This procedure extracts a message from a file using a randomly
generated offset into a file of messages. Once you have loaded
this utility on your machine, you will probably have to change
the body of the "File_Location" function in the load view to
return the correct location of the "Messages" file. You can add
or remove messages from "Messages" file, but you need to change
the first number in the file, which is a count of the number of
messages in the file.
