and Progress Meeting conducted 18-20 November

1 Meetings were conducted at SHAPE during
18-20 November 1980, between SHAPE/SHNMO
and representatives of Christian Rovsing
A/S. These meetings consisted of formal
trade-off negotiations and the discussion
of open items relating to the progress
of the CAMPS project. These minutes are
a record of the results of the negotiations
and progress meeting to include agreements
reached, action items still open, and
who has responsibility for these actions.
2 The formal trade-off negotiations were
opened by BGen Morgan and the outline
of the plan for the conduct of the negotiations
and the progress meeting was presented
by LTC Stoltz. Christian Rovsing A/S provided
SHAPE with four proposals in the form
of ECPs (Engineering Change Proposal)
and these proposals as well as SHAPE's
evaluation and position on each of these
items were discussed. In each case, there
was a cost associated with Christian Rovsing's
proposals. SHAPE presented items which
they had considered for trade-off in order
to reach a no-cost solution to the acceptance
of these proposals. The discussion of
each of these items - Christian Rovsing
A/S and SHAPE proposals - is contained
in paragraph 3. The discussion of the
progress review items is contained at
paragraph 4. In some cases, items from
the progress review meetings were discussed
as part of the formal negotiation process.
3 F̲O̲R̲M̲A̲L̲ ̲T̲R̲A̲D̲E̲-̲O̲F̲F̲ ̲N̲E̲G̲O̲T̲I̲A̲T̲I̲O̲N̲S̲
This paragraph is a summary of these
negotiations, the discussion of each
item and the results of the discussions.
The items agreed to are covered in
the attached memorandum.
I̲t̲e̲m̲
a) Man-Machine Interface (MMI), ECP-001:
1) Both SHAPE and Christian Rovsing
A/S agreed that an improved
MMI was desirable especially
since the MMI described in
the SRS/IFB was teletype oriented
and no longer within the state-of-the-art.
SHAPE had several questions
and recommended changes to
the CR proposal. These items
follow:

