Test Specification and Procedures" is:
a. To provide a coherent outline of the necessary
activiies required for the "Site Provisional Acceptance"
(SPA).
b. To define the acceptance criterias for each individual
activity.
c. To define the responsibilities for conducting and
coordinating the test activities.
d. To define the personnel-, quipment-, and software
requirements for the test/inspection activities.

2.1 G̲E̲N̲E̲R̲A̲L̲
The acceptance test activity is the conclusion of the
tasks contained in the equipment quality and assurance
provision.
prior to the acceptance test activity, a hierarchy
of tests and verifications have been exercised to prove
the equipment compliance with the contractual requirements.
2.2 S̲I̲T̲E̲ ̲P̲R̲O̲V̲I̲S̲I̲O̲N̲A̲L̲ ̲A̲C̲C̲E̲P̲T̲A̲N̲C̲E̲ ̲(̲S̲P̲A̲)̲
Site Provisional Acceptance is the ac whereby SHAPE
will acknowlegde by protocol that CR has fully demonstrated
that the Site is complete and ready for initial operation.
The SPA will take place when the following requirements
have been met:
a. Completion of the agreed on-site H/Wverification.
(Ref. section 6).
b. Completion of the agreed on-site S/W verification.
(Ref. section 7).
c. Verification of the site inventory.
(Ref. section 4).
d. Verification of the ECO status level.
(Ref. section 5).
e. ACE COMSEC onsite verification.
(Ref. section 8).
f. The ATBB drawings have been updated to "As Built"
drawings.
(Ref. section 9).
g. If applicable, availability of a mutually agreed
discrepancy list showing the agreed date for clearance
of each listed iscrepancy.
2.3 T̲E̲S̲T̲ ̲A̲N̲D̲ ̲V̲E̲R̲I̲F̲I̲C̲A̲T̲I̲O̲N̲ ̲M̲E̲T̲H̲O̲D̲S̲
The following definition apply for the verification
methods:
2.3.1 E̲x̲a̲m̲i̲n̲a̲t̲i̲o̲n̲/̲I̲n̲s̲p̲e̲c̲t̲i̲o̲n̲
This method is nonfunctional verification such asvisual
inspection of the physical characteristics of the item
or of the documentation associated with the item.
2.3.2 A̲n̲a̲l̲y̲s̲i̲s̲
This method is a nonfunctional verification, such as
reduction or translation of data, review of analytical
data, orreview of performances from a detailed test.
Data may be brought forward from previous tests.
2.3.3 T̲e̲s̲t̲/̲D̲e̲m̲o̲n̲s̲t̲r̲a̲t̲i̲o̲n̲
This method of testing is to functionally exercise
the equipment so that measurements and observations
of correct operationcan be made. Elements not directly
measured or observed are demonstrated by implication.
2.4 T̲E̲S̲T̲ ̲P̲R̲O̲C̲E̲D̲U̲R̲E̲ ̲F̲O̲R̲M̲S̲ ̲A̲N̲D̲ ̲N̲O̲T̲A̲T̲I̲O̲N̲S̲
All test procedures contained in section 3, 6, and
7 are described in the forms shown in Figure 2.4.1

For each function/inspection to be verified the test
overview form is used to identify the test cases required.
Each identified test case is described in details
on the test steps form.
the test steps form contains the detailed step b step
procedure for execution of the test cases.
The procedure for each test case is described by the

