Narrative Messages are defined as the set of messages
prepared at a message handling termial using the long
or the short preparation procedure.
A narrative message cosists of two parts. The signal
is the visible part as printed at an addressee terminel.
The binary information is used to route the message
to remote Nodes and to control distribution on basis
of address numbers at MEDEs.
The visible part (what the terminal operator sees as
the signal) consists of a signal header and a signal
text. Both parts have variable length. The visible
part is stored and transmitted in ASCII.
The signal header gives information about precedence,
origination DTG, message id, it identifies the originator
and other addressees to an addressee. The signal header
has a length of at least 150 bytes and a typical length
of 300 bytes.
The signal text is the information, the originator
wants to transmit to the addressees. This icludes the
classifiction of the information and optionally Subject
Indicator Codes.
The signal text has a minimum length equal to the length
of the classification information and a maximum length
only restricted by the limittions for size of a narrative
message.
The binary information consists of a fixed formatted
part in front of the signal called the binary header
and a variable formatted part following the signal
called the address list. The binary information is
as the name indicates binary and direct computer accessible.
The binary header holds information concernig classificiation,
special category, action and info precedence, release
time and a routing mask. It has further referenceies
to Message ID, SICs and the address list to facilitate
fast access to these quantities.
The address list consists of coded address numbers
and AIGs for originator and destination addressees.
There is a one to one correspondance to the signal
header so an identification of an addressee in the
address list has an easy reference to the address text
in the signal. The total length of a narrative message
is at the most 12000 bytes.
In Figure 10.1 the message format concept is outlined
as it is seen when it is held on disk or transmitted
across the network.
If a message is retransmitted (by use of RTM) then
a new Address list will be added to the original FIKS-message,
containing the addressees of the retransmitted message.
The old address list offset will be saved in the message
for use when processing the text part (Print of the
message etc.).

10.1.2 S̲i̲g̲n̲a̲l̲ ̲C̲o̲n̲t̲e̲n̲t̲
The signal consists of the Signal Header and the Signal
Text. They each consist of a variable number of lines.
A line consists of a ST-character (ASCII code decimal
30) followed by a byte count (BC). After this follows
the line content. This contains the narrative information
and may consist of up to 69 ASCII-characters. The
line is terminated with a new line character (ASCII
code decimal 13). BC is the number of bytes in the
line content +1, refer to Figure 10.1.2.1.
In Figure 10.1.2.2 (a+b) is given the general layout
of a signal (only the line content is shown). In the
following all the lines/ fields are defined. The numbers/letters
refer to the line numbers/field descriptors in the
figures. Text strings not included in a field description

The Address List has a 1-1 correspondence with the
signal header. One word in the address list corresponds
to one record in the signal header.
1. word in address list corresponds to the "fm" record
in the signal header.
One word is parted into 3.

Note that SCC's are not addressable as narrative message

For AIGs the MEDE-ID is zero.
The Number Field is for MEDEs 0-255,
For AIGs (MEDE-ID 0) the number field is 0-255.
This number represents the Logical AIG Number (256
AIGs in range 1600 - 13999 converted to 0-255).
An example of the address list corresponding to the
signal in figure 5 is shown in figure 10.1.3. The
MEDE-IDs used are arbitrary.
AIG12345 has the Logical Number 56 dedicated.

Control Messages are defined as a set of messages created
by the SFS, NSS (at the Node/MEDEs) and the SCC.
The messages are used for exchange of control information
between the:
1. SCC and the Node(s) (NSS)
2. SCC and the MEDE(s) (SFS)
3. SFS and the NSS at the MEDEs.
The control messages created at the Node/MEDE are created
as a result of events and does not invoke manual interaction
from a MEDE operator.
The control message created at the SCC is created as
a result of an event. The event is:
- A control message arrives at the SCC reporting
a condition.
- An SCC operator has updated a table/file.
A control message consists of two parts. The routing
header, which contains information about how to route
the message to the receiver with the given precedence.
The receiver is either the Node (NSS), the MEDE (SFS)
or the SCC.
The second part of the control message contains the
control information which always begin with a type
and a category and a sender identification. This information
is used by the receiver to identify the message. The
actual control information complete the message.
The concept is outlined on the next page.
C̲o̲n̲t̲r̲o̲l̲ ̲M̲e̲s̲s̲a̲g̲e̲s̲
A control message is formatted as shown on the figure
below.

In the following the different types of control messages
foreseen are described.
A reference is given to a seciton, where the control
information is described in details.
Each Control Message contains binary header and possible
control information. The binary header includes routing
header and control message header, and they are described
in the following.
R̲o̲u̲t̲i̲n̲g̲ ̲H̲e̲a̲d̲e̲r̲
The Routing Header gives easy access to essential
parameter used for the routing of the message.
The information is:
