is satisfactory if format line 15 is present.
Otherwise, the message shall be rejected to
message servicing;
2) Format line 6 or format line 10 (accounting
information.)
or 3) Neither Format line 6 or 10. In this case
further analysis may result in two different
actions.
a) The message has a valid format line 16
and (when format line 15 is present) the
validation of format line 15 is satisfactory.
The corresponding action is queuing to
the supervisor if SIC = SVC, otherwise
queuing to the MDCO.
b) The message does not pass the check of
a) satisfactorily and shall then be queued
for message servicing.
3.5.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
This line shall be composed of the elements (a), (b),
(c), (d), and (e) as described in section 3.5.1.

made under the provisions of section 3.4.1.5 of
CPS/230/ICD/0001.

This format line shall be assumed to be present when
a line is detected following the format line 5 and
starting with the sequence "FM(sp)" which may be preceded
by spurious (LS) characters. This format line contains
the originating Headquarter designation.
3.6.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
This line shall be composed of the elements (a), (b),
and (c) as described in section 3.6.1.

This format line lists the action addressee(s) in plain
language and may also contain Address Indicating Group(s)
and Collective Routing Indicator(s) (CRIs). It is
composed in accordance with one of the following forms:

3.7.2 A̲l̲t̲e̲r̲n̲a̲t̲i̲v̲e̲s̲

3.7.3 R̲e̲c̲e̲p̲t̲i̲o̲n̲
This format line shall be assumed to be present when
a line is detected immediately following format line
6 and starting with the sequence "TO(sp)" which may
be preceded by spurious (LS) characters. If this sequence
is followed by the sequence "(Routing Indicator)(FS)/(LS)(Address)(EOLF)",
where the routing indicator is any character sequence
containing from 4 to 9 characters starting with R or
U, the sequence between TO(sp) and (Address) shall
not be transmitted to the receiving terminals. Otherwise,
the complete printing line shall be transmitted to
the receiving terminals.
Other printing lines of format line 7 may be present
in the form "(Routing Indicator)(FS)/(LS)
(Address)(EOLF)". If such lines are present, the sequence
"(Routing Indicator)(FS)/(LS)" shall be replaced by
the sequence "(sp)" when transmitting the message to
the receiving terminals. Otherwise, the sequence "(sp)(sp)(sp)"
shall be inserted before printing the line as received.
3.7.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
This format line shall be composed as described in
section 3.7.1 and shall be based on the parameters
inserted during message preparation, section 3.4.1.11
of CPS/ICD/0001. It shall include the list of ACTION
addressee(s) in plain language and/or may also contain
AIGs or Address groups and/or Collective Routing Indicator(s)
(CRIs).
CRIs will not be used from staff cell preparation positions;
they will be used only in off-line encrypted messages.
Outgoing messages entered as complete messages to the
CAMPS system shall not be validated for ZEN-indication
in case of multiple transmissions.
3.8 I̲N̲F̲O̲R̲M̲A̲T̲I̲O̲N̲ ̲A̲D̲D̲R̲E̲S̲S̲E̲E̲(̲s̲)̲,̲ ̲F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲8̲
3.8.1 A̲C̲P̲ ̲1̲2̲7̲
This format line lists the information addressees of
the message. It shall be composed as the format line
for action addresses in section 3.7.1 except for the
first line starting sequence which is INFO(sp).
3.8.2 A̲l̲t̲e̲r̲n̲a̲t̲i̲v̲e̲s̲

3.8.3 R̲e̲c̲e̲p̲t̲i̲o̲n̲
This format line need not be present. It shall be
assumed to be present when a line is detected following
one of the recognized printing lines of format line
7, and starting with the sequence "INFO(sp)". The
first printing line of line 8 may continue with the
sequence "(Routing Indicator)(FS)/(LS)(Address)(EOLF)"
in which case the sequence "(Routing Indicator)(FS)/(LS)"
shall not be transmitted to the receiving terminals.
Other printing lines of format line 8 may be present
in the form "(Routing Indicator)(FS)/(LS)(Address)".
If such lines are present, the sequence "(Routing
Indicator)(FS)/(LS)" shall be replaced by the sequence
"(sp)(sp)(sp)(sp)(sp)" when the message is transmitted
to receiving terminals. Lines of any other format
occuring after the first printing line of format line
8, and before the format line 9 or 11, shall have one
space character inserted at the start of line when
transmitted to receiving terminals.
3.8.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
If INFORMATION addressees have been specified by the
originator under the provisions of section 3.4.1.11.2
of CPS/230/ICD/0001, this format line shall be present
and shall be as described in section 3.8.1.
3.9 E̲X̲E̲M̲P̲T̲ ̲A̲D̲D̲R̲E̲S̲S̲E̲E̲(̲s̲)̲,̲ ̲F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲9̲
3.9.1 A̲C̲P̲ ̲1̲2̲7̲
This format line contains exemptions from the addressee
list specified by an AIG, address group or collective
routing indicator (i.e. addressees with respect to
which no action should be taken). It is of the form:

