Christian Rovsing A/S is pleased to submit the enclosed
proposal in response to HCAA Request for Tender: EX22/1983.
The decision to bid represents a commitment on the part
of Christian Rovsing A/S devote its resources and technical
talents to a successful implementation of the Automatic
Message and Data Switching Centre at Athinai Airport,
Greece.
For the past decade, a large percentage of Christian Rovsing
A/S resources has been dedicated to the development of
Advanced Communications Systems. The company has participated
in several major programmes as either Prime Contractor
or Principal Sub-Contractor for customers such as Air
Canada, American Airlines, and NATO.
Based on this extensive communications experience, Christian
Rovsing A/S has prepared a proposal to HCAA that meets
the HCAA requirements, namely:
o The technical specifications
o A three phase implementation to suit the immediate
needs and the CBI and CIDIN functional expansions,
with provision for the ICAO CIDIN specifications to
be defined.
o A financial proposal with extensive benefits for the
Hellenic economy, including provision for export of
Greek produce.
o A wide range of possibilities, including
- simple to a complex maintenance
- separate software development and maintenance
system
- documentation, training, and provision of spare
parts to suit the range of possible concepts.
- transport: FOB, CF, or CIF as desired.
The proposal consists of 4 parts in order to provide the
required information in a clear, logical description.

o Part I provides the Management Proposal, including
a description of related projects that have been undertaken
by Christian Rovsing A/S. The Management Proposal also
describes the management approach for the Hellenic
ASC.
o Part II provides a technical description of the operational
technical, and functional aspects of the ASC to meet
the requirements. This is in direct response to Part
B, Technical Specifications of the Athinai Automatic
Message and Data Switching Center.
o Part III provides a system description, including the
system configuration, functions, and hardware.
o Part IV provides detailed financial and contractual
information, but as requested, Financial Form Alpha
is attached to this letter. Part IV responds directly
to Part A, Administrative and contractual terms and
conditions.
Please note that the proposed Automatic Message and Data
Switching Centre will be based on message handling systems
that already exist in Greece, namely a NATO NICS TARE
site and two NATO CAMPS sites. Christian Rovsing A/S would
be pleased to assist the HCAA in arranging a visit to
these facilities to demonstrate the advanced state of
technology of these facilities and of the proposed implementation.
Christian Rovsing A/S hopes that the enclosed proposal
meets with HCAA satisfaction, and we look forward to further
discussions with the Hellenic Civil Aviation Authority.