a. All test results or indications of compliance with
expected results shall be recorded in the test
steps form.
b. The test steps form shall be signed by atleast
one representative from SHAPE and one representative
from CR.
2.6 T̲E̲S̲T̲ ̲E̲V̲A̲L̲U̲A̲T̲I̲O̲N̲
Evaluation of the test results will be performed by
comparation of test results with expected results or
by assurance of compliance between requirements an
the referenced documentation.
2.7 A̲C̲C̲E̲P̲T̲A̲N̲C̲E̲ ̲C̲R̲I̲T̲E̲R̲I̲A̲S̲
2.7.1 N̲o̲t̲i̲c̲e̲ ̲o̲f̲ ̲D̲e̲f̲e̲c̲t̲s̲
a. If during the SPA procedure a problem is encountered,
the problem is either categorized as a discrepancy
or a defect.
b. SHAPE will deliver to CR in writin a "Notice of
Defects" listing the defects which prevented provisional
acceptance of the site.
2.7.2 D̲i̲s̲c̲r̲e̲p̲a̲n̲c̲y̲
a. Discrepancy as referred to in section 2.7.1 means
a noncompliance which does not prevent completion
of site provisional acceptace.
b. All discrepancies existing at the time of signing
the "Site Provisional Acceptance Protocol" will
be listed in the protocol together with dates for
correction of each discrepancy.
2.7.3 D̲e̲f̲e̲c̲t̲s̲
Defects as referred to in section 2.7.1 means any non-compliance
with the CAMPS contract No. CE80-9009-INF which prevents
the normal operation of the site.
2.7.4C̲o̲r̲r̲e̲c̲t̲i̲o̲n̲ ̲o̲f̲ ̲D̲e̲f̲e̲c̲t̲s̲ ̲N̲o̲t̲i̲c̲e̲
If a "Notice of Defect" has been issued, SHAPE will
deliver in writing a "Correction of Defects Notice"
when the listed defects have been corrected.
2.8 H̲A̲R̲D̲W̲A̲R̲E̲/̲S̲O̲F̲T̲W̲A̲R̲E̲ ̲C̲O̲N̲F̲I̲G̲U̲R̲A̲T̲I̲O̲N̲
2.8.1 H̲a̲r̲d̲w̲a̲r̲e̲ ̲C̲o̲n̲f̲i̲g̲u̲r̲a̲t̲i̲o̲
The tests will be conducted on all on-site installed
CAMPS hardware for main site 07 according to ref. 6.
2.8.2 S̲o̲f̲t̲w̲a̲r̲e̲ ̲C̲o̲n̲f̲i̲g̲u̲r̲a̲t̲i̲o̲n̲
The software required for conducting the tests will
be the complete CAMPS S/W system and the Maintenance
diagnostic package.
2.8.3 S̲H̲A̲P̲E̲/̲T̲H̲N̲ ̲S̲u̲p̲p̲l̲i̲e̲d̲ ̲E̲q̲u̲i̲p̲m̲e̲n̲t̲
a. Conductance of the S/W Verification Acceptance
Test requires the availability of the NICS TARE,
CRT, ACE CCIS, SCARS II, and the Point-to-Point
connections.
b. If one or more of the nterfaces are not available,
CR shall proceed with all of those components of
the system that are independent of the missing
interfaces.
c. In this case SHAPE will give Site Provisional Acceptance,
not withstanding the inability to test all interaces,
providing all other aspects of the test are completed.
2.9 S̲P̲A̲ ̲A̲C̲C̲E̲P̲T̲A̲N̲C̲E̲ ̲P̲R̲O̲T̲O̲C̲O̲L̲
a. The SPA Acceptance Protocol will be submitted by
SHAPE.
b. All comments or/and discrepancies reported in the
following sections will be recorded n the SPA Acceptance
Protocol:
1. Section 3: The test steps forms for test No.
1.
2. Section 4: The verification part or the inventory
list.
3. Section 5: The test steps frms for test No.
2.
4. Section 6: The test steps forms for test No.
3.
5. Section 7: The test steps forms for test No.
4.
6. Section 8: The result of the COMSEC on-site
verification.
c. Upon completion of the SPA procedure and when no
"Notice of Defects" has been issued, the SPA Acceptance
Protocol will be signed by at least one representative
from SHAPE and one representative from CR.
2.10 D̲A̲T̲E̲ ̲O̲F̲ ̲T̲H̲E̲ ̲S̲P̲A̲
a. he date of signature of the SPA Acceptance Protocol
marks the date of the SPA.
b. If SHAPE delivers a "Notice of Defects" then the
date on which SHAPE signs the "Correction of Defects
Notice" shall be the date of the SPA.
c. The date of the SPAmarks the time at which SHAPE
takes over the responsibility of the site and the
operation of the site can commerce.
3 O̲N̲-̲S̲I̲T̲E̲ ̲H̲A̲R̲D̲W̲A̲R̲E̲ ̲I̲N̲S̲P̲E̲C̲T̲I̲O̲N̲
3.1 G̲E̲N̲E̲R̲A̲L̲
The purpose of the on-site hardware inspection is to
check the overall physical condition of the installed
equipment.
3.2 T̲E̲S̲T̲ ̲G̲R̲O̲P̲S̲
This section has been subdivided into two test groups:

a. All installed equipment is visual inspected for
damage, mechanical functions etc.
b. The installation of the equipment, positioning,
terminal location etc. are checked against the
updated as-to-be-built drawings.
c. During the inspection the system will be operating
in idle.
d. If during the inspection any comments are necessary,
these comments will be recorded in the test steps forms.

4.4 C̲H̲E̲C̲K̲I̲N̲G̲ ̲P̲R̲O̲C̲E̲D̲U̲R̲E̲
a. All items with serial numbers are cheked against
the serial number in column 5 of the inventory
list.
b. In case of any discrepancy between the checked
item seral number and the serial number in the
inventory list, the inventory list shall be updated
with the new serial number of th checked item.
c. The quantity of received items are recorded in
column 11 (rec. qty.) of the inventory list and
compared with the quantity of delivered items (del.
qty.) in column 10.
d. Discrepancies between received and delivered items
will e recorded in the verification part of the
inventory list.
e. The verification part of the inventory lists is
signed by one representative from SHAPE and one
representative from CR.
4.5 I̲N̲V̲E̲N̲T̲O̲R̲Y̲ ̲C̲H̲E̲C̲K̲ ̲C̲O̲N̲S̲T̲R̲A̲I̲N̲T̲S̲
All internal cables and mechanical assemblies without
serial No., line item 0277 through 0370 in the inventory
list, will not be checked as some o the items are inaccessible
without demounting the racks.

The inventory check will be conducted by CR and witnessed
by at least one representative from SHAPE or the THN
property section.
Both parties will record th results of the inventory
check in each copy of the inventory check list.
4.7 R̲E̲S̲P̲O̲N̲S̲I̲B̲I̲L̲I̲T̲Y̲
a. The marked up copies of the inventory lists shall
form the official record of all ewquipment and
other items that have been delivered.
b. Upon copletion of the SPA SHAPE/THN take over the
responsibility of the equipment concerning fire,
water, theft and other damage to the equipment.

The duration of the inventory check is schedules to
2 days and will be performed together ith the ECO status
check.
The inventory check of the user terminals will be performed
together with the on-site hardware inspection.
