subject: request for quotation on delivery of modems for use
with
nato computer aided message processing system (camps)
-----------------------------------------------------------------
you are hereby invited to submit a quotation on delivery
of 20 modems for camps in accordance with the specifications
and conditions stated below.
1. general specification
----------------------
a) the modem type must be full duplex 600/1200 baud,
synchronous/asynchronous for use on an end-to-end
4-wire dedicated telephone grade circuit.
b) the modem specification shall be in accordance
with ccitt v.23 recommendation.
c) the modem must be approved for connection to ptt
supplied lines in the following countries: united
kingdom, west germany, holland and norway.
2. environmental conditions
------------------------
in designing the equipment to meet the specified requirements,
no account need be taken of catastrophic events such
as fire, flood, explosion etc., which are beyond the
control of an equipment manufacturer.
the equipment will normally operate within accommodation
suitable for the operation of equipment produced for
commercial use.
after initial adjustments have been made, the equipment
shall maintain normal operation under worst-case of
the specified environmental and power supply conditions.
the modem shall operate within the specified limits
of:
2.1 ambient temperature: 0 to 50 deg. celsius
-------------------
rate of change: max. 10 deg. c. per hour
2.2 relative humidity (rh): 40 to 90%, non-condensing
----------------------
rate of change. max. 6% RH per hour.
2.3 altitude: sea level to 2000 meter.

2.4 dust and fumes
--------------
the equipment shall continue to operate continuously
in the following air environment.
a) air cleanness

3. physical characteristics
------------------------
3.1 mounting
--------
the quoted modem shall be either:
a) mountable with or without a cover in a 19 inch
rack
or
b) in a self contained enclosure for shelf placement
3.2 dimensions
----------
it is preferable if the height of the modem is less
than 4u (1u is 1 3/4 inch.).
3.3 mechanical stress
-----------------
the modem shall be capable of withstanding being dropped
onto a hard surface on all faces from a 30 degree angle,
using any one edge of the unit as a pivot, without
any physical, electric or electronic damage.
3.4 fuses & circuit breakers
------------------------
all fuses and circuit breakers should be located such
that they are readily front accessible. Fuses shall
incorporate a visual system of failure indication.
4. power input
-----------
the equipment shall be capable of satisfying the specified
performance requirements when operating with the following
power input.
4.1 voltage
-------
nominal value: 220 v ac
tolerances: + 10%/-15%
4.2 frequency
---------
nominal value: 50 hz
tolerance: + 5 hz/-5 hz
4.3 harmonic distortion
-------------------
max. 5%.
4.4 safety
------
where a voltage of more than 50 volts is exposed during
the maintenance activities, a suitable warning sign
shall be provided on the equipment.
4.5 grounding
----------
the ac power neutral shall provide a return for the
primary current, so that the equipment frame ground
is used only to establish a safety ground.
4.6 power consumption
-----------------
the power consumption shall be less than 150 w.
5. digital interface definitions
-----------------------------
5.1 functional specification
------------------------
the functional interface specification shall comply
with the ccitt v.24 recommendation.
the available interchange circuits shall be:

106 ready for sending

108.2 data terminal ready

5.2 electrical interface specification
----------------------------------
the electrical interface specification shall comply
with the ccitt v.28 recommendation.
6. modem status display
--------------------
the modem shall be equipped with as a minimum the following
visible indicators (lights):
a. power
b. transmitted carrier, forward channel (106)
c. transmitted carrier, backward channel (120)
d. received carrier, forward channel (109)
e. received carrier, backward channel (122)
f. data set ready (107)
the indicators (lights) shall be clearly marked to
designate their functions, and on and off indication
shall correspond to the designated state condition.
7. optional modem features
-----------------------
in addition to the mandatory requirements specified
in para 1-6, the following optional features are specified:
7.1 transmission level attenuation
------------------------------
the v.f. output signal level shall be adjustable, by
means of soldered straps or other means approved by
the purchaser, over the range 0 dbm to -19 dbm in increments
of 1 db.
7.2 level conditioning of digital interchange circuits
--------------------------------------------------
for circuits 105 and 120, the modem shall interpret
a voltage more positive than +3 volt (impedance 0 to
7000 ohm) as on; a voltage less than +2 volt (impedance
3000 ohm to open-circuit) as off.
in the transition region between +2 and +3 volt, the
signal condition is not defined.
7.3 addition of interchange circuit for the backward channel
--------------------------------------------------------
two additional interchange circuits, spec. 1 and spec.
2 shall be implemented for the backward channel in
accordance with the following functional specification:
a) circuit spec. 1

direction: to modem
this circuit shall through the terminal control
switch (see para 7.5) be connected to circuit
107.
b) circuit spec. 2
---------------
direction: from modem
this circuit shall functionally and electrically
be equivalent to circuit 109.
7.4 digital interface connectors
----------------------------
external connections to the digital interface circuits
shall be provided in two separate suitable cable connector
sockets with removable, mating connectors. the connectors
shall be able to accommodate the following multi-conductor,
purchaser provided cables:
a) forward channel interface cable
b) backward channel interface cable
both above cables will be 12 conductor stranded, pvc
insulated cores with a single collective braid screen
and an overall pvc insulation.
the digital interface circuits to be utilized by each
channel are defined as follows:
forward channel:
101 protective ground or earth
102 signal ground or common return
103 transmitted data
104 received data
105 request to send
106 ready for sending
107 data set ready
108.2 data terminal ready
109 received line signal detector
113 data transmit clock (optional)
115 data receive clock (optional)
backward channel:

7.5 terminal control switch
-----------------------
the modem shall be provided with a terminal control
switch. the switch shall be located on the modem front
panel in a fully accessible location. The switch shall
have three positions, which shall be clearly marked
and have the following functions:
a) position 1 (on/local) shall set interchange circuit
107 to the on-conditions, irrespective of the
status of any other interchange circuit.
b) position 2 (off) shall set interchange circuit
107 to the off-condition, irrespective of the
status of any other interchange circuit.
c) position 3 (on/remote) shall connect interchange
circuit 107 to interchange circuit spec. 1 (see
para 7.3.a).
the terminal control switch shall be equipped with
a mechanical interlocking device (such as a push-down
feature, or a spring loaded latch) requiring an added
operator effort to place the switch in position 1 as
compared with positions 2 and 3).
7.6 response times
--------------
please refer to ccitt v.23 recommendations, para 8.c)
for definitions of response times and to para 8.d)
for value specifications.
the specified response time values for circuits 109
and 122 shall be changed to:
a) circuit 109

on to off: adjustable delay from 0-1400 msec.
off to on: adjustable delay from 0-1400 msec.
b) circuit 122
-----------
on to off: delay between 15 and 80 msec. (not
adjustable)
off to on: delay between 15 and 80 msec. (not
adjustable)
8. documentation
-------------
the successful bidder will be requested to submit a
set of documentation for each modem, which should comply
with the following requirements.
8.1 documentation requirements
--------------------------
a) documentation delivered must cover only the equipment
supplied.
b) all documentation must cover maintenance information
to component level.
c) permission to reproduce documentation must be
granted.
d) the depth of description must be to component
level and jumpers and test points must be pointed
out on the circuit diagrams and p.c. boards.
e) the parts list must include manufacturer's part
numbers as well as nato stock numbers.
f) a sample demonstrating bidder's documentation
standard must be supplied with his proposal.
8.2 training support
----------------
bidders are requested to submit with the proposal,
the price for a self-study training package concerning
trouble shooting.
9. recommended spare parts list
----------------------------
a) bidders are requested to submit with their proposal
a priced recommended spare parts list.
b) a list of recommended tools and test equipment
shall be provided with the proposal.
10. warranty
--------
except as otherwise provided in this clause, the bidder
warrants that all items to be delivered shall be fit
and sufficient for the purpose intended, as stated
in the specifications; new, merchantable, of good
material and workmanship free from defect, and conforming
to the specifications. The warranty shall remain in
effect for a period of twelve (12) months after CR's
acceptance.
11. acceptance
----------
acceptance of deliveries will be given upon incoming
inspection at cr's facility.
12. supply warranty
---------------
bidders are requested to warrant the supply of similar
units and spares for a period of 10 years.
13. quality assurance
-----------------
bidders are requested to accept source inspection by
national qa authorities in accordance with aqap 4 (european
suppliers), mil-i-45208a (us suppliers).
14. delivery
--------
14.1 delivery schedule
-----------------
bidders are requested to offer delivery as soon as
possible after contract award.
the offered delivery schedule should be explicitly
stated.
14.2 packaging
---------
packaging shall be for air, sea, and land transportation
to best commercial practice.
containers which can be used for re-export are required,
bidder is asked to specify his packaging method.
15. proposal
--------
the proposal should address all points raised in this
rfq to the extent necessary for cr to evaluate bidder's
understanding and responsiveness.
the proposal shall explicitly indicate if the requirements
of para. 1c) and para. 7 are met by the proposed equipment.
16. price quotation
---------------
the price quotation must be firm fixed.
the price proposal should separate all non-recurrent
costs, e.g. start-up, design etc. from recurrent costs.
all non-recurrent costs should be identified by nature
and priced separately.
all recurrent costs should be identified by nature

possible taxes and duties should be identified and
presented separately.
optional requirements specified in para. 7 must be
priced separately.
bidders are required to present a grand total for the
suppliers and services covered by the rfq.
bidders warrant that this grand total represents the
complete relevant cost.
any special tools etc. needed for installing, maintaining,
and repairing the equipment should be identified and
priced.
payment will be made in the supplier's currency 60
days from cr's acceptance of deliveries.
17. validity
--------
the quotations should be open for acceptance until
january 15, 1982.
18. bid submission
--------------
bids should be received by cr no later than november
1, 1981.

19. notification
------------
bidders are requested to notify cr of their intention
to quote no later than october 20, 1981.
on date of bid submission, bidders are requested to