Each exempt addressee is indicated individually:
The sequence XMT (sp) is used only with the first printing
line of this format line.
3.9.2 A̲l̲t̲e̲r̲n̲a̲t̲i̲v̲e̲s̲

This format line need not be present. It shall be
assumed to be present when a line is detected, following
one of the recognized printing lines of format line
7 or format line 8, which starts with the sequence
"XMT(sp)". Any other printing lines after the first
printing line of format line 9 and before the format
line 11 shall have four space characters inserted at
the start of line when transmitted to receiving terminals.
3.9.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
If the originator has employed AIG(s) to specify the
group of addressees, he may, under the provision of
Section 3.4.1.12 of CPS/230/ICD/0001 specify addressees
which should be excluded from the address list of the
message. The plain language addressees shall be those
specified by the originator as being EXEMPT, and the
format of this line shall be as shown in section 3.9.1.
3.10 G̲R̲O̲U̲P̲ ̲C̲O̲U̲N̲T̲ ̲A̲N̲D̲ ̲A̲C̲C̲O̲U̲N̲T̲I̲N̲G̲ ̲S̲Y̲M̲B̲O̲L̲,̲ ̲F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲1̲0̲
3.10.1 A̲C̲P̲ ̲1̲2̲7̲
GR(FS)1234(LS)EOLF and/or

This line consists of countable encrypted groups preceded
by the prosign "GR" (used only when the message text
contains countable encrypted groups) and/or the accounting
symbol consisting of a combination of letters used
to identify the agency, service, or activity which
is financially accountable for the messages.
3.10.2 A̲l̲t̲e̲r̲n̲a̲t̲i̲v̲e̲s̲

3.10.3 R̲e̲c̲e̲p̲t̲i̲o̲n̲
This format line is of relevance for automatic distribution
when the sequence "gr(fs)" is detected: the message
shall be queued by the system to a position specified
on a semipermanent basis by the supervisor.
This line is further considered present in case the
start sequence "AC" is detected.
3.10.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
The accounting information in this line may be present
only in messages entered as complete messages to CAMPS.
3.11 S̲E̲P̲A̲R̲A̲T̲O̲R̲,̲ ̲F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲1̲1̲
3.11.1 A̲C̲P̲ ̲1̲2̲7̲
This format line is mandatory in cases where the message
contains format line 5 and consists of sequence "BT(EOLF)".
It separates the format lines of the "heading" from
the "text" portion of a message.
3.11.2 A̲l̲t̲e̲r̲n̲a̲t̲i̲v̲e̲s̲

3.11.3 R̲e̲c̲e̲p̲t̲i̲o̲n̲
This format is mandatory in cases where the message
contains the format line 5. In such cases, when it
is not present, the message shall be rejected to the
message service position. The format line shall be
assumed to be present, if the sequence "BT(X)(EOLF)"
is detected where X represents either (LS) or (FS).
The sequence "X", if present, shall not be transmitted
to receiving terminals.

This format line shall be present in the form shown
in section 3.11.1.

Subject Indicating Codes are composed of 3
alpha characters and correspond to a predetermined
internal distribution pattern.
If more than one SIC occurs they shall be separated
by (FS)/(LS).
If the special handling designator SIC AAA
or one of the SIC's ABA, ACA and ADA is specified
this SIC shall be placed in position 1 of the
possible 3 SIC's.
If an exercise SIC is specified this SIC shall
be placed in position 1 or 2. If in position
2 the preceding SIC shall be of type AAA, ABA,
ACA or ADA.
The exercise SIC must be followed by at least
one SIC.
Exercise SIC's are in the range AE(x) to AZ(x).

