Your task is to implement the Body of the Format procedure and
test it.  You should rely only on the package Text_Io.

If you do not know how to get visibility to Text_Io ask your
instructor to help you add a link to it.

First have your instructor copy the Format specification into your 
own world for development. Next build a body for Format using
Create_Body_Part and fill in the implementation.

Begin testing with inputs of your own design.  When you feel
confidant that you have tested all cases ask your instructor for
a sample input procedure that contains all cases we have thought
of to date.  When you are confidant that you handle these cases,
have your instructor test it with a test procedure that Rational
has written.
