CR believe that sufficient manpower is
left to complete the project within the
existing schedule.
2. H̲W̲-̲F̲A̲T̲ ̲S̲c̲h̲e̲d̲u̲l̲e̲
On SHAPE request CR stated that CR had
confidence in the schedule for the Factory
Acceptance Test. First of all because
most of the HW has been delivered from
subcontractors, secondly because firm
agreements have been made for the remaining
deliveries.
CR stated that CR was confident in the
present installation schedule.
3. S̲W̲-̲A̲s̲s̲e̲s̲s̲m̲e̲n̲t̲
CR stated that all SW will be developed
by the end of October and system integrated
and verified.
4. C̲o̲n̲d̲i̲t̲i̲o̲n̲s̲ ̲f̲o̲r̲ ̲2̲4̲0̲ ̲H̲o̲u̲r̲s̲ ̲T̲e̲s̲t̲
CR stated that if an error occurs during
the 240 hours test, the procedure will
be as follows:
The clock will be stopped, the error will
be corrected, CR will perform sufficient
regression test to prove that the error
has been solved. The clock will restart
from that point in the 240 hours test
where the regression test is started.
CR stated that in its understanding this
was in accordance with the wording in
the contract: "Accummulated test time
of 240 hours".
SHAPE strongly reject and refute the above
CR interpretation. The issue is left open
and SHAPE will telex in the very near
future reflecting SHAPE proposal tabled
at the meeting.
5. S̲e̲c̲u̲r̲i̲t̲y̲ ̲A̲c̲c̲r̲e̲d̲i̲t̲a̲t̲i̲o̲n̲
CR and SHAPE agreed in a memorandum of
understanding concerning the security
accreditation attached as annex A.
6. P̲a̲y̲m̲e̲n̲t̲ ̲o̲f̲ ̲I̲n̲v̲o̲i̲c̲e̲s̲ ̲o̲n̲ ̲C̲A̲M̲P̲S̲
CR handed out an overview of all invoices
forwarded on the CAMPS program from 1980
to 31/8 1983.
Payments remaining on some invoices are
notified in the overview. SHAPE will go
through the list and compare it
SHAPE with the books at SHAPE. SHAPE will
notify CR if their books are not in
accordance with CR books and provide
information and details of SHAPE Treasury
transfer to enable CR to reconcile
all grouped payment effected by SHAPE.

d) Site level maintenance manual,
preventive actions shall list
the Disk head alignment with ref.
to appropriate manual.
e) CR will provide SHAPE with a recommended
procedure to check the validity
of the site CE packet, by comparing
the site packet with the depot
CE packet.

SHAPE accepted CR's clarification
but asked for the following:
a) CR to issue updated document CPS/TCN/042
(Reliability monitoring of DD
7260TC VDU).
The updated document shall include
OMDT-reliability, because VDU
as one peripheral includes the
OMDT.
CR b) Quarterly issue of updated document.
3 Ref a, Sect. 4: MSP Problems
SHAPE accepted CR's clarification
but asked for the following:
a) Repair reports covering the two
defective printers shall be sent
to SHAPE, when available after
repair at TRACOR.
CR b) When all retrofit of the boards
with excessive no. of straps on
solder side has been executed
and when the printers have been
tested successfully vitnessed
by HMAK, and confirmation report
signed by HMAK will be sent to
SHAPE.
c) Problems observed in FAT 3 will
be analysed into close details
by CR.

CR explained ref a, Sect. 5 and SHAPE
accepted CR's explanation.
CR The ECO will be forwarded to SHAPE

SHAPE request to combine installation
of CR and of ACE COMSEC are due to unpredictable
problems not acceptable by CR.
10. C̲A̲M̲P̲S̲ ̲P̲r̲e̲s̲e̲n̲t̲a̲t̲i̲o̲n̲ ̲f̲o̲r̲ ̲a̲l̲l̲ ̲s̲i̲t̲e̲s̲
SHAPE is planning a CAMPS presentation
trip to all sites to take place just before
the SPA.
CR marketing department (Axel Hvidtfeldt)
agreed to supply viewgraphs to supplement
scene 3 of the TV-spot, free of charge.
11. S̲t̲a̲t̲u̲s̲ ̲a̲t̲ ̲E̲C̲P̲3̲7̲
SHAPE SHAPE confirms informally that ECP37
will be accepted (SHAPE acceptance
telex will follow).
SHAPE explained that the only deviation
from ECP37 is that these may be more than
9 spaces proceeding the text in the text
strings.
12. S̲p̲a̲r̲e̲ ̲p̲a̲r̲t̲s̲ ̲l̲i̲s̲t̲s̲ ̲f̲o̲r̲ ̲s̲i̲t̲e̲ ̲a̲n̲d̲ ̲d̲e̲p̲o̲t̲