2) CR proposal had a cost (17
mm) associated with the documentation
update and a one month delay
as a result. SHAPE proposed
SHAPE assistance in terms
of man months of effort as
opposed to providing additional
funding. The SHAPE position
was that this is an adequate
trade-off and should result
in no additional cost (IAUs)
to SHAPE. CR accepts that
this will partly off-set the
associated cost. CR maintained
that the terms of the memorandum
of agreement do not outbalance
the increased cost incurred
by CR.
The SHAPE personnel assisting
in the documentation update
will work under CR management
and the SHAPE team leader
will be Mr. Gardiner. The
scope of work and work site
was proposed by SHAPE for
CR
SHAPE/CR consideration
and
is
included
in
the
memorandum
of
agreement.
Details
in
the
memorandum
must
still
be
discussed.
b) R̲e̲t̲r̲i̲e̲v̲a̲l̲ ̲C̲r̲i̲t̲e̲r̲i̲a̲,̲ ̲E̲C̲P̲-̲0̲0̲2̲
Both SHAPE and CR agreed that
this ECP should be treated as
part of the MMI ECP since these
items go hand in hand. Additionally,
the cost associated with this
ECP should be treated in the same
fashion and together with the
MMI ECP. That is, SHAPE offers
approximately 25 man weeks of
effort to help with the required
update of the documentation as
a result of the acceptance of
the technical changes of CR ECPs
001 and 002. Additionally SHAPE
had several recommended changes
or questions relating to the retrieval
proposal.
1) CR proposal calls for 12 hours
of on line storage. SHAPE
feels it needs more (24
CR hours). CR will study the
impact.
2) SHAPE desires to provide the
ability to retrieve on FL3
(supervisor). CR agrees to
CLOSED provide
this
facility.
3) SHAPE also require the ability
to retrieve on PLA, short
PLA or PLA reference number.
PLA and short PLA will be
specified in
CLOSED modified
ACP
117.
4) The ECP-002 as modified by
Appendix A to these minutes
constitutes the baseline for
the incorporation of the ECP
to the SRS.
c) E̲M̲I̲ ̲S̲o̲l̲u̲t̲i̲o̲n̲,̲ ̲E̲C̲P̲-̲0̲0̲3̲
1) SHAPE reviewed the history
of this issue starting with
the bidder's conference to
the present. The following
summarizes SHAPE's position.
Initially, CR was non-compliant
with the EMI requirement but
was allowed to come in with
a supplement to their bid.
During the clarification session,
prior to final contract signing,
CR proposed a small screened
cage around the main computer
racks (3 racks). After the
letter of intent was signed,
CR surfaced a solution of
seven racks in a caged enclosure.
ACE COMSEC replied that this
was not acceptable for many
reasons.
2) CR maintain that the seven
racks in cage solution were
presented to SHAPE during
discussions prior to the issue
of letter-of-intent and that
a cage solution was in principle
accepted by SHAPE and that
this approach will satisfy
the requirements of AMSG 720a.
CR stated that they pursued
an alternate (rack) solution
because of SHAPE insistence
that cage solution will not
work or will present problems
from an EMI requirement standpoint.
Both SHAPE and CR recognize
the rack as the better solution.
3) SHAPE position is that CR
was given additional funding
to satisfy the EMI problem
and that CR should not now
demand even more additional
funds because of their proposed
rack solution. CR position
is that this is a better solution
than the cage but will also
require additional funding
for development and qualification.
4) SHAPE position is that SHAPE
will not pay more for a solution
which is CR choice and which
satisfies terms of the contract.
SHAPE also feels that the
rack solution will cost CR
less in the modified civil
works requirements than the
cage and that this should
have been taken into account.
If CR will not agree to SHAPE
position, SHAPE will select
the cage solution and advise
CR that there may be problems
at some sites in trying to
implement that solution. SHAPE
will review site survey results
and advise CR of any problems
or potential problems by trying
to implement the originally
proposed cage solution. CR
SHAPE/CR has
taken
SHAPE
position
under
advisement.
5) CR will make their final choice
after information has been
received from ACE COMSEC as
to whether or not a shielding
effectiveness test may be
conducted at CR's facility
without the use of a shielded
test
SHAPE stand.
d) P̲o̲w̲e̲r̲ ̲F̲r̲e̲q̲u̲e̲n̲c̲y̲ ̲S̲t̲a̲b̲i̲l̲i̲z̲a̲t̲i̲o̲n̲,̲
̲E̲C̲P̲-̲0̲0̲4̲
SHAPE feels that CR should look
at the market to see if disk drives
using DC current could be utilized
to eliminate the frequency fluctuation
problem experienced at some sites.
CR has stated that this apporach
would require the development
of another interface which would
result an additional cost and
most likely some delay. CR currently
plans to use CDC drives, which
have too narrow a tolerance to
accommodate frequency fluctuations.
CDC will be asked to investigate
the impact of frequency fluctuation
on their drives and provide
information as to reliability
and variance under such conditions.
CR will investigate and provide
results to SHAPE for consideration.
SHAPE will then have to evaluate
error rate to determine if it
is acceptable. This item is
CR still open. Decision is required
before the end
SHAPE of November 1980 so as not
to impact delivery schedule.
e) T̲e̲r̲m̲i̲n̲a̲l̲ ̲S̲t̲a̲n̲d̲a̲r̲d̲i̲z̲a̲t̲i̲o̲n̲
1) There are two options in this
area. 1̲ Standardize CAMPS
and SCARS II or 2̲ Standardize
throughout CAMPS. SHAPE has
querried Burroughs to determine
their choice and received
no answer. Additionally it
was discussed that standardization
was not possible due to Burroughs
(SCARS II
CR Requirements). CR will be
allowed to go on its own.
2) CR advised that the new MMI
proposal has impacted their
VDU selection from a cost
standpoint in that this will
require a more intelligent
VDU. This cost is off-set
by the change in the payment
plan agreed to by SHAPE and
included in the memorandum
of
CLOSED agreement.
3) SHAPE has gone to the P&P
Committee to request release
from requirement to go IFB
CLOSED for
the
remote
terminals.
4) The Tempest solution to VDU
selection was discussed. CR
acknowledged the Tempest requirement
and have stated that they
will have an option in their
contract with the VDU manufacturer
which states that no payments
will be rendered until the
Tempest
CLOSED certificate
is
produced
and
submitted.
5) SHAPE will, as soon as possible,
arrange a meeting between
the UK COMSEC Authorities,
Lynwood, CR, and SHAPE for
discussions on
SHAPE tempest
approval
of
the
Lynwood
VDU.
6) The V24 and fiber optic outlets
were discused for terminals.
Since only 33 of the more
than 300 CAMPS terminals required
V24, it was discussed to change
the remainder of the VDUs
to fiber optics. This action
requires the purchase of more
fiber optic complexes. SHAPE
decided that it needs the
operationally flexibility
for both. CR agreed to provide
(see memorandum
CLOSED of
agreement).
7) If CR selects the Lynwood
terminal, it provides no video
output which is still a requirement.
It was noted that this is
a SHAPE trade-off item. (Memorandum

