1̲ ̲ ̲I̲N̲T̲R̲O̲D̲U̲C̲T̲I̲O̲N̲
This plan outlines the analysis, planning and coordination
to be performed concerning transportation. It describes
how CR intends to manage and perform the task and outline
the methods to be followed concerning packing, marking
and documentation.
2̲ ̲ ̲O̲R̲G̲A̲N̲I̲Z̲A̲T̲I̲O̲N̲
2.1 G̲E̲N̲E̲R̲A̲L̲
Transportation to sites of the CAMPS equipment will
be planned, coordinated and controlled by a functional
section within the integrated logistics department.
(ILS).
Figure 2.1 shows the organizationel set up for CAMPS.
2.2 T̲R̲A̲N̲S̲P̲O̲R̲T̲A̲T̲I̲O̲N̲
a) The system devision will contact a transportation
company to perform the following tasks on the CAMPS
program:
- Preparation of shipments
- Transportation
- Forwarding of shipments through agencies in each
country as applicable
- customs clearance
Under supervision by logistics department the transportation
company will ensure a sufficient and timely delivery
to each site.

b) Planning and coordination will be performed by
ILS, who also will issue the procedures and instructions
to be followed concerning packing, marking and
documentation.
Recieval at sites will be performed by the installation
teams under supervision of the ILS.
c) Invoicing, insurance, and notice of shipment will
be the responsibility of the CAMPS project office.
d) Packing, marking and documentation will be performed
by ILS and controlled by the quality assurance
department of the systems division, who also will
approve the procedures per b) above.
3̲ ̲ ̲T̲R̲A̲N̲S̲P̲O̲R̲T̲A̲T̲I̲O̲N̲ ̲R̲E̲Q̲U̲I̲R̲E̲M̲E̲N̲T̲S̲
The following outlines the requirements concerning
shipments to sites of the CAMPS equipment.
3.1 P̲A̲C̲K̲I̲N̲G̲ ̲A̲N̲D̲ ̲M̲A̲R̲K̲I̲N̲G̲
CR will pack the equipment and mark the containers
in accordance with the requirements to transportation
per this contract.
3.2 T̲R̲A̲N̲S̲P̲O̲R̲T̲A̲T̲I̲O̲N̲
a) CR will provide transportation of his equipment
to sites and coordinate the shipments as specified
in this plan.
b) In case of classified equipment and/or material
special shipping will be provided in accordance
with the requirements of the contract. Special
security requirements concerning classified equipment
are defined in NATO Security Manual C-M (E5)15
final volume 2 enclosure D, sect. V
3.3 N̲O̲T̲I̲C̲E̲ ̲O̲F̲ ̲S̲H̲I̲P̲M̲E̲N̲T̲
a) CR will notice SHAPE contracting officer in advance
of any shipment to site in accordance with the
provisions of the contract. The contracting officer
will inform any other authority within SHAPE involved
in the shipment and will notify the responsible
officer at the site in question. SHAPE will issue
an authorization to ship upon receipt of the notice.
b) Above must be formulated in an agreed procedure
to be followed for each shipment. (refer to para
6.4).
3.4 I̲N̲V̲O̲I̲C̲I̲N̲G̲
Invoices will be prepared and submitted in accordance
with the provisions of the contract. Proforma invoices
will follow each shipment for customs and insurance
purposes.
3.5 I̲N̲S̲U̲R̲A̲N̲C̲E̲
Each shipment will be insured. The insurance sum will
be the invoiced value of the shipment.
3.6 S̲H̲I̲P̲P̲I̲N̲G̲ ̲D̲O̲C̲U̲M̲E̲N̲T̲S̲
The following shipping documents, issued in English,
will accompany each shipment:
a) Packing lists, as specified per this contract.
b) Proforma invoice with value weight, cubage, quantity,
insurance and other required data.
c) Customs document (not yet specified).
d) Other documents (not yet specified).
e) A procedure will be issued by CR concerning the
documentation to accompany the shipments based
on information received from SHAPE.
3.7 R̲E̲C̲I̲E̲V̲A̲L̲ ̲A̲T̲ ̲S̲I̲T̲E̲S̲
a) Preferably the installation team will be present
for recieval of the equipment at sites as specified
in 4.2, but the site must be able to handle the
receipt of the equipment if it turns out to be
necessary.
b) Unloading and temporary storage area as well as
handling support will be made available at each
site as agreed to during the site surveys.
c) Further arrangements concerning a and b will have
to be made at least at time of site verification.
3.8 D̲E̲L̲I̲V̲E̲R̲Y̲ ̲O̲F̲ ̲S̲I̲G̲N̲A̲L̲ ̲C̲A̲B̲L̲E̲S̲
CR will ship the signal cables to be run by host nation
to main sites 6 months prior to start of installation.
Host nation will arrange for further distribution to
remote terminal sites. Instructions concerning the
distribution and installation will accompany the shipment.
4̲ ̲ ̲T̲R̲A̲N̲S̲P̲O̲R̲T̲A̲T̲I̲O̲N̲ ̲A̲N̲A̲L̲Y̲S̲E̲S̲
4.1 S̲H̲I̲P̲M̲E̲N̲T̲ ̲O̲F̲ ̲E̲Q̲U̲I̲P̲M̲E̲N̲T̲
CR plans to perform the installation of Remote Terminals
and Remote Tares concurrent with the mainsite installation,
benefiting both manpower allocation and installation
schedule. It is also beneficial concerning transportation
since it reduces the number of shipments to be made.
The following shipments are therefore identified:
1. One shipment of signal cables to each mainsite
including cables for Remote Terminals 6 months
prior to installation.
2. One shipment of equipment to each mainsite including
Remote Tares and Remote Terminals to be scheduled
as close as possible to start date of installation.
Table 4.1 lists the shipments described.

