This document defines the work performed by ILS in
support of the FIKS project. Change in the scope of
work may be made in the future with appropriate change
of statement of work as well as budget.
2̲ ̲ ̲S̲I̲T̲E̲ ̲P̲R̲E̲P̲A̲R̲A̲T̲I̲O̲N̲ ̲A̲N̲D̲ ̲I̲N̲S̲T̲A̲L̲L̲A̲T̲I̲O̲N̲
2.1 S̲C̲O̲P̲E̲
ILS will deliver material and services to FIKS concerning
site preparation and site installation in accordance
with the requirements stated in this section
Definitions/abbreviations:
ILS Integrated Logistic Support.
FIKS FIKS Project Group.
Contractor CR.
Customer AMC.
2.2 D̲E̲L̲I̲V̲E̲R̲Y̲ ̲S̲C̲H̲E̲D̲U̲L̲E̲
The schedule of deliveries from ILS as well as FIKS
are contained in Appendix A.
2.3 W̲O̲R̲K̲ ̲B̲R̲E̲A̲K̲ ̲D̲O̲W̲N̲
a) The effort is divided into the following work packages:
1) Site surveys
2) Installation plans
3) Activities during the site preparation period.
4) Site verification
5) As-installed documentation
6) Transportation
7) Site Installation
2.4 S̲I̲T̲E̲ ̲S̲U̲R̲V̲E̲Y̲S̲
2.4.1 S̲u̲r̲v̲e̲y̲ ̲P̲l̲a̲n̲n̲i̲n̲g̲
a) A visit to each site is planned to take place As
stated in appendix A.
b) Details concerning each visit and sequence of sites
will be subject to coordination between ILS/FIKS
and AMC.
2.4.2 A̲c̲c̲o̲m̲p̲l̲i̲s̲h̲m̲e̲n̲t̲ ̲o̲f̲ ̲S̲i̲t̲e̲ ̲S̲u̲r̲v̲e̲y̲s̲
The purpose of site surveys is to gather information
necessary to prepare the installation plans and to
verify AMC delivered documents/drawings.
2.4.2.1 I̲L̲S̲ ̲R̲e̲s̲p̲o̲n̲s̲i̲b̲i̲l̲i̲t̲i̲e̲s̲ ̲C̲o̲n̲c̲e̲r̲n̲i̲n̲g̲ ̲S̲i̲t̲e̲ ̲S̲u̲r̲v̲e̲y̲s̲
ILS responsibilities will comprise the following tasks:
1) To determine/verify the physical location of each
piece of equipment in cooperation with customer.
2) To determine runs of all interface cables to AMC
equipment and runs of all interconnecting cables
between FIKS equipments. It will be decided whether
or not the cables is to be runned in cable ducts.
The contractors and customers responsibilities
concerning the cabling will be discussed and clarified.
3) To investigate existing or planned environmental
control facilities.
4) To investigate requirements to power installations.
The quantity, type and location of utility outlets
in conjunction with major equipment locations will
be considered.
5) To investigate requiremens to grounding sytems.
A terminal or jack near to each piece of major
equipment is to be provided by AMC. The survey
team will investigate location and type of this
terminal or jack.
6) To verify the access routes, along which major
equipments have to be moved from entrance to installation
area. The smallest dimension is to be measured
and compared with the largest piece of equipment.
7) To verify EMI/RFI and other requirements to the
installations and to determine restrictions or
limitations, if any, to the installation work to
be performed.
8) To establish an interface to the FIKS responsible
site personnel and to get an agreement on site
facilities and support required for ILS and FIKS
to perform work on site, such as: receiving of
equipment and spares, handling support, temporary
storage, access and on site facilities and services
for ISL/FIKS personnel, on site laison etc.
9) To discuss and clarify the on site responsibilities
of contractor and customer.
10) To complete the site survey questionnaire developed
by ILS.
2.4.2.2 F̲I̲K̲S̲ ̲R̲e̲s̲p̲o̲n̲s̲i̲b̲i̲l̲i̲t̲i̲e̲s̲ ̲c̲o̲n̲c̲e̲r̲n̲i̲n̲g̲ ̲S̲i̲t̲e̲ ̲S̲u̲r̲v̲e̲y̲s̲
FIKS will participate in the surveys with one representative
who is confident with all details of the FIKS system
concept and hardware configuration. The respresentative
will participate in the tasks outlined in para 2.4.2.1
above.
