    This program is used to verify the connection from the IOC to the PAD.
It performs some simple interactions to the PAD to test out basic 
communication. After being started, it will ask the user if VERBOSE mode
is desired. VERBOSE mode displays all dialogue with the PAD on the console.
Successful execution of TESTPAD indicates that the IOC to PAD connection
works properly. This does not check the ability of the PAD to place
calls to RATIONAL nor to answer calls placed from RATIONAL. CONFIGURE_PAD
should be run before TESTPAD. If TESTPAD fails, follow recommendations
in CONFIGURE_PAD to correct the problem. To properly place and answer X25 calls
the PAD must be correctly configured (use CONFIGURE_PAD or a direct terminal
connection to the PAD) and the IOC needs to be correctly configured (INITIOA).