SHAPE had analyzed this as a possible
trade-off item. SHAPE had, however,
decided that these
CLOSED requirements must be retained.
g) P̲r̲e̲e̲m̲p̲t̲i̲o̲n̲/̲S̲u̲s̲p̲e̲n̲s̲i̲o̲n̲:̲

h) T̲e̲s̲t̲ ̲R̲e̲d̲u̲c̲t̲i̲o̲n̲:
This was discussed as a possible
trade-off item but it was agreed
that not enough information was
available to make a decision as
to a test

i) M̲e̲d̲i̲u̲m̲ ̲S̲p̲e̲e̲d̲ ̲P̲r̲i̲n̲t̲e̲r̲ ̲w̲i̲t̲h̲ ̲k̲e̲y̲b̲o̲a̲r̲d̲:̲
SHAPE indicated that this requirement
was waived (i.e. keyboard) with
no benefit accrued to SHAPE.
CR indicated that this benefit
accrued to them for losses incurred
prior to contract settlement in
the bidding process, and that
the keyboards were not included
in the
…02…CLOSED cost the first place.
j) H̲a̲r̲d̲w̲a̲r̲e̲ ̲C̲o̲n̲f̲i̲g̲u̲r̲a̲t̲i̲o̲n̲:̲
SHAPE indicated that the change
in hardware configuration benefitted
CR with no benefit accruing to
SHAPE. CR responded as in item
i.

4…02…P̲R̲O̲G̲R̲E̲S̲S̲ ̲R̲E̲V̲I̲E̲W̲ ̲I̲T̲E̲M̲S̲.̲
The following open items were discussed
with CR:
a) S̲C̲A̲R̲S̲/̲C̲C̲I̲S̲ ̲I̲n̲t̲e̲r̲f̲a̲c̲e̲:̲
CR was provided the final TARE
interface specification. They
can now proceed with their design.
SHAPE will act as liaison between
CR and Burroughs for any future
questions and any changes to this
document will be handled as an
ECP. CR responded that CR still
need to

b) P̲o̲w̲e̲r̲ ̲R̲e̲q̲u̲i̲r̲e̲m̲e̲n̲t̲ ̲L̲i̲s̲t̲:̲
CR has provided information as
to power requirements for some
of their equipment. SHAPE has
indicated that this information
is necessary in order to inform
sites, which may be concerned,
of any unusual requirements.
CR is reluctant to provide too
much detail without knowing the
exact impact of that information.
This will be clarified and the
requested information will be
provided as a modification of
the table shown in CPS/007/PRO/0002
fig.

c) S̲t̲u̲d̲e̲n̲t̲ ̲T̲e̲x̲t̲b̲o̲o̲k̲s̲:̲
After clarification of SHAPE's
position CR agreed with the SHAPE
position on the content of the
student textbook. That is, that
these textbooks will contain extracts
from appropriate technical manuals
but that the use of the technical
manuals will be necessary during
the lectures. When CR submits
their proposed textbook to NCS
Latina, NCS will evaluate adequacy.