4.2 C̲O̲O̲R̲D̲I̲N̲A̲T̲I̲O̲N̲ ̲O̲F̲ ̲S̲H̲I̲P̲M̲E̲N̲T̲S̲
a) All equipments are shipped from CR's plant in Copenhagen,
Denmark. CR will contract a transportation company,
who will provide for all transportations to sites.
b) Generally the equipment will be shipped from Copenhagen
to a mainsite by truck or by air.
c) Equipment destinated for Remote Tares or Remote
Terminal sites related to a mainsite will be part
of the mainsite shipment.
d) The equipment for Remote Terminals or Remote Tares
will either be unloaded at the mainsite and brought
to the Remote location by the installation team
or transported directly after mainsite equipment
is unloaded.
e) CR intends to schedule the shipments so that the
installation team will be present at site to receive
the equipment.
f) In order to reduce the effect of slippages of the
schedule (delay of the installation at a previous
site), arrangements for each site to handle the
receipt of the equipment will be worked out between
CR and SHAPE.
g) Shipments of signal cables to be run by Host Nation
will be directed to mainsites. Host Nation will
arrange for further destribution to Remote Terminal
Sites.
4.3 M̲A̲T̲E̲R̲I̲A̲L̲ ̲T̲O̲ ̲B̲E̲ ̲T̲R̲A̲N̲S̲P̲O̲R̲T̲E̲D̲
Tables 4.3-1 thru 4.3-3 lists the packed weight and
cubages of the equipment for each site. The figures
in the tables are a result of a first analysis of equipment
to be transported based on the current deliverable
hardware lists. The figures for mainsites are a sum
of mainsite, Tare and Remote Terminal equipment to
be installed at mainsites. The figures for Remote Tares
and Remote Terminals sites are listed separately, but
the equipment for those sites will be shipped with
that of the related mainsite. The total weight and
cubage of one shipment will therefore be a sum of those
figures.

5.1 G̲E̲N̲E̲R̲A̲L̲ ̲A̲P̲P̲R̲O̲A̲C̲H̲
The computer equipment is constructed in a modular
fashion to ensure easy repair, interchangeability,
modularity etc. This fact extends to apply also for
the preservation and packing. The following is a description
of the packing method selected for CAMPS which will
be reflected in a packaging procedure.
5.2 P̲A̲C̲K̲I̲N̲G̲
5.2.1 M̲o̲d̲u̲l̲e̲s̲,̲ ̲C̲r̲a̲t̲e̲s̲ ̲a̲n̲d̲ ̲R̲a̲c̲k̲s̲
a) Modules are generally packed in styrophor-containers
designed to fit each module size.
A number of module containers are wrapped and sealed
in plastic sheets, with silica gel desiccants distributed,
to form a moisture vapor proof package. The package
of modules will be put into a cardboard box, or
similar, of Europa pallet standard size. (See figure
5.1-1).
b) Crates are packed with styrophorcorners so that
it fits into a cardboard box of the Europa pallet
standard size. Before the crate is put into the
box it is wrapped and sealed in plastic sheets
and preserved as specified for modules above. (See
figure 5.1-2).
c) Each rack or cabinet bay are separately packed
on a wooden pallet, protected with styrophor-corners,
wrapped in plastic sheets and preserved as derscribed
for modules above. A skeleton of timber will protect
the five free surfaces. (See figure 5.1-3).
d) Other items of supply are packed in accordance
with one of the methods per a, b and c above.
5.2.2 S̲p̲a̲r̲e̲ ̲P̲a̲r̲t̲s̲
a) Each spare module is packed in a styrophor container
as descirbed per 5.2.1 a) above, except that each
module container will be wrapped and sealed individually.
b) Spare crates are packed as described per 5.2.1
b).
c) Other spare items are packed either as described
for modules or as for crates.
d) Spares and repair items will generally be packed
in reusable containers. Proper instruction concerning
packaging of items to be send for repair will be
contained in the maintenance handbook.