The following is the agreement reached
on the references msg.
1. CR agrees to provide the final updating
of the ASPL's at the conclusion of
the H/W warranty period.
2. CR does not accept that SHAPE do not
effect payment for the codification
prior to completion of the task, since
this task may be required to last
up to an undefined date.
SHAPE 3. SHAPE will investigate if the
codification effort can be limited
to a defined period.
13. M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲ ̲M̲a̲n̲u̲a̲l̲
CR agreed to deliver to all sites, at
no cost to NATO, a copy of Student Textbooks
expanded to include for all CR modules
(e.g. boards) a brief description together
with block diagrams circuit schematics
and signal name/pin assignment, which
may be shown in one diagram.
The student text book will include the
system level signal distribution schematics
showing the signal paths w̲i̲t̲h̲i̲n̲ the crates
while system level signal distribution
schematics for signal paths b̲e̲t̲w̲e̲e̲n̲ crates
already are part of the Hardware Assembly
breakdown manual.
The pin assignments of the signal paths
between crates are shown in the module
schematics mentioned above.
SHAPE agrees that above described documents,
delivered to all sites will allow the
required maintenance of the site.
The Student Text Books will have the same
outlook as other Site Documentation and
will also be updated up to end of warranty.
The draft documents will be forwarded
to SHAPE for review.
SHAPE's Technical remarks, forwarded to
CR (see TX Log 1238, dated 3 June 83)
were discussed during the Progress Meeting.
Comments are given in attachment B.
Based on above and the associated appendix,
SHAPE agrees to approve the maintenance
manual in accordance with the "critical
document" approval cycle time and that
SHAPE agrees that this will constitute
the final and definitive review. CR agrees,
however, to correct any errors pointed
out by SHAPE as a result of the review/approval.
14. C̲l̲a̲r̲i̲f̲i̲c̲a̲t̲i̲o̲n̲ ̲o̲n̲ ̲D̲e̲l̲i̲v̲e̲r̲a̲b̲l̲e̲
CR CR agreed to deliver to SHAPE the source
code of the application software according
to the contract. In addition to this CR
will at no costs submit the latest DAMOS
source code. This will take place no later
than at the end of November.
SHAPE requested a clarification on deliverables
for system software and support software.
CR's response is shown in annex C.
CR confirmed that the penetration test
could be performed in January 84 with
the current schedule at CR's plant.
15. S̲i̲t̲e̲ ̲D̲a̲t̲a̲
CR pointed out that many site data have
been inconsistent. It is, therefore, urgent
that valid and consistent data exist 4
months before SPA.
SHAPE stated that a print out containing
all site data and inconsistencies have
been promised by CR, but not yet been
forwarded. CR stated that no manpower
is available now to work out the site
data.
SHAPE will consider in which way they
could give support to correct the situation.
CR will support SHAPE in validation of
the data, when CR has received the baselined
site data.
CR need to have the user profiles, terminal
profiles, device profiles not contained
in the present data submitted.
16. Concerning the HW-reliability SHAPE accepted
the explanation given by CR.

SHAPE's remarks from log 1238 have been
reviewed during the meeting and commented
as follows:
para 3.a CR is still developing SW error reports.
CR states that all SW error reports will
be interpreted and the results will be
incorporated in the maintenance manual
prior to SPA.
HW reports are included in issue 1.1 of
the Maintenance Manual to be sent to SH
for review within a few weeks.
para 3.b In order to meet availability requirements
and SHAPE comments the maintenance
procedures have been changed:
instead of closing down a TDX crate to
test a single channel, the peripheral
is now tested as the first step.
SH comments of the following paragraphs have been
inluded in new version of Maintenance Manual:
para 4.1/4.2/4.3/4.4/4.5/4.7/4.8/4.20/4.21/4.26/4.27/4.30.

