4.14.2.1 N̲o̲d̲e̲ ̲F̲a̲i̲l̲u̲r̲e̲

 If a node fails, its local network is excluded and the node is forced to its basic
 state by a CLEAR command. In this state, it can be dumped and reloaded remotely.
 The restart an following initialization follows the scheme from network initialization,
 except the state of the local network, can be synchronized with the state stored
 in the NCC at the time of node failure.

 A node failure causes all sessions passing through
