l.2 D̲O̲C̲U̲M̲E̲N̲T̲ ̲S̲R̲U̲C̲T̲U̲R̲E̲
The description of each FORMAT is structured in the
following way:
a) Narrative description of the protocol associated
with the format (e.g. section 2)
b) A tabular presentation of the format structure;
specifying all the lines of th format together with
the fields of each line (e.g. Fig. 2a for Format
A)
c) An example of each format as it would be produced
at the terminal position (e.g. Fig. 2b for Format
A).
Format elements which are produced by the system are
printed wih upper case letters. Format elements which
are entered by the operator are printed with lower
case letters.
2̲ ̲ ̲I̲N̲I̲T̲I̲A̲L̲ ̲M̲E̲S̲S̲A̲G̲E̲ ̲P̲R̲E̲P̲A̲R̲A̲T̲I̲O̲N̲ ̲(̲F̲O̲R̲M̲A̲T̲ ̲A̲)̲
The initial message preparation procedure assists the
operator in preparation of messages through an interactive
sequence. Referenceshould also be made to figures
2a and 2b.
2.1 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲A̲
prep(cr)(EOL)
This is entered by the operator. When the terminal
is in rest mode the system shall respond to the above
sequence by conditioning itself to follow the protocol
assciated with message preparation embodied in this
format.
2.2 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲B̲
2.2.1 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲B̲1̲
(V1)(sp)(V2)(EOL)
After receipt of line A, the system shall transmit
"format line B1" to the terminal; the variable field
shall be composed s follows:
2.2.1.1 V̲l̲ ̲-̲ ̲A̲A̲A̲N̲N̲N̲
"AAA" is a three alpha-character group assigned to
the terminal equipment by the supervisor and "NNN"
is the serial number of the transaction. This shall
be augmented by one for each successive transaction
and sall recommence at 001 after 999.
2.2.1.2 V̲2̲ ̲ ̲-̲ ̲N̲N̲N̲N̲N̲N̲Z̲(̲s̲p̲)̲A̲A̲A̲(̲s̲p̲)̲B̲B̲
"NNNNNN" is a six digit date and time group (day of
the month (NN), hour (NN), minute (NN) giving the time
of initiation of the transaction. Tis is followed
by a zone suffix, a space and the first three characters
of the name of the month and the last two digits of
the year.
2.2.2 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲B̲2̲
MESSAGE(sp)TYPE(sp)(v3)(cr)(EOL)
The system shall output the appropriate part of fomat
line B2 and await entry of the variable v3 by the operator.
2.2.2.1 v̲3̲ ̲-̲ ̲N̲N̲N̲
The variable v3 shall consist of a 3 digit number running
from 001 to 200.
a) If the value of the variable v3 corresponds to
any of the values listed among those re-defined
message types stored in the system, then format
lines G1, G2, 6B, and 6c are displayed. After
user response to these prompts the pre-defined
message type (format lines C to 6A) shall be displayed
without requiring man/machine interface. The system
shall continue the interactive sequence in accordance
with the related Format Mx (see section 20). When
the sequence specified in Format Mx is ended, the
system shall continue by displaying format line
9. If no text format is related o the selected
message type, then the system shall continue the
interactive sequence by displaying format line
7.
b) If the operator does not want to use one of the
pre-defined message types, he enters a (cr) and
the interactive sequence will coninue with format
line C.
c) If neither a) nor b) is followed the default sequence
below shall be followed.
2.2.2.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The default sequence shall be as in section 2.3.2 except
that the sequence shall include format line 08 instead
of format line 01.
2.3 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲C̲
CLASSIFICATION(sp)(v4)(cr)(EOL)
Format line C follows format line B2.
2.3.l v̲4̲-̲X̲X̲
The two character variable v4 entered by the operator
shall be checked by the system, and if it is not one
of the following character sequences: UU,RR, CC, SS,
TT, the procedure shall continue with the default sequence
below.
2.3.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The system shall output format line 01 and condition
itself to check again for the input of one of the character
sequences specified above. Frmat line 01 shall be
repeated after each invalid entry. If a valid entry
is not obtained after five successive attempts, the
system shall output format lines P and M and return
to rest mode with respect to the terminal involved.
The preparation rocedures so terminated shall give
rise to an entry in the system log, but the associated
transaction shall not be retained by the system.
2.4 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲D̲l̲
SPECIAL(sp)HANDLING(sp)(v5)(cr)(EOL)
When a valid entry is obtained for the variabe v4 of
format line C, the appropriate part of format line
Dl shall be transmitted and the system shall condition
itself for the entry of the variable v5 by the operator.
2.4.1 v̲5̲ ̲-̲ ̲X̲X̲
If this entry is appropriate to the subject matter
of the message, it will consist of one of the following
character sequences: LL, BB, PP, YY, or others up
to a mx. of 20.
If special handling is not required, only the sequence
terminator (cr) will be entered by the operator.
The entry shall be checked by the system and if it
is not in conformity with one of the sequences indicated
above the procedure shll continue with the default
sequence described below.
Validation will be performed for special handling designators
of the type special category warning as listed below.
ATOMAL
EXCLUSIVE
CRYPTO SECURITY
"national" EYES ONLY
Some combinatin of classification and special category
warning is invalid. These are the following:
NATO(sp)UNCLASSIFIED/special category warning (except
"national" EYES ONLY).
and
CLEAR/special category warning.
2.4.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The defalt sequence shall be as described in section
2.3.2, except that the sequence shall include format
line 02 instead of format line 01.
2.4.3 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲D̲2̲
MESSAGE(sp)HANDLING(sp)INST(sp)(v6)(cr)(EOL)
When a valid entry is obtained for the variable v5
of format line D1, the system shall display the list
of defult message handling instructions (max.1O) stored
by the system. Each handling instruction (69 characters
as max. length) is identified by a number. After display
of this list the system shall transmit the appropriate
part of format line D2 and cndition itself for the
entry of the variable v6 by the operator.
2.4.3.l v̲6̲
The variable v6 will either be:
a) a number specifying a message handling instruction
from the default list of instructions.
or
b) an entry of max. 69 charactersdefining a new message
handling instruction.
When applying a), the variable will be converted into
operating signals; when b), the message will be sent
for Message Service.
If the entry is a number, which is not contained in
the list of handlig instructions, then the procedure
shall continue with the default sequence described
below. If message handling instructions are not required,
only the sequence terminator (cr) will be entered.
2.4.3.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲ ̲
The default sequence hall be as described in section
2.3.2, except that the sequence shall include format
line N instead of format line 01.
2.5 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲E̲ ̲