SHAPE requested that the weekly status
report on software development should
be expanded to contain the number of test
cases executed and successfully completed
together with the planned number of test
cases for each software builds and associated
package releases.
CR CR agreed to extend the weekly status
report as requested and to include it
as part of the progress reports too.
2. M̲a̲n̲p̲o̲w̲e̲r̲ ̲o̲n̲ ̲C̲A̲M̲P̲S̲ ̲P̲r̲o̲g̲r̲a̲m̲
On SHAPE's enquiry CR stated that there
are no planned changes in the CAMPS program
management.
3. I̲n̲s̲u̲r̲a̲n̲c̲e̲ ̲o̲f̲ ̲C̲A̲M̲P̲S̲ ̲E̲q̲u̲i̲p̲m̲e̲n̲t̲
On SHAPE's inquiry CR stated as follows:
CR confirmed that items for which SHAPE
has paid 100 per cent are free of all
liens and encumberances. CR stated that
all items completely or partly paid by
SHAPE are insured for the benefit of SHAPE
while on CR's premises or at sites prior
to SPA. CR agreed that by contract. Risk
of loss and damages to all items to be
delivered to each site remains with CR
until SPA, notwithstanding prior payment
in full or in part for the items by SHAPE.
All SHAPE equipment paid for in part or
in full has been clearly identified as
SHAPE property and CR's books have been
adjusted accordingly to reflect SHAPE's
interest.
A letter from CR's insurance company will
be forwarded to SHAPE stating that SHAPE
is beneficiary for those items which are
paid for by SHAPE in part or in full.
A copy of the insurance policy covering
plant or site equipment holding was handed
over to the SHAPE contracting officer
during the meeting.
CR A letter from CR's insurance company will
be forwarded SHAPE explaining SHAPE's
insurable interest for all items.
A copy of the insurance policies covering
plant equipment holding, transportation
and installation was handed over to the
SHAPE CAMPS contracting specialist during
the meeting.
4. S̲p̲a̲r̲e̲s̲ ̲f̲o̲r̲ ̲S̲y̲n̲c̲.̲ ̲L̲o̲w̲ ̲S̲p̲e̲e̲d̲ ̲P̲o̲r̲t̲s̲
The quotation is based on contract amendment
7, instruction no. 5.2.
The detailed quotation is given in annex
F.
CR agreed to consider a reduction of this
quotation up to a maximum of D.Kr. 300.000.
This consideration is in respons to Commodore
Elfrink's statement (Please refer annex
E). This quotation is valid until 15th
July 1983.
5. C̲A̲M̲P̲S̲ ̲H̲a̲r̲d̲w̲a̲r̲e̲ ̲B̲a̲s̲e̲l̲i̲n̲e̲
The issue was discussed based on the proposal
made by SHAPE, see PMOM No. 17, item 12.
SHAPE stated that by contract the hardware
baseline occurred at DSMT. That baseline
has not been kept, stated SHAPE, and there
have been changes to hardware which have
not been communicated to SHAPE and which
have not been accomplished on the hardware
for all sites. SHAPE stated the need to
establish a valid baseline and to bring
the CAMPS for each site to the same level.
CR explained that all hardware module
configuration changes have been communicated
to SHAPE via HMAK. CR will in the future
also notify SHAPE by telex of pending
ECO's.
Furthermore, CR pointed out that all system
configuration changes have been forwarded
to SHAPE for approval.
SHAPE stated that any hardware configuration
change affecting form, fit and function
is considered by SHAPE as a system configuration
change. CR must therefore also ask SHAPE
for approval of these hardware configuration
changes.
CR stated that it had prepared a paper
proposing how the baseline should be accomplished.
SHAPE pointed out that the contract already
established the DSMT as the hardware baseline
and that from that point all changes were
to be communicated to SHAPE for SHAPE
approval. CR agreed, but stated that CR
would now like to establish SPA for site
1 as the hardware baseline.
CR stated that CR would know the status
of the systems for each site at FAT, SPA
and at completion of the hardware warranty
period and CR agreed that at each of those
3 steps it would update the hardware at
each site to the latest ECO level for
all sites and all modules. SHAPE pointed
out that hardware for different sites
now have different levels of the same
board and stated in its view that the
same ECO level for each site ought to
result in the same level boards for each
site. SHAPE relied upon the pert chart
from CR, the reliability and maintainability
and the maintenance considerations of
the contract in support of its position
that hardware configuration should be
the same for the sites. Further SHAPE
pointed out that the concept of definition
of baseline at DSMT followed by approved
changes only for the CAMPS, suggested
that there would be the same hardware
configurations for all sites. CR stated
its position that there could be different
boards for different sites, provided that
form, fit and function were maintained.
CR said that it would provide updated
accurate documentation for each site,
sufficient for CR to produce and repair
the boards in their different configurations
and suggested that such data should be
sufficient for SHAPE to accept and repair
boards of different configuration provided
that form, fit and function were preserved.
SHAPE pointed out that it has not even
been informed of all changes to the boards.
CR stated that there have been changes
since DSMT for correction of bugs and
that CR was not prepared to deliver all
boards at the same level. It was agreed
that this subject would be further discussed
in detail at a subsequent meeting.
It was mutually agreed that the baseline
issue will be discussed during a meeting
tentatively scheduled to week 27.
6. M̲e̲m̲o̲r̲y̲ ̲U̲p̲g̲r̲a̲d̲e̲ ̲f̲o̲r̲ ̲P̲U̲
CR stated that it had decided to standardise
the memory boards for all sites at 512k.
Some sites would have 3 boards and some
sites would have 2 boards and the mock
up will have 2 boards.
CR stated that this arrangement would
require 14 boards in addition to the 88
which CR planned. CR agreed to furnish
an ECP defining this expansion. CR then
referred to an understanding that SHAPE
would consider sharing in some of the
additional memory cost if CR were successful
in achieving bi-level accreditation. SHAPE
pointed out that the agreement was that
there might be cost sharing up to the
maximum previously stated amount if CR
achieved bi-level security which was accredited.
The previously stated amount would be
the ceiling for CR's costs for the entire
hardware and software effort related to
the bi-level, which SHAPE would be requested
to share in. SHAPE stated that cost sharing
will be subject to NATO committee approval.
CR agreed that in the event that CR achieves
only system high and not bi-level, no
additional costs will be requested from
SHAPE. CR agreed to furnish an ECP setting
forth these considerations.
CR maintained that all costs related to
expansion of the PU memory are subject
to be paid by SHAPE in case of bi-level
accreditation. For the 88 512 k ram boards
these costs will not exceed Dkr. 6,787.375.
Whenever more PU memory is added to the
configuration, CR reserves the right to
request SHAPE to pay the additional costs
for memory boards if the system becomes
accredited as bi-level.
CR agreed not to present this claim for
reimbursement until the system has passed
a successful security accreditation.
SHAPE expressed that they were willing
to consider sharing to an amount of Dkr.
6,787,375.- as the limit of their share
in the bilevel effort, which is subject
to NATO approval.
7. M̲e̲m̲o̲r̲y̲ ̲U̲p̲g̲r̲a̲d̲e̲ ̲f̲o̲r̲ ̲L̲T̲U̲,̲ ̲T̲a̲r̲e̲ ̲I̲n̲t̲e̲r̲f̲a̲c̲e̲
The LTU is equipped with a 32 K RAM. The
firmware supporting the TARE interface
needs additional memory. CR propose to
equip the LTUs for the TARE interface
with 64K RAM.
CR CR will forward an ECP on the subject.
SHAPE in principle agreed in the change,
if the ECP was at no cost to SHAPE.
8. D̲e̲t̲a̲i̲l̲e̲d̲ ̲A̲s̲s̲e̲s̲s̲m̲e̲n̲t̲ ̲o̲f̲ ̲S̲W̲-̲S̲t̲a̲t̲u̲s̲
As agreed in Progress Meeting No. 17.
CR presented their assessment of the delay
in software development.
CR proposed the following new schedule
for SW Development:

