This is the complete text for SRI Information and Telecommunications Sciences
and Technology Division Technical Report ITSTD-721-FR-90-21.  To format it,
you need to have the "troff" text formatter and the "-ms" macro package.
Except for printing the cover (which you don't really need), you do not
need a PostScript printer.

Instructions for formatting:

1. Edit the Makefile, and set the ROFF, DEV, PRINTER, and PRINT-PS lines
   appropriately.  If you don't have the Adobe TranScript package installed,
   change the "psdit" line to be whatever you need to print troff output.

2. Run "make".

3. Run "make print".

4. Move the table of contents pages to the front of the document just after
   the title page.  Remove the "this page left intentionally blank" from the
   back of the document.

5. The paper is set up for two-sided copying.  You can toss out the blank
   pages if you don't want to duplex it.

Alternatively, if you have a PostScript printer, you can just print out
paper.ps, which is a pre-formatted version.  This is included for those
of you who don't have a decent troff; please don't ask for other formats,
I don't have any.
