				   ABSTRACT

Presented are the requirements for a mail routing
program that will comply with Request For Comment
	     Document number 822 and 976 (RFC822 and RFC976) forms.
An effort is made to comply with other standards, formal
and informal, where such compliance does not conflict
with RFC822 of RFC976. Also presented is a description
of smail by algorithmic description and by pseudo code.