3.12.3.1 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲1̲2̲a̲
This format line containing the classification word(s)
together with special category warnings (if used) shall
be checked with the corresponding security data in
format line 4 (refer to 3.4.1.a and b).
If a mismatch is detected, the message shall be guided
for message servicing, and the system shall allow for
a plaindress service message to be prepared and transmission
initiated by the service operator to the message originator
and appropriate command HQ. The format is standard
abbreviated plaindress format.
System actions related to detection of special category
warnings shall be according to section 3.2.2.3 of CPS/210/SYS/0001.
3.12.3.2 F̲o̲r̲m̲a̲t̲ ̲l̲i̲n̲e̲ ̲1̲2̲b̲
This format line, which is mandatory, shall be present
at the next printing line after format line 12A is
detected commencing with the sequence "SIC(sp)". The
format of this line is described in section 3.12.1.
If there is any departure from that format with the
exception of extraneous (LS) or (FS) characters or,
when the line is of acceptable format but any of the
SICs are not recognized as valid, the message shall
be handled as though the line had not been detected.
Messages with a SIC-SVC shall be considered as service
messages and shall be queued to the supervisor.
If the format line 12b is not detected as described
above, the message shall then either:
1) be queued for message distribution control position
provided that format lines 13 and 16
are present, and if format line 15 is present,
the validation check is satisfactory.
or
2) be rejected for message servicing if the conditions
in (1) above are not met.
System action related to detected SICs shall be
as specified in CPS/210/SYS/0001 figure 3.2.2.3.1-1.
3.12.3.3 F̲o̲r̲m̲a̲t̲ ̲l̲i̲n̲e̲ ̲1̲2̲c̲
This format line contains the exercise indication if
any. It shall be considered to be present, if within
two printing lines following the detection of format
line 12b, a line is detected commencing with the sequence
"EXER".
3.12.3.4 F̲o̲r̲m̲a̲t̲ ̲l̲i̲n̲e̲ ̲1̲2̲d̲
This format line will contain internal handling instructions
or privacy markings. It shall be considered to be
present, if within four printing lines following the
detection of format line 12b, a line is detected commencing
with the sequence "PERSONAL" or "ADDRESSED". If this
line is detected, the message shall be queued for message
distribution control.

This line shall be of the form indicated in section
3.12.1 (a) where the classification is that corresponding
to the entry made by the operator under the provisions
of section 3.4.12 of CPS/230/ICD/0001. Security classification
shall be followed by the special handling designator
as specified in section 3.12.1, if an entry was made
under the provisions of
section 3.4.1.3 of CPS/230/ICD/0001. Messages with
classification/spec. handling design. combination of
type NATO(sp)UNCLAS/spec. handling design. or CLEAR/spec.
handling design shall not be accepted for ACP 127 conversion.
3.12.4.2 F̲o̲r̲m̲a̲t̲ ̲l̲i̲n̲e̲ ̲1̲2̲b̲
This line shall be composed as described in section
3.12.1. It shall comprise the SIC line containing
the SICs entered under the provisions of section 3.4.1.13
of CPS/230/ICD/0001.

This line shall be inserted as described in section
3.12.1 whenever specified by drafter during preparation:

This format line comprises the "validation function"
and appears immediately before the end-of-transmission
function. It is of the following form:
a) (̲F̲S̲)̲ ̲ ̲ ̲ ̲(̲I̲T̲A̲2̲)̲: A prosign indicating that the
following digits are the originating station serial
number. This group will be at the beginning of
a printed line and preceded by the EOLF of the
previous line.
b) N̲N̲N̲(̲L̲S̲)̲A̲ ̲o̲r̲ ̲N̲N̲N̲(̲N̲)̲(̲L̲S̲)̲: The originating station
serial number. This is identical to that described
in section 3.3.1 (c).
This format line may not always appear. When it
does, the serial number in (b) should be the same
as that appearing in line 3.
3.15.2 A̲l̲t̲e̲r̲n̲a̲t̲i̲v̲e̲s̲
None.
3.15.3 R̲e̲c̲e̲p̲t̲i̲o̲n̲
This format is not mandatory. If present it shall
be of the format described in section 3.15.1. The
following conditions shall apply:
a) A validation check shall be applied if format line
3 and 15 are present. The numbers in both lines
should be the same, otherwise, the message shall
be rejected to the message service position for
further action.
b) The validation check shall not be applied if:
- format line 15 is not present
- format line 3 is not present
3.15.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
The format of this line shall be as shown in section
3.15.1. The originator station serial number shall
be that allocated by the system and which is used in
format line 3 described in section 3.3.1 and 3.3.4.