test
cases
successfully
completed
except
for
the
following
functions:

SHAPE agreed at CR's request that:
- The completion date of the 240 hours test would
now be the 14th December under the assumption that
this milestone delay has no impact on the final
date of completion of the CAMPS program (1st Sep.
84).
- The acceptance of the 240 hours test by SHAPE would
be stated no later than two days after successful
completion of the 240 hours test.
- The 240 hours test could start with the SW only
partly completed, but SHAPE would only agree that
the 240 hours test had been successfully completed
when a total regression test of all functional
test cases, after which para 2.1.1.2 and 2.1.1.3
of CPS/TPR/007 will be performed.

from Commodore Elfrink on the subjects.
Appendix A and B represents SHAPE's position
and CR does not concur with all statements
given there.
SHAPE believed that the costs imposed
on SHAPE due to the rescheduling had to
be paid by CR. CR disagreed completely
with this statement.
CR refused to acknowledge responsibility
for reimbursing costs incurred by SHAPE
as a result of CR's delay in software
development and integration testing.
Concerning considerations for the rescheduling
of the completion of the 240 hours test,
CR referred to the contract for handling
delays in the clause: liquidated damages.
CR recognizes that SHAPE was caused problems
in the training area, and CR is willing
to compensate for the problem in the following
manner:
CR agreed to give additional training
to the MTs and RSTs already trained. It
will be given as shown in paragraph 12.
10. A̲d̲d̲i̲t̲i̲o̲n̲a̲l̲ ̲U̲s̲e̲ ̲o̲f̲ ̲C̲A̲M̲P̲S̲ ̲E̲q̲u̲i̲p̲m̲e̲n̲t̲ ̲a̲t̲ ̲S̲H̲A̲P̲E̲
SHAPE expressed their concern about the
additional use of CAMPS equipment due
to the SW-delay. CR will avoid extensive
use of parts of the equipment by rotating
the equipment on the SW development systems.
11. S̲e̲a̲l̲e̲d̲ ̲V̲D̲U̲s̲
CR prefers not to seal the VDUs, but will
return to the issue after experience from
the first 3 sites installed.
12. T̲r̲a̲i̲n̲i̲n̲g̲
SHAPE raised the following problems:
a) Sufficient software shall be available
on the training system before training
is continued.
b) Some RST and MT students may have
left the program, when the sites are
ready for take over by the site personnel,
due to a delay in SPA.
c) The knowledge of the previous trained
MT/RST technicians logically decreases
due to the delay in SPA.
CR has proposed a new schedule for the
courses, see annex. Answers for the above
mentioned problems are:
a) When the training starts according
to the proposed schedule, the software
for the training will be available
on the system assigned the training.
b) CR agrees to allowing additional RST
students on the next two RST courses,
provided the number of students never
is larger than 10, including possible
attendance by Depot Level Technicians
according to separate contract.
To accomodate additional MT students,
an additional MT course has been planned
(please refer to the schedule).
c) CR proposes, that 1 week practical
OJT training is repeated at the involved
sites by CR personnel present during
installation or integration. The personnel
doing the training shall have some
knowledge of how to conduct training.
Additionally, the proposed schedule has
the following advantage that all students
are trained in time for SPAs.
13. M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲ ̲M̲a̲n̲u̲a̲l̲
SHAPE/CR reviewed SHAPE telex Camps Log
No. 1238 with CR comments. SHAPE took
CR comments back for review. The conclusion
was that some items may have to be discussed
at a special meeting between SHAPE/SSG,
SHNMO and CR-ILS.
CR proposed that SHAPE send an RST and
an MT to CR to evaluate and validate site
documentation and in particular trouble-shooting
procedures. SHAPE will respond to this
proposal.
CR/SHAPE agreed to discuss telex 1238
in detail during the special meeting.
CR CR will come up with a date in week 30
for this special meeting.
14. C̲A̲M̲P̲S̲ ̲V̲i̲d̲e̲o̲ ̲I̲n̲t̲r̲o̲d̲u̲c̲t̲i̲o̲n̲
CR presented an outline of the script
for part 3 of the Video Introduction and
a list of action items for SHAPE and CR.
This has been included in the minutes
of meeting as annex D.
SHAPE commented on some of the points,
which may have to be changed or deleted
for security reasons. SHAPE also pointed
out a need for help producing the actual
script for the part 3 of the introduction,
which all concerns the CAMPS system.
SHAPE and CR agreed on the following course
of actions:
a) SHAPE is presently working out the
script for part 1 and 2, and preparing
materials for recording
b) SHAPE will make recordings of part
1 and 2 during week 29 and 30, 1983.
c) Based on the outline presented during
this progress meeting and contact