When a valid entry is obtained for the variable v6
of format line D2, the system shall transmit the appropriate
part of format lie E and condition itself for the entry
of the variable p by the operator.
2.5.1 p̲ ̲-̲ ̲x̲x̲ ̲
The two character variable shall be checked by the
system and if it is not one of the following character
sequences: ZZ, 00, PP, RR, the procedure shall coninue
with the default sequence described below.
2.5.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲ ̲
The default sequence shall be as described in section
2.3.2, except that the sequence shall include format
line 03 instead of format line 01.
2.6 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲F̲ ̲
PREC(p)INFO(sp)(p)(cr)(EOL)
When a correct entry is obtained for the variable p
of format line E, the system shall transmit the appropriate
part of format line F and condition itself for the
entry of the variable p by the operator. The procedure
for he operator and default sequences shall be as described
in section 2.5; however, if the precedence specified
for INFORMATION addressees is higher than that for
ACTION addressees, the procedure shall continue with
the default sequence specified in ection 2.3.2, except
that the sequence shall include format lines 07 and
N instead of format line 01.…86…1 …02… …02… …02… …02…
2.7 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲G̲l̲ ̲
COORDINATION(sp)(c1)(EOL).....(cn)(cr)(EOL)(cr)(EOL)
When a valid entry is obtained for the variable p of
format line F, the system shall transmit the approriate
part of format line G1 and condition itself for the
entry of variables c1 to cn by the operator. If no
coordinators are required, the operator will reply
by sequence termination (cr) and then the procedure
will continue with format line 2. therwise, the operator
will enter variable components c1 to cn (staff cell
designators).
2.7.1 c̲1̲ ̲t̲o̲ ̲c̲n̲ ̲-̲ ̲x̲x̲x̲
If this entry is required, each component c1 to cn
will be three letter groups.
The operator will indicate the end of each componet
by operating the cr key. If the component is valid,
the system shall condition itself to receive the next
component or terminating sequence. If the component
is invalid, the procedure shall then continue with
the default sequence described belo. Multiple entries
of the same component shall be treated as a single
entry. Maximum 10 entries.
2.7.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
The default sequence shall be as described in section
2.3.2, except that the sequence shall include format
line S insteadof format line 01.
2.7.3 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲G̲2̲ ̲