2.4.3 P̲r̲e̲p̲a̲r̲a̲t̲i̲o̲n̲ ̲o̲f̲ ̲S̲i̲t̲e̲ ̲S̲u̲r̲v̲e̲y̲s̲
2.4.3.1 I̲L̲S̲ ̲R̲e̲s̲p̲o̲n̲s̲i̲b̲i̲l̲i̲t̲i̲e̲s̲
The following task/documents shall be accomplished
by ILS prior to site survey:
1) A site survey questionnaire and checklist which:
- Identifies all inspections, examinations and
verifications to be carried out during the
survey. It shall further describe all areas
of decisions to be taken during the visits
(location of major equipment, runs of cables,
power, logistic support etc.).
- Lists all questions concerning transport, access
to site, access to rooms allocated for FIKS,
physical characteristics of FIKS rooms, data
concerning installation etc.
This document shall be reviewed by FIKS.
2) A set of facility drawings for each site will be
provided by FIKS/AMC prior to each site survey.
The facility drawings shall contain all informations
which have impact on FIKS equipment installation
with regard to: Access routes, corridors and passage
ways between FIKS equipment rooms, room dimensions,
customer installed equipment, power and power installations,
ventilation, environmental data, EMI/RFI requirement
to FIKS equipment installations (including ground
and ground installations), mounting requirements,
if any.
The adequacy of these facility drawings will be
verified during the site survey. The drawings
will be reviewed prior to site survey and if necessary
supplementary drawings must be requested by ILS
at each site visit.
3) Based upon the facility drawings and the data delivered
by FIKS (described in para 2.4.3.2 below) ILS will
work out preliminary requirements to sites concerning
site preparation.
Final site preparation requirement will be delivered
after site survey as part of the installation plans.
2.4.3.2 F̲I̲K̲S̲ ̲R̲e̲s̲p̲o̲n̲s̲i̲b̲i̲l̲i̲t̲i̲e̲s̲
The following task/documents will be accomplished by
FIKS prior to site surveys:
1) Physical characteristics of equipment to be installed.
The data will cover the following items: equipment
type, QTY, dimensions, weight, power consumption/heating
(KVA/KW), floor space, floor load, clearance dimensions,
mounting requirements, grounding requirements,
power and signal interface (types of plugs and
jackets), including EMI/RFI equipment data and
shock/vibration data. (Equipment will include
furniture and test equipment).
2) Hardware configurations for each main site (node/mede)
with associated comcenters, SCC's and remote terminals/centers.
The approximate distance between centers shall
be included together with all customer furnished
equipment connected to FIKS equipment at these
centers. Type and quantity of all external interface
cables and interconnecting cables between equipment
shall be given.
3) Special requirements to site or other pertinant
data to be discussed or questioned during the site
surveys and, therefore, to be incorporated in the
site survey questionnaire.
ILS will accept that the above data are preliminary.
Final data will be delivered in time for preparation
of the installation plans.
2.5 I̲N̲S̲T̲A̲L̲L̲A̲T̲I̲O̲N̲ ̲P̲L̲A̲N̲S̲
2.5.1 G̲e̲n̲e̲r̲a̲l̲
a) The installation plans will comprise site preparation
requirements and hardware installation drawings.
The plans are to be delivered in accordance with
Appendix A.
b) The plans will be reviewed and approved by FIKS/AMC.
c) The site preparation requirements should describe
all works that need to be accomplished by AMC to
prepare the site for contractors equipment installation.
d) The hardware installation drawings shall show how
all major equipment at each location are to be
installed and integrated.
2.5.2 D̲e̲l̲i̲v̲e̲r̲y̲ ̲o̲f̲ ̲D̲a̲t̲a̲ ̲t̲o̲ ̲I̲L̲S̲
2.5.2.1 D̲e̲l̲i̲v̲e̲r̲y̲ ̲o̲f̲ ̲D̲a̲t̲a̲ ̲f̲r̲o̲m̲ ̲F̲I̲K̲S̲
a) Preliminary equipment characteristics and hardware
configuration will be delivered by FIKS prior to
site surveys as described in para 2.4.3.2.
b) Final equipment characteristics and hardware configuration
will be delivered by FIKS 3 months prior to scheduled
submission of installation plans. This delivery
will further include:
- cable inter connection diagrams showing cable
numbers, reference designators of plugs and
jackets.
