The procedure Analyze_With_Clauses will analyze a unit and its family
(spec, body, and subunits) for the following:

   With clauses that are not needed because the unit or its family
   does not reference the imported unit.
   
   With clauses that are only needed because a use clause references them
   
   With clauses that are only needed by the body.  This allows the with
   clause to be incrementally added to the body and deleted from the spec.
   
   With clauses that are only needed by a subunit.  This allows the with
   clause to be incrementally added to the appropriate subunit and
   deleted from the unit that current contains the clause.