When a valid entry is obtained with respect to format
line G1, the system shall transmt the appropriate part
of format line G2 and condition itself for the entry
of variables c1 to cn by the operator. If no local
distribution is required, the operator will reply by
sequence termination (cr) and then the procedure will
continue withformat line 2. Otherwise, the operator
will enter variable components c1 to cn as described
in section 2.7.1 and 2.7.2.
2.8 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲2̲ ̲

When a valid entry is obtainedwith respect to format
line G2, the system shall transmit the appropriate
part of format line 2. The operator will enter a (cr)
if the message has no action addressees or will continue
with one of the sequences described in section 2.8.1
through 28.3.
2.8.1 a̲1̲ ̲t̲o̲ ̲a̲n̲ ̲-̲ ̲a̲i̲g̲n̲n̲n̲n̲
When the originator uses Address Indicating Groups
to specify some or all of the message addressees they
shall be entered as the first variable components of
this format line. The composition is four characters
nnn either representing a numerical or an alpha identification.
Each AIG entry will be terminated by a (cr), the system
shall transmit an EOL and check that the AIG number
is one for which an addressee list has been stored.
If it is a valid number the system shall output three
spaces and await the input of further AIGs or plain
language addressee as described in section 2.8.2 or
reference numbers as described in section 2.8.3 below,
or the terminating sequence (cr). If it is invalid
(i.e. umber does not correspond to any of those stored
by the system), the procedure shall continue with the
"default sequence 1" described in section 2.8.4…86…1

2.8.2 a̲1̲ ̲t̲o̲ ̲a̲n̲ ̲-̲ ̲(̲P̲l̲a̲i̲n̲ ̲L̲a̲n̲g̲u̲a̲g̲e̲ ̲A̲D̲D̲R̲E̲S̲S̲)̲ ̲
The operator may wish to specify the addressees of
the message by name. If the character sequence entered
by the operator is one of th addressees stored; or
if it is preceded by the character X, and does not
exceed 40 characters in length, the system shall transmit
an EOL sequence and three spaces and await the entry
of further addressees or numbers or the terminating
sequence (r). If the character sequence entered is
not accepted, the procedure shall continue with default
sequence described in section 2.8.5.
2.8.3 a̲1̲ ̲t̲o̲ ̲a̲n̲ ̲-̲ ̲(̲R̲e̲f̲e̲r̲e̲n̲c̲e̲ ̲N̲u̲m̲b̲e̲r̲)̲ ̲
The system shall store an addressee list which can
be referenced by nuber. If the operator wishes to
use this facility, he will enter a four digit reference
number for which the central processor shall replace
it in all subsequent transactions, concerning this
message, by the corresponding entry in the addressee
lis. On entry of a valid four digit number, an EOL
sequence shall be transmitted and the system will expect
the entry of further reference numbers of addressees
or the terminating sequence (cr). If the reference
number is not valid, the system shalltransmit an EOL
sequence and continue with the default sequence described
in section 2.8.6.
2.8.4 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲ ̲1̲ ̲
This default sequence shall be as described in section
2.3.2, except that the sequence shall include format
line 05 instead o format line 01.
2.8.5 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲ ̲2̲.̲
This default sequence shall be as described in section
2.3.2, except that the sequence shall include format
line 06 instead of format line 01.