3.16.3 R̲e̲c̲e̲p̲t̲i̲o̲n̲
This format line constitutes the "end-of-transmission
function." The central processor shall accept as a
valid "end-of-transmission function" any sequence containing
"(CR)(LF)NNNX(LS)" in that order where 3 out of 4 N's
are present. An incorrect but acceptable sequence
shall be discarded and shall be replaced by the sequence,
prescribed in 3.16.1.
3.16.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
This line shall be as specified in section 3.16.1.
3.17 P̲I̲L̲O̲T̲ ̲F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲S̲
3.17.1 A̲C̲P̲ ̲1̲2̲7̲
A message may be preceded (see section 3.17.4) by a
pilot, which will be composed as follows:
(1) Format line A (equivalent to format line l)
(2) Format line B (equivalent to format line 2)
(3) Format line C (equivalent to format line 4)
It will be seen that the format line corresponding
to line 3 has been excluded in a message including
a pilot.
Format line 1 of the actual message (after the pilot)
shall only contain the SoM sequence (see 3.1.1 (e)
and (f)).
3.17.2 A̲l̲t̲e̲r̲n̲a̲t̲i̲v̲e̲s̲
These have been described in the sections 3.2.2, 3.2.2,
and 3.3.2.
3.17.3 R̲e̲c̲e̲p̲t̲i̲o̲n̲
Messages preceded by a pilot shall be detected as per
section 3.3: When the message format line 3 is missing
the message shall be queued for message servicing.
3.17.4 G̲e̲n̲e̲r̲a̲t̲i̲o̲n̲
The use of pilot to a message shall be connected to
the supervisory capability of rerun of outgoing messages.
3.18 R̲E̲A̲D̲D̲R̲E̲S̲S̲E̲D̲ ̲M̲E̲S̲S̲A̲G̲E̲
3.18.1 A̲C̲P̲ ̲1̲2̲7̲
A message may contain a "new" supplementary header
consisting of Format lines 1, 2, 3, 4, 5 and additionally

old message being readdressed and shall follow format
line 5, 7 or 8, or 9 as applicable.

