The procedure unloads a CIF from STS to ITS, and updates
OCD accordingly if applicable. Unload is performed,
only if the CIF is permannt, has been checkpointed,
and has been subject to at least one Store command.
If the first two conditions but not the latter are
fulfilled, the OCD entry is deleted.
OCD and CIF must be reserved at call. They are not
released by the procedure. IS Buffer and IO Buffer
used during processing. Disk Accesses to ITS, STS and
OCD.
