I didn't know what I was doing when a changed this so here's some
assumptions I made and other things that need documenting

first uucp-out:
===============
in tailor file 
   info == pathname of 'uux' executable.
	if not full path then under chndfldir.

in table 
mta:mta!%s

so cmdline build up as 

'info' mta!rmail \\(address\\)

and first line piped to forked process is

From 'sender' 'date' remote from 'loc_dom_site'

second uucp-in (rmail)
======================
in tailor file
   just has to be there really

finds sender from parsing first line 

From 'sender' 'date' remote from 'sending mta'

bombs if this fails.

(only problem is with get_offical. didn't understand so returned what
was input)

Things fills in

prm => nothing
q => cont_type = "822"
     inbound = list_rchan_new('sending mta', uucp-in)
DIDN'T LIKE FACT "uucp-in" IS HARDWIRED IN AS INBOUND CHANNEL
sender => adr_new('sender', AD_822_TYPE, 0);
recips => adr_new(argv[1..argc-1], AD_822_TYPE, 0);

Then everything piped in (but the first 'From ' line) given accross to submit.
All up to first blank line is parsed and is put in "hdr.822",
rest put in "1.ia5"
