         In section 5.3.2 it is required that the releaser enters
         his password to release a message. This is in conflict
         with the security policy, i.e. an application process
         gains knowledge of a user's password.

         The procedure should be changed as follows:

         The releaser enters his release decision as follows:
         rel, no, def. If rel is specified he shall be asked
         by the System Software to enter his password in the
         system line (line 5 in the VDU Header Area). The message
         shall not be released unless the valid password has
         been entered.
