex stating the exact
amount paid on each invoice.
SHAPE c) SHAPE agreed to deliver within
a week a list o invoices due,
but not paid, and the reasons
for withhelding the payment.
SHAPE d) Every half year starting 1st July
1983 SHAPE will forward a review
of invoices on CAMPS describing
what have been paid when and payments
due.
CR/ e) After 1st Juy CR and SHAPE will investigate
if
SHAPE another payment system on CAMPS
could be possible.
SHAPE f) CR proposed that CR accounting
and SHAPE met at SHAPE and went
through all previous invoices
to see if all payments have been
accounted correcty during the
CAMPS program. SHAPE will respond
to that.

"I am flabbergasted and concerned about what I have
been told tody concerning delay to the schedule.
I carefully delivered a statement to the NATO nations
through the P+P Committee a short time ago explaining
an earlier delay that CR expected. I carefully wrapped
it in a prepared statement so that CR would no be blamed
and I coordinated that statement in advance with CR
management. Now I am told of further delay of eight
weeks to 5 months in the software integration and for
several site delay in SPA of five months. In between
last January and now we hae sent 4 or 5 messages to
CR indicating our concern about possible slippage to
the schedule and one message I wrote myself to Mr.
Christian Rovsing I was always told that there would
be no substantial delay. I am concerned and disappointed.
I am ot sure how to express this to NATO. There will
be additional cost to SHAPE as a result of the slip
for example we probably have trained the wrong people.
Also, we have a contract with TRW to accomplish certification
of the system. The delay to theschedule will be costly.
I will delay completion of the training because of
the non-availability of the software for training purposes.
SHAPE's continued involvement in software development
will be costly.
You have given me cause to develop a lac of confidence
in your ability to accomplish what you schedule - this
is despite my efforts to support you during the last
few months. I did all I could to improve the relationsship
between CR and SHAPE since I took over from my predecessor.
Now I ee that I have been misled when I inquired about
scheduled performance. The problem is I do not know
what to believe from CR.
I would like a break in the meeting to discuss your
report and to formulate a statement for the report."

"I want you to know that the SHAPE team does hae confidence
in CR's ability to complete the contract. We know that
you have taken steps on your own to minimize delay
and in spite of problems which you have experienced
you are maintaining quality. HMAK assures us of this.
We do not have much coice, but to accept your announced
delay in scheduled software integration and test. However,
we would like to view what you have called delay as
a slippage of five months in the scheduled completion
of the 240 hours test including the five functios which
you have projected would not be completed by September
1, 1983 as part of the basic integrated and tested
software.
This slippage in the schedule completion of the 240
hours test according to your report will not affect
the September 1984date for completion of the 16th Site
(# 11).
We propose that a schedule be prepared by CR for SHAPE
approval reflecting the change to the completion date
for the 240 hours test and leaving unchanged the scheduled
final contract completion date fo final site SPA.
The schedule and milestones will have to be worked
out while the SHAPE project manager is here this week.
I would appreciate if the revised schedule would be
confirmed by top CR management not because of any legal
consideration but as a representation by Mr. Christian
Rovsing that he is personnally committed to CR's meeting
the schedule.
Further I ask for concrete suggestions from CR on how
to compensate SHAPE for the financial and other impact
upon SHAPE as a result o the delay to the schedule.
I also ask for any positive suggestions CR may have
concerning how to express the schedule slippage to
NATO in a cooperative way. Please do not send me back
to NATO for a third time.
As another point for your consideration it may be appropriate
to omit a progress meeting in July so that you can
concentrate on your performance.
I recognize that I am asking yo to do certain things
and you may wish to discuss them.
In response to Gert Jensen's inquiry concerning priority
of functions which will not now be ready by September
1983 and the rules for the start of the 240 hours test,
the commodore stated:
"It is up to you when you start the 240 hours test so that it
is completed by December 1983 as you have announced. We wish
to cooperate with you and we understand that the outstanding
functions do not necessarily have to be completed at the time
yo start the 240 hours test, but those functions must be completed,
integrated, and tested in order for you to complete the 240
hours test. When you start the test is up to you I am talking
about revised scheduled completion based on what you have reorted
at this meeting.
CR agreed to the proposal, but asked that the 1 December
1983 date be slipped to 16th December.

This is probably the appropriate point
for me to state that I am upset about
an old item. That item concerns the question
whether te contract required the preparation
and maintenance of an RSPL down to the
piece parts level or only to the replaceable
module level.
There were discussions including one at
Mr. Christian Rovsing's home one evening
in which I personally particiated, where
we agreed to a compromise by which CR
would complete the RSPL to the piece part
level at no cost to NATO, and we promised
to purchase the first years 270 day depot
SHAPE parts from CR at CR's cost plus
overhead and reasonable profit. Depite
that compromise, CR marked every item
in the piece parts list with a price for
the preparation and maintenance of the
piece parts RSPL. We could do nothing,
but agree on a compromise cost in order
to avoid problems. It was probably a gentleman
