creates a default range of uids to be assigned to subsequently
created users having a base gid that maps to
.ul
<name>
in GRPFILE.  Thus
.ul
<name>
must be an existing group.  You will be prompted for the start, end
and mode of the uid range.  Mcp will then check to see that the range you
specified doesn't conflict with existing ranges, i.e. if the range you
specified overlaps any other range of mode "exclusive", or if your range is
mode "exclusive" and it overlaps any other range mcp will complain and
refuse to create the range.
