This software appeared in Ada Letters (March 88).  It is advertised as a
portable random number generator.  It is portable in the sense that
given the same seeds it should generate the same psuedo-random sequence
on any computer with 12 bit integer arithmetic and 24 bit floating point
arithmetic.