d) S̲i̲t̲e̲ ̲D̲r̲a̲w̲i̲n̲g̲s̲,̲ ̲D̲N̲ ̲1̲7̲6̲:̲
SHAPE and CR have discussed this
issue and have agreed that the
SHAPE position as presented during
the discussions is acceptable.
SHAPE will redraft the SRS in
this area for CR review and incorporation
into the final SRS document.
The position is basically as follows.
CR is responsible to ensure that
all available information was
collected during their site surveys.
This becomes the baseline. It
is SHAPE responsibility to advise
CR of any changes to that baseline.
Civil Works drawings need to
be detailed enough to allow nations
to build their site to accommodate
CAMPS and these drawings will
be the basis for site verification.
The drawings should be provided
to SHAPE as soon as possible so
that civil works preparation can
begin. As-to-be-built drawings
are the basis for ACE COMSEC approval
prior to CR installation of CAMPS.
These may be delivered to SHAPE
6 - 9 months prior to installation
start. As-to-be-built drawings,
modified as necessary, become
the as-built drawings. SHAPE
will continue to provide CR with
information (eg. terminal locations,
SCDs etc) and drawings as they
become available. As a result
of this discussion, CR proposed
advanced payment to accomodate
this. SHAPE
SHAPE agreed. (see memorandum).
e) R̲e̲c̲o̲v̲e̲r̲y̲ ̲P̲r̲o̲p̲o̲s̲a̲l̲:̲
At the 3rd Progress Meeting, SHAPE
and CR discussed a six week delay
in the project Specifically, they
were referring to the delay in
the delivery of the Systems Design
documentation originally scheduled
for 1 Nov. 80. CR was to propose
a plan for recovery. It was determined
that if the SDR, currently scheduled
for early Jan 81, went smoothly
then there would be no cause for
alarm and no real
…02…SHAPE/CR delay to the project. SHAPE will
support CR in
…02…Re-evalu- attempt to close SDR by 25. Jan. 81
(see
…02…SDR memorandum)
f) S̲h̲o̲c̲k̲ ̲a̲n̲d̲ ̲V̲i̲b̲r̲a̲t̲i̲o̲n̲ ̲C̲r̲i̲t̲e̲r̲i̲a̲:̲
SHAPE requirement for this data
was explained in relation to the
requirements of War Headquarters
to withstand certain levels of
shock and vibration. CR will
provide this
CR data. Specifically of concern is
the capability of disk drives to withstand
certain levels of shock and the impact
this will have on all computer systems
in hardened sites.
g) D̲e̲l̲i̲v̲e̲r̲a̲b̲l̲e̲ ̲S̲t̲a̲t̲u̲s̲:̲
The status of deliverable items
per CDRL was discussed. Most
of this status was given with
no detail. To summarize:
1) CR has action on the following

CR has also stated that ICD-004
(NICS/TARE) and ICD-008 (OCR)
were due to be mailed on 19
Nov; and that ICD-007 (point-to-point)

i) S̲y̲s̲t̲e̲m̲ ̲D̲e̲s̲i̲g̲n̲ ̲T̲e̲c̲h̲n̲i̲q̲u̲e̲s̲:̲
SHAPE and CR discussed the establishment
of the informal exchange of technical
information. To this end, SHAPE
explained its new engineering
support section organization.
SHAPE also explained its request
for certain systems design information
required for a better understanding
of the system. Some of the items
discussed were programming language
used, process architecture, operating
system description, CAMPS application
software, the design process,
data base design and technical
reports. CR provided some of
the information and stated that
the rest would be available at
the SDR or subsequent detailed
design reviews. CR was also asked
the following specific questions:
1) How does user redirect messages
to another VDU? Answer provided,
through supervisor only.
2) How does VDU user get a print
out at a logically associated
printer? Answer

j) F̲i̲b̲e̲r̲ ̲O̲p̲t̲i̲c̲s̲:̲
CR was asked to provide information
on their fiber optics since users
were concerned about the method
to penetrate the EMP shield with
…02…CR same. CR will provide information.
…02…5. The above referenced meeting/negotiations
were concluded on 20 Nov 80 with the agreements
and open action items as described above.
Both SHAPE and CR agreed that expeditious
resolution of open items was in the best
interest of both parties.
