      description:
        This procedure links the specified operation into the
        waiting interrupt queue so that when an interrupts is
        received, it may be collected at the given semaphore
        by a call of WAIT_OP.

VS0202: More errors trapped on behalf of the calling process
        by calling MON(TERMINATE).

        Completion code = 3 means that an external event must
        be activated but all the waiting queues are empty !

        Completion code = 4 means an attempt to invoke a function
        unknown to CORU (the line number shall be interpreted as
        the illegal function number).