between SHAPE and CR per letter, telex
or by telephone, SHAPE will work out
the first draft of the script for
part 3. This will take place in the
period, week 31 through 33, 1983.
In week 34, SHAPE will send a representative
to CR for discussing and refining
the script for part 3 together with
CR.
d) During week 34, CR will enable the
SHAPE representative to get familiar
with the operation of the CAMPS equipment
(mainly user functions), using the
training equipment. CR will introduce
the system and the applicable functions
to be used for the video-presentation.
During the same week, the SHAPE representative
can make the necessary preparations
for the coming RST course, starting
week 34, 1983.
e) During week 35 through 48, SHAPE will
finalize and finally approve the script,
and record the scenes not dependent
on the operation of the CAMPS.
f) In week 49, CR will send a representative
to SHAPE to discuss the results of
the already produced parts, and to
help making the scenes for the software
dependent parts of the introduction.
It should be noted, that this schedule
is linked to the dry-runs on the CAMPS
system at SHAPE, before the functional
test warning that the previous discussed
adjustment of the Master Schedule
will be approved by SHAPE + CR.
Above timing is to be coordinated, and
perhaps updated, with the SHNMO action
officer for training.
CR will pay the cost estimated in CAMPS
log no: 1247, and provide the services
mentioned above at no cost to SHAPE, provided
the total Video Introduction is made unclassifed
and may be used by CR for commercial purposes.
16. P̲e̲n̲e̲t̲r̲a̲t̲i̲o̲n̲ ̲T̲e̲s̲t̲i̲n̲g̲
CR and SHAPE agreed that if proper equipment
is available penetration testing should
take place at CR in Ballerup.
SHAPE SHAPE will investigate the requirement
for HW configuration and load generators.
CR pointed out that they are not responsible
for the availability of equipment
on which to perform the penetration
testing.
17. I̲n̲v̲o̲i̲c̲e̲ ̲R̲e̲l̲a̲t̲e̲d̲ ̲S̲u̲b̲j̲e̲c̲t̲s̲
a) On SHAPE's request CR agreed to keep
the number of invoices to a minimum.
Each months there shall only be one
invoice on each contract in each currency.
Continuation pages will be used instead.
b) Every time SHAPE does not pay the
full amount on an invoice, SHAPE will
forward an telex stating the exact
amount paid on each invoice.
SHAPE c) SHAPE agreed to deliver within
a week a list of invoices due,
but not paid, and the reasons
for withhelding the payment.
SHAPE d) Every half year starting 1st July
1983 SHAPE will forward a review
of invoices on CAMPS describing
what have been paid when and payments
due.
CR/ e) After 1st July CR and SHAPE will investigate
if
SHAPE another payment system on CAMPS
could be possible.
SHAPE f) CR proposed that CR accounting
and SHAPE met at SHAPE and went
through all previous invoices
to see if all payments have been
accounted correctly during the
CAMPS program. SHAPE will respond
to that.
18. C̲A̲M̲P̲S̲ ̲M̲a̲s̲t̲e̲r̲ ̲S̲c̲h̲e̲d̲u̲l̲e̲
SHAPE stated that there is a desperate
need for CAMPS to be installed in the
ACE environment.
CR and SHAPE did discuss the details of
the update of the CAMPS Master Schedule.
During the discussion CR stated that it
is of utmost importance that no tests
are delayed, but should be started as
early as possible to accommodate the CAMPS
schedule independant of holidays etc.
Since SHAPE needs a fixed date to start
and terminate the operational training,
to accommodate ACE COMSEC equipment as
well as communication lines and interfaces,
and to provide manpower (operating users)
for the operational test, it was agreed
by CR and SHAPE to start the functional
test by 3rd Jan. 84, and the operational
test by 6th Feb. 84, to be finished by
5th April 1984. To provide a buffer for
reruns of tests, it was agreed to plan
the PSA site 1 (SHAPE) for 24th April
through 5th May 84. This means that all
other 15 SPA have to be planned to be
conducted within the period from 7th May
through 31st August 84. SHAPE will investigate
if this is possible and come back with
a proposal for the SPA period.
In addition, CR forwarded a proposal for
the new HW installation schedule which
generally represents a delay of 1 to 2
months when compared with CR's previous
proposal. CR confirmed that there will
be no problems meeting this new installation
schedule. SHAPE will investigate and try
to coordinate SHAPE's various activities
combined with HW installation.
19. C̲o̲n̲f̲i̲g̲u̲r̲a̲t̲i̲o̲n̲ ̲M̲a̲n̲a̲g̲e̲m̲e̲n̲t̲.̲
SHAPE feels the need to ascertain the
progress relative to the performance of
CR documentation.
Notice was given, therefore, to CR that
a visit of SHAPE representatives will
take place for one week in July. Exact
date will be coordinated with CR.

