This module is a utility SUBMODULE, which exports two
filetype variabels and a procedure.

This procedure reads the second line of the parameter file
searching for
I:<file-id> O:<file-id>
If found, the files are opened, and streams connected.
The output file is reset, too.
If not found, current input and/or current output are
used as defaults.
