This directory contains a handful of files distributed by Michael Ferguson to attendees at the June 1990 TeX Users Group meeting. It is in no way intended to make up a full compilation of Multilingual TeX. The only significant function that is provided is \charsubdef, which allows a TeX-based system to set up equivalences between 8bit ASCII accented characters and 7bit sequences using TeX's accent primitive. Ferguson describes this as a benign modification of TeX, and it certainly seems so, but it violates Donald Knuth's requirement that any given TeX input source should produce one and only one unique DVI file. If you build this into your TeX change file, the result is not, strictly speaking, TeX.