Any sequence containing only the machine functions
(LF) and (CR) shall however also be accepted as a valid
"end-of-line" function provided the sequence contains:
1) At least one carriage return and one line feed
in either order.
2) In total, not more than 20 machine functions.
The equipment shall replace the erroneous sequence
with the correct "end-of-line" function.
4.2.1.2 A̲d̲d̲i̲t̲i̲o̲n̲a̲l̲ ̲s̲p̲a̲c̲e̲ ̲c̲h̲a̲r̲a̲c̲t̲e̲r̲s̲
The reception of one or more "space characters" after
an "end-of-line function" where not prescribed by format,
or in the prescribed position in a format line, but
differing in number from that prescribed, shall not
cause a message to be rejected provided at least one
"space character" occurs where one or more are prescribed.
Such additional space characters shall not be retained
by the central equipment.
4.2.1.3 A̲d̲d̲i̲t̲i̲o̲n̲a̲l̲ ̲l̲e̲t̲t̲e̲r̲ ̲s̲h̲i̲f̲t̲ ̲c̲h̲a̲r̲a̲c̲t̲e̲r̲s̲
Extra "letter shift" characters occuring between characters
in the letters case shall not be taken into account
by the processor in analysing incoming messages; the
superfluous "letter shift" characters shall not be
retained by the central equipment.
4.2.2 U̲n̲a̲c̲c̲e̲p̲t̲a̲b̲l̲e̲ ̲D̲e̲v̲i̲a̲t̲i̲o̲n̲s̲ ̲f̲o̲r̲ ̲U̲n̲c̲o̲n̲t̲r̲o̲l̲l̲e̲d̲ ̲L̲i̲n̲e̲s̲
4.2.2.1 G̲e̲n̲e̲r̲a̲l̲
When the rejectable condition of 4.2.2.2 is detected,
the processor shall treat subsequent characters received
over the same channel as belonging to the same message
up to a total of 12.000 characters (see section 4.2.2.5).
This is not so, however, if an "end-of-transmission"
function is detected. Message format analysis shall
continue for other format elements within the characters
ascribed to the message even when a rejectable condition
has been found. Termination of message shall be according
to 4.2.2.8.
For the deviations 4.2.2.3 to 4.2.2.7, the message
shall be terminated immediately after detection of
applicable deviation.
4.2.2.2 L̲i̲n̲e̲s̲ ̲w̲h̲i̲c̲h̲ ̲a̲r̲e̲ ̲t̲o̲o̲ ̲l̲o̲n̲g̲
When more than 69 printing characters or spaces (machine
advancing characters) are received after one "end-of-line"
function and before the reception of the next, the
message shall be rejected to the message service position
for further action.
4.2.2.3 H̲a̲l̲t̲e̲d̲ ̲m̲e̲s̲s̲a̲g̲e̲s̲
If, during the reception of a message, no characters
are received for 30 seconds on a low-speed channel
or 5 seconds on a medium-speed channel, the processor
shall terminate the message being received, as described
in section 4.2.2.8 and discard all further characters
received until the reception of a new "start-of-message".
The terminated message shall be rejected to the service
position and a report made to the supervisor warning
him of this condition.
4.2.2.4 C̲o̲n̲s̲e̲c̲u̲t̲i̲v̲e̲ ̲i̲d̲e̲n̲t̲i̲c̲a̲l̲ ̲c̲h̲a̲r̲a̲c̲t̲e̲r̲s̲
If the system detects that more than 140 identical
consecutive characters have been received over the
same channel, the message shall be terminated as described
in section 4.2.2.8 and a report shall be made to the
supervisor warning him of this condition. The message
so terminated shall be queued for message servicing.
Further characters received over that channel shall
not be retained until a new "start-of-message" is detected.
If this condition occurs on certain channels as determined
by the supervisor, a suitable service message shall
be automatically transmitted to the station concerned.
The provision of this section shall not apply to format
line 12 g of data messages.
4.2.2.5 O̲v̲e̲r̲s̲i̲z̲e̲d̲ ̲m̲e̲s̲s̲a̲g̲e̲s̲
If an "end-of-transmission" function is not detected
after receipt of 12.000 characters of a message following
the detection of a valid "SOTF" sequence, the message
shall be terminated with the sequence described in
4.2.2.8. The message shall be queued for message servicing
to decide on further handling.
4.2.2.6 N̲o̲ ̲s̲t̲a̲r̲t̲-̲o̲f̲-̲t̲r̲a̲n̲s̲m̲i̲s̲s̲i̲o̲n̲ ̲f̲u̲n̲c̲t̲i̲o̲n̲s̲
R̲e̲j̲e̲c̲t̲a̲b̲l̲e̲ ̲c̲o̲n̲d̲i̲t̲i̲o̲n̲s̲
If the processor has not detected the sequence "VZCZC"
after the reception of 100 characters following the
previous "end-of-message" sequence, the system shall
send a warning message to the supervisor indicating
possible garbling on the channel involved. The characters
received on that channel shall be discarded by the
processor until the next "SOTF" sequence is detected.
4.2.2.7 C̲o̲n̲s̲e̲c̲u̲t̲i̲v̲e̲ ̲S̲O̲T̲F̲ ̲s̲e̲q̲u̲e̲n̲c̲e̲s̲
When two valid "SOTF" sequences are received over a
channel without an intervening "end-of-transmission"
function, the incomplete message associated with the
first "SOTF", shall be rejected to the message service
position for further action. The provisions of 4.2.2.8
shall apply.
4.2.2.8 M̲e̲s̲s̲a̲g̲e̲ ̲T̲e̲r̲m̲i̲n̲a̲t̲i̲o̲n̲
When a message is terminated before the detection of
the end-of-transmission function, the sequence "̲(̲E̲O̲L̲)̲A̲U̲T̲O̲M̲A̲T̲I̲C̲(̲s̲p̲)̲T̲E̲R̲M̲I̲N̲A̲T̲I̲O̲N̲(̲E̲O̲L̲)̲"̲
shall be appended to it.