5.3 M̲A̲R̲K̲I̲N̲G̲
a) Packing lists will be forwarded with every exterior
shipping container. One copy of the packing list
will be enclosed in the container, one copy will
be attached to the exterior of the container within
an envelope clearly marked "packing list".
b) Each container will be clearly marked on the exterior
surface with:
- Project title
- Purchaser contract number
- Manufacturer's name and address
- Ship to address
- Contract item number
c) In addition each container will be clearly marked
with a colli no. and precautionary markings applicable
to handling.
d) A complete set of packing lists giving the contents
of the whole shipment will be enclosed in colli
no. 1.
A reference to colli no.1 will be indicated on
the packing lists following each individual container.
e) Each module container will be marked with part
no., serial no., module name, and configuration
item no. if applicable.
f) Spare parts containers will be marked with at least
part no., configuration item description, and shelf
life.
5.4 Q̲U̲A̲L̲I̲T̲Y̲ ̲A̲S̲S̲U̲R̲A̲N̲C̲E̲ ̲P̲R̲O̲V̲I̲S̲I̲O̲N̲S̲
In general the packing methods are to be approved by
quality assurance to be appropriate for the type of
supply and means of transport.
6̲ ̲ ̲S̲H̲I̲P̲P̲I̲N̲G̲ ̲D̲O̲C̲U̲M̲E̲N̲T̲A̲T̲I̲O̲N̲
6.1 G̲E̲N̲E̲R̲A̲L̲
a) Since the documents to be exchanged between the
two parties have not yet been fully defined the
following is proposed:
- packing lists
- shipping letter
- proforma invoice
- customs document
- bill of lading
b) When all documentation to accompany the shipments
are identified CR will issue a CAMPS shipping instruction
procedure.
6.2 P̲A̲C̲K̲I̲N̲G̲ ̲L̲I̲S̲T̲S̲
a) A packing list containing the following information
will accompany each exterior container.
- Colli no.
- Reference to colli no. 1
- Shipping address
- Contract no.
- Contract item no.
- Item description
- Part no.
- Nato stock no. (if available)
- Serial no. (if applicable)
- Configuration item no. (if applicable)
- Quantity shipped
- Date shipped
b) Two copies of the packing list will be forwarded
to SHAPE at day of shipment.
6.3 S̲H̲I̲P̲P̲E̲R̲'̲S̲ ̲D̲O̲C̲U̲M̲E̲N̲T̲
A shipper's document will be forwarded to SHAPE at
day of shipment and a copy handed over to the shipping
agent at time of shipment.
The shipper's document will consist of:
- A complete set of packing lists
- Proforma invoice
- Shipping letter
- Customs document (if applicable)
- Authorization to ship
- Other documents (if applicable).
6.3.1 P̲r̲o̲f̲o̲r̲m̲a̲ ̲I̲n̲v̲o̲i̲c̲e̲
A proforma invoice with the following information will
follow each shipment:
- Purchaser identification (attention to contracting
officer)
- Contract reference (contract no., contract item
no., etc.)
- Contractor identification
- Configuration item description (part no., name,
quantity, item value)
- Total value of shipment
- Insurance reference
- Origin reference
- Total weight and cubage
- Colli quantity
- Bill of lading no.
- Carrier reference
- Date of shipment.
6.3.2 S̲h̲i̲p̲p̲i̲n̲g̲ ̲L̲e̲t̲t̲e̲r̲
Since the invoice cannot contain all the information
required, a shipping letter will be issued to contain:
- Contract reference
- Description of shipment
- Reference to colli No. 1
- Reference to packing lists
- Reference to customs document
- Reference to invoice
- Reference to bill of lading
- Reference to authorization to ship
- Address of shipping agent
- Person to contact at CR
- Type of transportation
- Date of shipment
- Address of insurance company
- Quality assurance approval
- CR authorization of shipment.
6.3.3 C̲u̲s̲t̲o̲m̲s̲ ̲D̲o̲c̲u̲m̲e̲n̲t̲

6.3.4 A̲u̲t̲h̲o̲r̲i̲z̲a̲t̲i̲o̲n̲ ̲t̲o̲ ̲S̲h̲i̲p̲
CR will notice SHAPE by telex in advance of any shipment.
SHAPE will issue an authorization to ship per telex.
A copy of the telex will be part of shipper's document.
6.4 N̲O̲T̲I̲C̲E̲ ̲O̲F̲ ̲S̲H̲I̲P̲M̲E̲N̲T̲
CR propose the following for notice of shipment:
CR will send a "notice of shipment" per telex to SHAPE
contracting officer 15 days in advance of each shipment.
SHAPE will issue an authorization to ship per return
telex at least 2 working days after such notice. At
the same time SHAPE will submit to CR the customs documents
required.
The notice of shipment will contain:
- Contract number
- Shipping address (consigner and consignee)
- Listing of supplies by contract (item(s)
- Number of collies
- Total weight and cubage of shipment
- Name and address of carrier
- Customs documents required (if applicable).
7̲ ̲ ̲S̲I̲T̲E̲S̲ ̲L̲O̲G̲I̲S̲T̲I̲C̲ ̲I̲N̲F̲O̲R̲M̲A̲T̲I̲O̲N̲
The logistics information sheet shown below will be
issued by CR as soon as all the information is gathered.
The information will be needed by the site for planning
of CAMPS as well as for CR's further planning of transportation.
SHAPE must contribute with the following information,
for each mainsite, remote tare site and remote terminal
site:
- Site beneficial occupancy date
- Site shipping address.
