A new parameter 'S:<integer>' is used to set the "copy_sys_page"
flag in the bootfile header. The value 1 will set the flag, any
other value will clear the flag.
MXBOOT will detect module overlaps on the boot file and issue
diagnostic messages before terminating on CC 6.

A new parameter 'R:<integer>' is installed in the bootmodule header's
last word so Root may read parameters controlling the way the
INIT list is output.