"I am flabbergasted and concerned about what I have
been told today concerning delay to the schedule.
I carefully delivered a statement to the NATO nations
through the P+P Committee a short time ago explaining
an earlier delay that CR expected. I carefully wrapped
it in a prepared statement so that CR would not be
blamed and I coordinated that statement in advance
with CR management. Now I am told of further delay
of eight weeks to 5 months in the software integration
and for several sites delay in SPA of five months.
In between last January and now we have sent 4 or 5
messages to CR indicating our concern about possible
slippage to the schedule and one message I wrote myself
to Mr. Christian Rovsing. I was always told that there
would be no substantial delay. I am concerned and disappointed.
I am not sure how to express this to NATO. There will
be additional cost to SHAPE as a result of the slip
for example we probably have trained the wrong people.
Also, we have a contract with TRW to accomplish certification
of the system. The delay to the schedule will be costly.
It will delay completion of the training because of
the non-availability of the software for training purposes.
SHAPE's continued involvement in software development
will be costly.
You have given me cause to develop a lack of confidence
in your ability to accomplish what you schedule - this
is despite my efforts to support you during the last
few months. I did all I could to improve the relationsship
between CR and SHAPE since I took over from my predecessor.
Now I see that I have been misled when I inquired about
scheduled performance. The problem is I do not know
what to believe from CR.
I would like a break in the meeting to discuss your
report and to formulate a statement for the record."