- wire list for all power and signal cables,
if applicable.
- cross connection frames and patch panels details,
if applicable.
c) The data described above might be changed by the
EMI/RFI measurements performed by AMC prior to
site installation. FIKS will incorporate such
changes before final delivery of above data.
2.5.2.2 D̲e̲l̲i̲v̲e̲r̲y̲ ̲o̲f̲ ̲D̲a̲t̲a̲ ̲f̲r̲o̲m̲ ̲A̲M̲C̲
FIKS will ensure that final data will be delivered
to ILS as scheduled in Appendix A for the preparation
of installation plans. The data will include:
a) Additional data requested by ILS during or after
site survey. (An earlier delivery date might be
negotiated during the survey).
b) EMI/RFI site design data.
c) A set of final facility drawings updated with the
changes caused by the EMI/RFI measurements performed
by AMC.
d) Interface characteristics including type of mating
connector and cable for all customer furnished
equipment to be interconnected to FIKS.
2.5.2.3 C̲h̲a̲n̲g̲e̲s̲ ̲t̲o̲ ̲D̲a̲t̲a̲ ̲D̲e̲l̲i̲v̲e̲r̲e̲d̲
Until the final delivery of data from FIKS and AMC,
ILS will incorporate the changes in his documentation
with no impact on cost and schedule.
2.5.2.4 P̲r̲e̲p̲a̲r̲a̲t̲i̲o̲n̲ ̲o̲f̲ ̲I̲n̲s̲t̲a̲l̲l̲a̲t̲i̲o̲n̲ ̲P̲l̲a̲n̲s̲
a) The following data will form the basis for preparing
the installation plans:
1) The facility drawings
2) The site survey report
3) The equipment characteristics and hardware
configuration
4) Additional information obtained after site
survey.
b) The documentation to be prepared will include:
1) Site layout with major equipment (racks, VDU,
printers etc.)
2) Cable runs of all interface cables and interconnecting
cables to be installed and cable ducts if applicable.
Cable number, and reference designator of
connectors shall be shown.
3) Air conditioning requirements
4) Power installation requirements and interfacing
5) Grounding requirements and interfacing
6) Wire lists of all power and signal cables,
if applicable
7) Cross connection frames and patch panel details,
if applicable
8) Equipment layout of each piece of major equipment
with all interface connectors, weight, clearance
dimensions, power consumption, mounting details
etc., if applicable.
2.6 A̲C̲T̲I̲V̲I̲T̲I̲E̲S̲ ̲D̲U̲R̲I̲N̲G̲ ̲T̲H̲E̲ ̲S̲I̲T̲E̲ ̲P̲R̲E̲P̲A̲R̲A̲T̲I̲O̲N̲ ̲P̲E̲R̲I̲O̲D̲
a) The site preparation period will commence with
ILS delivery of installation plans for the first
site.
b) During this period, efforts is on final coordination
and liason in connection with site preparation
in addition to delivery of installation plans and
installation at sites.
c) FIKS/AMC will issue approval or a list of deficiences
of the drawings within 15 days after receipt.
d) All changes submitted by AMC resulting from the
site preparation as well as design modification
to FIKS equipment will be recorded by ILS for later
update of the master documentation file at time
of delivery of as-installed documentation.
2.7 S̲I̲T̲E̲ ̲V̲E̲R̲I̲F̲I̲C̲A̲T̲I̲O̲N̲
a) The verification of each site is scheduled to take
place as stated in Appendix A.
b) The verification shall prove if the site is ready
for installation of the FIKS equipment.
c) The proving will consist of inspections and tests
according to a site verification procedure.
d) The procedure will be prepared on the basis of
the installation plans, AMC provided facility drawings
and equipment description.
e) Test reports proving correct functioning of the
AMC installed equipment and lines shall be reveiwed
during the verification and incorporated in the
verification report. FIKS will ensure that AMC
is informed of this task.
f) The procedure is to be signed off by the participants
and issued as a site verification report.
g) Discrepancies found during the verification will
be recorded together with corrective actions to
be taken and completion date of action taken.
h) The site is first to be considered ready for installation
after successfull completion of the verification,
i.e. major discrepancies may result in a second
verification.
