3.3.9 M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲ ̲P̲l̲a̲n̲n̲i̲n̲g̲
The objective of the maintenance plan is to establish a complete maintenance program which
will fulfil the maintenance requirements outlined in section 2.7.4 Simultaneously it shall
provide a solid base for the development of phase 2. Mintenance and support which is described
in section 4.2.9.
At the end of the planning phase the following documents will be submitted to the customer:
- Maintenance Plan
- Recommended Space Parts List (RSPL)
- Tools and Test Equipment List
Fig. 3.3.9-1 illustrates the contents of the documents and their prerequisits. A brief discussion
of the elements is provided in the following.

3.3.9.1 M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲ ̲P̲l̲a̲n̲
The Maintenance Plan will be divided into the following sections:
a) The introduction shall provide a general overview of the maintenance documentation and
outline the maintenance concept. The base philosophy is to enable maintenance, both
poreventive and corrective, to be performed with a minimum of sysem downtime thereby
ensuring the 90% availability requirement. This will be met through the use of dualized
CR80D modules and by extensive use of a "pulkl and replace" principle in the error correction.
This will allow trained resident service technicians to implement an effective error
correction program by replacing defective modules.
b) M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲ ̲E̲n̲g̲i̲n̲e̲e̲r̲i̲n̲g̲
The maintenance engineering describes the effort in the area of maintenance and support
necessary prior to installation of the equipment.
The technical manuals will be described in a maintenance tree which will be in accordance
with the requirements to the documentation. The procedures employed in development of
system descriptions, preventive maintenance, and corrective maintenance will be outlined.
The general approach to preventive maintenance shall be that the applicable procedures
will be referenced via a general maintenance short incorporated in the technical manuals.
This will tie the individual units together thus providing a preventive maintenance
program for the system.
The special tools and test equipment which will be used for maintenance will be listed
and their applications shown through sce arios displaying the structure of the H/W with
breakpoints. The special tools and test equipment which are specified at the end of
phase 1 will be submitted as an appendix to the maintenance plan.
A failure reporting sysem will be generated and maintained throughout the warranty period.
Incorporated in this system are failure reports which will be filled in at the sites
and used in screening of systematic errors, a logbook which will be located at each site,
and Field Change Notices used as applicable for updating of the sytems, if necessary.
c) O̲n̲-̲s̲i̲t̲e̲ ̲M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲
This section shall outline how the maintenance tasks will be accomplished in light of
the previously described maintenance engineering/section. The resident maintenance techncians
and the general service man will, through formal training courses, be capable of carrying
out preventive maintenance both on the CR80D equipment and the connected peripherals.
̲The preventive maintenance required on the CR80D equipment is restricted to simple
tasks like cleaning of dust filters, inspection of LEDs, etc.
Corrective maintenance will typically be carried out on a module exchange basis. The
trobleshooting tree described in the maintenance engineering section will after formal
training enable the maintenanfe personnel to isolate and replace modules in the CR80
equipkment typically within one hour. Thus, the demand of preforming corrective maintenance
on components level will be limited to simple tasks like exchange of lamps, fuses, etc.
Also the technicians will be in a position to perform modifications according to field
change notices.
c) M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲ ̲M̲a̲n̲a̲g̲e̲m̲e̲n̲t̲
The maintenance management section will describe the organisational flow, the handling
procedures and the duties of the personnel resident on the sites. It will be based on
the Maintenance philosophy which assumes that CR during the warranty carries the overall
responsibility of the TM Chain. The resident service technicians at the sites will be
trained to carry out, 1st level maintenance consisting of preventive and corrective maintenance
as previously described while CR will provide, 2nd and 3rd level maintenance through
field service engineers, in-house repair facilities, and S/W Maintenance support.
As part of the maintenance philosophy it is further assumed that corrective maintenance
of the OEM equipment will generally be performed through service contracts with equipment
suppliers. The initial philosophy is described below.