"I want you to know that the SHAPE team does have confidence
in CR's ability to complete the contract. We know that
you have taken steps on your own to minimize delay
and in spite of problems which you have experienced
you are maintaining quality. HMAK assures us of this.
We do not have much choice, but to accept your announced
delay in scheduled software integration and test. However,
we would like to view what you have called delay as
a slippage of five months in the scheduled completion
of the 240 hours test, that the test shall include
the five functions which you have projected would not
be completed by September 1, 1983 as part of the basic
integrated and tested software.
This slippage in the scheduled completion of the 240
hours test according to your report will not affect
the September 1984 date for completion of the 16th
Site (# 11).
We propose that a schedule be prepared by CR for SHAPE
approval reflecting the change to the completion date
for the 240 hours test and leaving unchanged the scheduled
final contract completion date for final site SPA.
The schedule and milestones will have to be worked
out while the SHAPE project manager is here this week.
I would appreciate if the revised schedule would be
confirmed by top CR management not because of any legal
considerations but as a representation by Mr. Christian
Rovsing that he is personnally committed to CR's meeting
the schedule.
Further I ask for concrete suggestions from CR on how
to compensate SHAPE for the financial and other impact
upon SHAPE as a result of the delay to the schedule.
I also ask for any positive suggestions CR may have
concerning how to express the schedule slippage to
NATO in a cooperative way. Please do not send me back
to NATO for a third time.
As another point for your consideration it may be appropriate
to omit a progress meeting in July so that you can
concentrate on your performance.
I recognize that I am asking you to do certain things
and you may wish to discuss them.
In response to Gert Jensen's inquiry concerning priority
of functions which will not now be ready by September
1983 and the rules for the start of the 240 hours test,
the commodore stated:
"It is up to you when you start the 240 hours test
so that it is completed by December 1983 as you have
announced. We wish to cooperate with you and we understand
that the outstanding functions do not necessarily have
to be completed at the time you start the 240 hours
test, but those functions must be completed, integrated,
and tested in order for you to complete the 240 hours
test. When you start the test is up to you, I am talking
about a revision to scheduled completion based on what
you have reported at this meeting.
CR agreed to the proposal, but asked that the 1 December
1983 date be slipped to 16th December.

This is probably the appropriate point
for me to state that I am upset about
an old item. That item concerns the question
whether the contract required the preparation
and maintenance of an RSPL down to the
piece parts level or only to the replaceable
module level.
There were discussions including one at
Mr. Christian Rovsing's home one evening
in which I personally participated, where
we agreed to a compromise by which CR
would complete the RSPL to the piece part
level at no cost to NATO, and we promised
to purchase the first years 270 day depot
spare parts from CR at CR's cost plus
overhead and reasonable profit. Despite
that compromise, CR marked every item
in the piece parts list with a price for
the preparation and maintenance of the
piece parts RSPL. We could do nothing,
but agree on a compromise cost in order
to avoid problems. It was probably a gentleman's
agreement that we had, but I would like
to go on record that I am disappointed
with the company's failure to abide by
that agreement. Before providing a price
quotation for the additional spares I
ask that you consider the agreement that
we previously had.