2.7.1 E̲f̲f̲o̲r̲t̲ ̲B̲r̲e̲a̲k̲ ̲D̲o̲w̲n̲
a) The following will participate in each site verification:
- One ILS representative
- One FIKS -
- One AMC -
b) Preparation of a site verification procedure to
be approved by FIKS.
2.8 A̲S̲-̲I̲N̲S̲T̲A̲L̲L̲E̲D̲ ̲D̲O̲C̲U̲M̲E̲N̲T̲A̲T̲I̲O̲N̲
a) As-installed documentation for each site is to
be delivered in accordance with appendix A.
b) The documentation shall show how all major equipment
at each location have been installed and integrated.
c) During site installation a copy of the installation
plans will be marked up to reflect any deviations.
The marked up drawings will be reviewed by AMC
who will ensure approval within 15 days of receipt.
2.8.1 D̲r̲a̲w̲i̲n̲g̲s̲/̲D̲o̲c̲u̲m̲e̲n̲t̲s̲ ̲t̲o̲ ̲b̲e̲ ̲p̲r̲e̲p̲a̲r̲e̲d̲
The as-installed documentation will comprise up-dated
installation plans.
2.9 T̲R̲A̲N̲S̲P̲O̲R̲T̲A̲T̲I̲O̲N̲
a) FIKS will demount and pack the equipment according
to a transportation plan to be approved by FIKS.
b) FIKS will start demounting and packing one day
after factory acceptance test is completed. At
the same time spares, furnitures, tools and test
equipment will be ready for packing. The equipment
will be transported to each site by truck.
2.9.1 P̲a̲c̲k̲i̲n̲g̲
The equipment will be packed as follows:
a) 2 or 3-bay racks are separated and crated on a
wooden pallet. Crates, fans, main filters and
in-rack cabling will remain mounted in the rack.
b) Modules and power supplies are demounted and packed
individually.
2.9.2 S̲h̲i̲p̲p̲i̲n̲g̲ ̲D̲o̲c̲u̲m̲e̲n̲t̲s̲
Requirements to shipping documentation, if any, wil
be provided by FIKS in time to be included in the transportation
plan.
2.10 S̲I̲T̲E̲ ̲I̲N̲S̲T̲A̲L̲L̲A̲T̲I̲O̲N̲
2.10.1 G̲e̲n̲e̲r̲a̲l̲
a) ILS will install the equipment at each site in
accordance with an installation plan to be approved
by AMC.
b) The installation plan will be prepared after site
surveys and will discuss the following items:
1) ILS organisation to be set up for FIKS installation
2) Responsibilities of contractor and customer
concerning installation
3) Installation tasks to be performed.
c) This installation plan shall be incorporated in
the system integration plan to be prepared and
submitted by FIKS.
d) The installation schedule is listed in Appendix
A.
2.10.2 H̲a̲r̲d̲w̲a̲r̲e̲ ̲T̲e̲s̲t̲
a) The installed hardware will be tested at the completion
of each site installation. The test will be carried
out with M&D software developed by FIKS in accordance
with a test procedure prepared by FIKS. The test
shall verify that the hardware is functioning as
at time of factory acceptance. ILS responsibility
concerning site installation is considered completed
by this hardware test. If the hardware test shows
failures which cannot be solved by ILS within reasonable
time FIKS will take over and solve the problem.
b) The M&D software and test procedure will be delivered
to ILS for approval at least 4 months prior to
scheduled installation of the first site.
2.10.3 F̲I̲K̲S̲ ̲s̲u̲p̲p̲o̲r̲t̲ ̲c̲o̲n̲c̲e̲r̲n̲i̲n̲g̲ ̲I̲n̲s̲t̲a̲l̲l̲a̲t̲i̲o̲n̲
Installation technicians from ILS shall be trained
in integration and test of the FIKS equipment by participation
in all stages of system integration and test at factory.
3̲ ̲ ̲M̲A̲I̲N̲T̲E̲N̲A̲N̲C̲E̲
Not applicable.
Experienced in-house labor which can be transferred
to the maintenance section in the warranty period is
not available. The maintenance function will then require
a training period commencing March 80. This has proved
unacceptable to the FIKS project which will consequently
perform maintenance themselves.

No training will be performed by ILS under this agreement.