- The 160 MByte disks are operated in a dualized configuration allowing one to be down
for service. A service contract reduces the demand for training of the maintenance
personnel and eliminates the demand for exercisers and alighment tools.
- The CCTs may, within reasonable limits, be maintained by the resident maintenance
personnel at module replacement level. Defective modules will be returned for repair.
- The Colour Display, VDU, and Line Printer may all be repaired on a module exchange
basis.
- The spares parts for the Format Synchronizer and the Moving Window Display Generators
(MWDG) are expensive. The Frame Synchronizers at the three sites will, therefore,
be backed up by two sets of spare parts, one at Kiruna and one at Fucino serving
both Fucino and Frascatti. The Moving Window Display is not essential to the operatin
of the system and is, therefore, only backed up by one set of spares centrally located
at a depot.
- The Test Generators are not essential for the performance of the system. Consequently,
extended down time is acceptable. The same approach as for the MWDG is recommended
with the exeption that shipment of modules may follow standard procedures.
e) M̲a̲i̲n̲t̲e̲n̲a̲n̲c̲e̲ ̲S̲u̲p̲p̲o̲r̲t̲
The maintenance support section describes the CR support which will compliment the maintenance
program for the TM chain throughout the warranty.
The field assistance will describe the function of the field service engineers which
will be available and calls from CR's facilities in Copenhagen. This function will,
together with the repair facilities provided at CR and support of spares provide the
2nd level of maintenance. The 3rd level maintenance is S/W and H/W maintenance support
performed by engineers resident at CR. This personnel will assist the field service
engineers in case of severe problems.
Under a separate contract 2nd and 3rd level maintenance support may be continued after
warranty has expired.
3.3.9.2 R̲e̲c̲o̲m̲m̲e̲n̲d̲e̲d̲ ̲S̲p̲a̲r̲e̲ ̲P̲a̲r̲t̲s̲ ̲L̲i̲s̲t̲ (RSPL)
During the maintenance planning the RSPL will be prepared based on an analysis of the H/W.
At the end of the planning phase the RSPL will be submitted to customer for approval. Hereafter
it will be referred to the Approved Spare Parts List (ASPL). Delivery of the spares will
take place simultaneously with the installation of the equipment at each site. A first draft
of the RSPL will be enclosed with this proposal to indicate the form and price of the spares.
It will be based on our current predictions of the failure rate of the CR80D modules and
their MTTR values supplemented with our experiences from similar projects. In its final
form the RSPL will be composed of
- CR80D modules
- Special OEM equipment.
The recommendation of spares of for the CR80D modules are based on well-known calculated
values based on a 80 percent condidence level, 30 days local depot.
The spares recommended for the special OEM equipment are based on the subcontractors RSPL.
The spares recommended for the standard OEM equipment are based on our experience from similar
projects. The price will typically amount to 10% of the equpment price.
3.3.9.3 T̲o̲o̲l̲s̲ ̲a̲n̲d̲ ̲T̲e̲s̲t̲ ̲E̲q̲u̲i̲m̲e̲n̲t̲ ̲L̲i̲s̲t̲
During the maintenance planning a list of special tools and test equipment (TE) will be prepared
based on an analysis of the H/W break-down of the system. The list will be incorporated
as an appendix to the maintenance Plan and submitted to the customer at the end of the planning
phase. The special tools and TE will be available at the sites during the installation phase
of the equipment.
The special tools and TE employed during maintenance of the TM Chain will be rather few due
to the proposed maintenance philosophy. On the CR80D equipment on-line diagnostic programs
will trace errors to a subsystem whereafter off-line M&D programs will isolate the error
to a module level. Consequently, the only test equipment necessary will be bus analysers.
Here the following analysers are considered:
- V24 communication tester
- Signature Analyzer.
No special tools and TE are contemplated for the corrective maintenance of the peripherals,
however, some special tools may be necessary for preventive maintenance. Special tools extender
boards will be quoted as a unit price for each site. It is assumed that standard tools and
test equipment is available at each site as stated in the ITT.