This default sequence shall be as described in section
2.3.2, except that the sequence shall include format

2.9.1 The system shall transmit the appropriate part of format
line 3 and await operator response. If the message
has no information addressees, the operator will enter
a(cr). Otherwise, the procedures with this format
line shall be as described in section 2.8.1, 2.8.2,
and 2.8.3.
2.9.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲ ̲
If the operator terminates this format line without
specifying any addressees and has done the same in
forat line 2, the system shall transmit format line
Q, and then return to format line 2. If the same situation
has occurred five times in succession, format line
P shall be transmitted, followed by format line M and
then the transaction in course shal be terminated and
the system will return to rest mode with respect to
that terminal. A suitable entry shall be made in the
system log.
2.10 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲4̲ ̲

The system hall transmit this format line if, in format
line 2, one or more AIGs have been employed. Otherwise,
the system shall continue with format line 5.
This line allows the operator to exclude (exempt) addressees
contained in an AIG list from forming part of the addressee
list for the message.
The system shall output the appropiate part of the
format line and await the response of the operator.
If no addressees are "exempted", the operator will
enter a (cr). Otherwise, the procedures with this
line shall be as described in section 2.8.2 or 2.8.3,
except that the sequene shall include format line N
instead of format line 06.
2.11 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲5̲ ̲

The system shall transmit the security classification
in plain language which corresponds to the entry made
in format line C (see section 2.3.) as follws:

These are three letter groups of any composition.
If the entry made by the operator is not valid, the
system shall continue with the default sequence as
dscribed in section 2.12.2. If a valid entry is made,
the system shall condition itself to receive further
entries or the terminating sequence. Maximum 3 entries.
2.12.2 D̲e̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
This shall be as described in section 2.3.2, except

2.12.4 F̲o̲r̲m̲a̲t̲ ̲L̲i̲n̲e̲ ̲6̲C̲
EXER/OPER(sp)(v8)(cr)(EOL)
The system shall transmit the appropriate part of this
format line and await the entry of the variable v8.
2.12.4.1 v̲8̲
The variable v8, which have the maximum length of 30
characters, shall as the first 4 characters contain
either the sequence "exer" or "oper". If the entry
made by te operator does not fulfil this, then the
system shall continue with the default sequence as
described in section 2.12.4.2. The variable is mandatorial
and shall override the exercise/operational specification
made by the supervisor.
2.12.4.2 D̲f̲a̲u̲l̲t̲ ̲S̲e̲q̲u̲e̲n̲c̲e̲
This shall be as described in section 2.3.2, except
that the sequence shall include format line T instead
of format line 01.
2.13 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲7̲

The format of line 04 shall be printed and the system
shall await the operator response as specified above.
If valid, the action shall be as described insection
2.16.1. If invalid, the sequence 04 shall be repeated.
When five successive invalid responses have been received,
the system shall transmit format line P followed by
format line M. The preparation procedure shall be
terminated but it shll be possible for the operator
to recommence the message preparation procedure so
terminated at this format line by requesting retrieval
using format C1 (see Section 4).
2.17 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲J̲
CORRECTIONS?(sp)(r)(cr)(EOL)
The procedure with thi format line is the same as with
line I as far as the default sequence is concerned.
The system shall take actions as follows:
a) When the operator response is no, the procedure
shall continue with format line K if coordinator
were specified in ine Gl or otherwise with format
line L.
b) When the response is yes, the protocol shall continue
with the correction procedures described in Section
31. At the exit from the correction procedures,
the procedure shall recommence the sequence at
frmat line I.
2.18 F̲O̲R̲M̲A̲T̲ ̲L̲I̲N̲E̲ ̲K̲
COORDINATION?(sp)(cr)(EOL)
The procedure with this format line is the same as
with line I. When a valid response is obtained, the
system shall transmit format line M and return to rest
mode with respect to tht terminal. When any required
terminals are busy, the system shall follow the procedures
described in section 3.2.3.4, 3.2.4 and 3.2.4.1.1.4
of CPS/210/SYS/0001. The system shall take actions
as follows:
a) When the operator response is yes, the system shall
transmit the message in format B (see Section 3)
to those terminals specified in the entry under
format line G1.
b) When te response is no, no further action shall
be taken with respect to the message until instructed
to do so by the operator using format C1 (see Section
4). However, the system shall periodically transmit
to the terminal a list of messages with respet
to which preparation procedures are outstanding
(see Section 21).
The default sequence for invalid response is described
in section 2.16.2.
